Phantom Liberty is a substantial story expansion rather than a cosmetic add-on. CD PROJEKT RED calls it “a new spy-thriller adventure for Cyberpunk 2077” on its official expansion page. It is set in Dogtown and involves a mission connected to the NUS President; the expansion also adds quests, skill-tree options, weapons, and cyberware.

The expansion requires the base game. If you do not own Cyberpunk 2077 yet, compare the price of Ultimate Edition with the combined current prices of the base game and Phantom Liberty in your chosen store. There is no universally best deal without that regional, time-sensitive comparison.
Can you buy Phantom Liberty separately?
Yes, separate purchase is an option where a storefront offers it. CD PROJEKT RED’s September 13, 2026 announcement said the game and expansion would launch on Battle.net later in 2026, with separate base-game and expansion purchases as well as Ultimate Edition. That announcement establishes a planned launch, not that Battle.net sales have already begun. Check the storefront directly for current availability.

Does the PC boxed edition include a disc?
No. CD PROJEKT RED’s PC boxed-edition support instructions describe a code-in-box product, not a disc. The instructions direct buyers to redeem the code through GOG GALAXY to download and install the game. GOG Support says retail codes for Cyberpunk 2077 redeem through a GOG account, so do not assume a boxed PC copy contains a Steam key.
Which PC store should you choose?
Store choice affects code redemption and offline-play options, so check those details before buying. GOG’s Ultimate Edition listing advertises DRM-free offline play and a fully offline installer; that is a GOG-specific offering and should not be assumed for Steam or other retailers. Prices, discounts, displayed currency, and offer end times vary by region and change over time.
