Promotion depends on the service rules, qualifying service and, at senior grades, selection; reaching a minimum service threshold does not by itself guarantee promotion. This guide covers the Income Tax service only. IRS (Customs and Indirect Taxes) is a separate service, and its promotion schedule is not established here.
IRS ranks and designations in the Income Tax service
The Indian Revenue Service Rules, 2015 schedule lists the following grades and designations. Each grade has paired Income Tax and Income Tax Department designations: Commissioner/Director, for example. The designation alone does not specify an officer’s particular assignment or charge.

How the promotion path works
The rules set out grades, appointment routes and eligibility conditions. Qualifying service is a minimum condition for consideration, not a guarantee that an officer will be promoted as soon as the period is completed. Promotion at the higher grades is selection-based, and the schedule distinguishes time in a particular grade from total regular Group A service.

The schedule places JTS, STS, JAG and NFSG in sequence, with the corresponding Assistant, Deputy, Joint and Additional Commissioner/Director designations. The existence of NFSG in the ladder does not, by itself, establish that an officer holds a particular operational post.

Promotion to SAG and HAG
For SAG, the schedule gives two eligibility formulations: an officer in JAG with eight years of regular service in that grade, including NFSG, or an officer with 17 years of regular IRS Group A service, of which at least four years are in JAG.
For HAG, it gives either three years of regular service in SAG or 25 years of regular Group A service, including at least one year in SAG. These are service conditions in the schedule; they do not make promotion automatic.
Rank #2
Selection to HAG+ and the Apex Scale
For HAG+, the schedule specifies promotion by selection from officers with one year of regular service in HAG. For the Apex Scale, it specifies promotion by selection from officers with one year of regular service in HAG+. The time requirement and selection are distinct parts of these routes.

Why statutory authority titles are not the same as cadre ranks
The Income-tax Act, 1961, section 116 lists classes of income-tax authorities “for the purposes of this Act.” Its list includes senior titles in the IRS ladder, as well as the Central Board of Direct Taxes, Income-tax Officers, Tax Recovery Officers and Inspectors. That statutory list describes authority classes; it should not be read as a single IRS Group A promotion sequence. In particular, Income-tax Officer, Tax Recovery Officer and Inspector are not additional rungs in the IRS Group A schedule above.
Rank #3
Appointment authority is also addressed separately from cadre progression. Section 237 of the Income-tax Act, 2025 provides for the Central Government to authorise specified senior authorities to appoint income-tax authorities below Deputy Commissioner or Assistant Commissioner rank, subject to applicable service rules and orders.

“IRS” can refer to more than one Indian civil service. The grades and promotion conditions above are for IRS (Income Tax), under the Ministry of Finance/Income Tax Department, as set out in the Indian Revenue Service Rules, 2015. They should not be assumed to apply to IRS (Customs and Indirect Taxes); a separate current official schedule is needed to describe that service’s grades and promotion rules.
