A VPN moves some trust from your internet provider or public Wi-Fi operator to the VPN company: your traffic passes through servers it controls. A free price does not explain how the service is funded or prove it is safe, and a subscription does not guarantee trustworthiness. The 911 S5 case shows why it matters to examine who operates a VPN app and what it does—not to assume every free VPN is malicious.
What happened with 911 S5?
911 S5 was a residential proxy network built using compromised devices. A residential proxy lets someone route internet activity through another person’s device and IP address, making that activity appear to originate from the device’s owner rather than the person directing it. The joint FBI, Defense Criminal Investigative Service and U.S. Department of Commerce advisory says 911 S5 began operating in May 2014, was taken offline in July 2022, and reappeared as Cloudrouter in October 2023. The agencies identified six VPN applications tied to the service: MaskVPN, DewVPN, PaladinVPN, ProxyGate, ShieldVPN and ShineVPN. In some cases, free, illegitimate VPNs were bundled with pirated games or software. The agencies say the downloads could silently install both the VPN and a proxy backdoor without the user’s consent. That is a specific account of these applications and distribution methods; it does not establish that all free VPNs behave this way.

The alleged scale and impact
The 2024 FBI, DCIS and DOC advisory reported more than 19 million compromised IP addresses across over 190 countries. The U.S. Department of Justice separately reported that the indictment alleged a network of millions of residential Windows computers associated with more than 19 million unique IP addresses, including 613,841 in the United States. The Justice Department also said U.S. government estimates linked compromised IP addresses to 560,000 fraudulent unemployment-insurance claims, with confirmed fraudulent losses exceeding $5.9 billion, and to more than 47,000 Economic Injury Disaster Loan applications. These are agency-reported figures, not a claim that every estimate represents a final adjudicated loss. The department said YunHe Wang was arrested on May 24, 2024, on charges arising from alleged malware deployment and operation of the service.
Does this mean free VPNs are unsafe?
No. The 911 S5 case is evidence about a particular operation and the applications associated with it, not proof that free VPNs as a category are malicious. But a VPN app is not automatically safe just because it is in an app store, has a familiar interface, or uses the word “VPN.” The Federal Trade Commission warns that an app may intercept traffic, may not encrypt all information, may share information with third parties, and does not make a user entirely anonymous. The FBI’s March 12, 2026 advisory adds a current warning: some free VPN services may enroll devices in residential proxy networks without users’ consent, sometimes through hidden or difficult-to-understand terms. A VPN can help prevent an internet service provider or public Wi-Fi operator from seeing the same traffic they otherwise could, but it changes who handles that traffic rather than making you anonymous. Websites can still identify you through information you provide, and the VPN provider becomes an organization you must trust.

How to judge a VPN before installing it
Use the same scrutiny for free and paid services. These checks apply the FTC’s guidance to a practical choice; they are not an official FTC rating system or a ranking of providers.
- Identify the operator and business model. Is the publisher identifiable? Does it clearly explain how the service is funded? A free service may rely on advertising or data sharing, so look for a concrete explanation rather than assuming “free” means no trade-off.
- Read the privacy policy and terms. Check what data is collected, whether traffic or device information is shared, and whether the terms describe using your device or connection for other purposes. Pay attention to language that is vague, buried, or difficult to understand.
- Review requested permissions. Consider whether each permission makes sense for a VPN. Treat requests for sensitive access that the app does not clearly explain as a reason to stop and investigate.
- Check the encryption claim. Find out what traffic is encrypted and whether credible outside reviews have examined the claim. The VPN label alone does not establish that all information is encrypted.
- Read credible independent reviews. Look for evidence about the app and its developer, not just promotional claims or a high rating. Check whether the review explains its methods and what it actually verified.
- Match the service to a defined need. For example, you may want protection for traffic on public Wi-Fi. Decide whether a VPN addresses that need, then weigh cost and convenience only after examining privacy and trust.
A subscription fee is not evidence by itself that a provider is trustworthy. The available official guidance does not establish that paid VPNs are automatically safer than free ones, nor does it identify a current best provider.

What to do if you suspect a 911 S5-related infection
If you suspect an affected app or malware on a Windows device, use the FBI’s 911 S5 case page for its listed process names, app labels and removal instructions. The Bureau cautions that users may wish to consult legal counsel or a cybersecurity professional and makes no warranty about the efficacy of those steps; treat them as official guidance, not a guaranteed cleanup.

What the 911 S5 case teaches about choosing
The useful distinction is not simply free versus paid. It is whether you can establish who operates the service, how it handles your data, what its app can access, and whether its technical claims have credible support. The 911 S5 history makes hidden installation and proxy use concrete risks to consider; it does not support a blanket verdict on all free VPNs or a recommendation of any specific provider.
