Iraq changed its official exchange rate on October 7, 2026, from about 1,300 to 1,500 dinars per U.S. dollar. The move came as regional conflict disrupted shipping through the Strait of Hormuz and put pressure on Iraqi oil-export logistics. Those disruptions are important economic context, but available reporting does not establish that they alone caused the devaluation.
What changed in Iraq’s exchange rate
The Associated Press reported that Iraq’s Cabinet decided on the new rate on the evening of October 6, with the Central Bank announcing the change the next day. The previous official rate had been in place since 2023. The Central Bank’s stated rationale, as reported by AP, was “to meet the relevant financial, economic and monetary requirements.” That broad explanation does not identify how much any particular economic pressure contributed to the decision.

At the new official rate, a U.S. dollar costs about 200 more dinars than before—a roughly 15.4% increase in the dinar price of a dollar, using the reported approximate rates. That does not mean every person or business could exchange at the official rate: bank and parallel-market rates differed.
Official, bank and parallel-market rates are not the same
AP’s same-day account reported the following rates on October 7, 2026. The market figures are time-specific reports, not a standing guarantee of what an exchange would offer later.

- detailed 12-inch scale model representing a modern commercial oil tanker. This replica celebrates the "titans of trade," featuring the classic flat-deck design, complex piping systems, stern bridge superstructure, and bulbous bow found on real-world supertankers.
- Unlike standard ship models, this piece showcases the intricate network of deck piping, valves, and catwalks characteristic of liquid cargo vessels. The multi-colored design (green deck, white superstructure, black/red hull) provides an authentic industrial look without the need for painting.
- Designed as a static display piece for logistics professionals, oil and gas industry workers, merchant mariners, and naval engineers. Its sturdy, flat-bottomed hull sits stable on any desk, shelf, or bookcase, making it a perfect professional accent for a corporate office or home study.

| Rate or transaction | Reported figure | What it represents |
|---|---|---|
| Official exchange rate | 1,500 dinars per U.S. dollar | The new official rate, replacing about 1,300 dinars per dollar. |
| Finance Ministry dollar sales | 1,500 dinars per U.S. dollar | The rate AP reported the Finance Ministry would use to sell dollars. |
| Consumer bank purchases of dollars | 1,520 dinars per U.S. dollar | The rate AP reported consumers would pay when purchasing dollars from banks. |
| Parallel market before the announcement | Above 1,600 dinars per U.S. dollar | The unofficial rate reported by AP before the official change. |
| Parallel market after the announcement | Above 1,700 dinars per U.S. dollar | The unofficial rate AP reported after the announcement. |
These figures describe different channels of exchange. In particular, the official rate should not be read as the price available in the parallel market, where AP reported a weaker dinar both before and after the announcement.
Why Hormuz matters to Iraq’s finances
Iraq relies heavily on oil exports for government income. AP reported that most Iraqi oil exports had traveled through the Strait of Hormuz before the war. When shipping through the strait was disrupted, Iraq had to adapt its export logistics, including resorting to overland shipments through Syria, which AP described as more expensive and less efficient.

The broader pressure is not limited to crude shipments. An FAO-WFP information note published April 30, 2026, said regional developments disrupting Hormuz shipping were increasing volatility and costs across energy, fertilizer and agrifood markets. For Iraq, the note identified higher import and logistics costs and tighter availability as possible transmission channels. It also warned that sustained declines in oil prices or exports could constrain public food and agricultural support. The note estimated that oil revenues fund roughly 90% of Iraq’s government budget; that is an attributed estimate, not a measurement of the impact of the October exchange-rate change.

Oil-export figures need their dates and definitions
Export numbers reported during a disruption can refer to a single day, a monthly average, or a planned pipeline capacity. Those measures are not interchangeable.

- September average: In a September 21, 2026, clarification republished by Iraq’s Natural Resources Transparency Committee, the Ministry of Oil said exports averaged approximately 2.6 million barrels per day up to the date of the statement. The Ministry said the figure could change as the month continued.
- A one-day figure: The same clarification said the roughly 4 million-barrel figure circulating in media represented exports on one day, not a monthly daily average.
- March disruptions: The State Oil Marketing Organization’s March report said exports from southern terminals were completely suspended effective March 8, 2026. It reported that Kirkuk crude exports resumed in the second half of March through the pipeline to Ceyhan, while fuel-oil exports resumed by tanker truck. These are March conditions and do not establish the route mix on October 7.
- Iraq–Turkey pipeline agreement: AP reported on August 1, 2026, that Iraq and Turkey had agreed to a one-year pipeline arrangement with a stated minimum export volume of 750,000 barrels of Iraqi crude per day from Kirkuk to Ceyhan. The agreement’s stated volume is not proof that Iraq was achieving that level by October; AP noted that the planned volume would not restore prewar export levels.
What the devaluation does—and does not—show
A higher official number of dinars per dollar means the dinar is set at a weaker official exchange rate against the dollar. It may affect the dinar cost of dollar-priced imports and other transactions, but the sources available do not provide an independent estimate of how much the October change would raise household prices.
The timing links the exchange-rate change to a period of serious shipping and export disruption, but timing alone does not establish cause. AP reported the Central Bank’s broad stated rationale; it did not provide a detailed breakdown of the decision’s contributing factors. Separately, on September 19, the Central Bank was reported as saying reserves were sufficient to meet foreign-currency demand and attributing parallel-market pressure to speculation and misuse of regional conditions. That earlier statement concerned market pressure at the time, not the later Cabinet decision to change the official rate.

The evidence supports a careful conclusion: disrupted oil shipping created economic and fiscal pressures for an oil-dependent Iraq, while the October 7 official devaluation was announced with a broad rationale. The available reporting does not show that the Hormuz disruption by itself prompted the move.
