Associated Press reported that Tehran traders exchanged more than 2.5 million rials for one U.S. dollar on September 29, 2026—a record low at that time. Separately, Reuters reported a prolonged interruption to meaningful crude exports through the Strait of Hormuz. Those export constraints threaten foreign-currency earnings; they do not prove that every sale or payment has stopped.
What happened to the rial?
Associated Press reported that traders in Tehran exchanged more than 2.5 million rials for one U.S. dollar on September 29, 2026, setting a new record low at that time. This was a reported market quote, not a universal or necessarily official exchange rate. Rates can move quickly, so the figure describes the market on that date rather than today’s rate.

AP tied the decline to war-related economic pressure, a U.S. naval blockade on Iranian oil, new sanctions and the continuing burden of older sanctions. The exchange-rate report is evidence of acute pressure on the rial; by itself, it does not establish how much foreign currency Iran holds or can access.
What does “oil exports have stalled” mean?
Reuters reported on September 1, 2026, that Iran had gone about seven weeks without meaningful crude exports through the Strait of Hormuz. The report also said fresh cargoes were no longer reaching China, which it described as Iran’s only major remaining oil customer.
#1 Best Overall
That is a serious interruption to a key route and customer relationship, but it is not the same as proof that Iran has stopped every oil sale everywhere. Nor does a cargo’s movement tell the whole story about revenue: the oil must be produced, shipped to a buyer and paid for, and the proceeds must then be accessible for use.
- Oil underground: the country’s geological reserves.
- Oil produced: crude brought out of the ground and prepared for sale.
- Oil shipped: cargoes that can reach customers despite shipping and sanctions constraints.
- Usable proceeds: money collected from a customer and available to the seller. The reporting describes pressure on this chain but does not provide a complete accounting of payments or accessible balances.
What do the oil-tracking figures show?
Reuters cited estimates from cargo-tracking firms to describe Iranian crude held at sea. These are tracker estimates reported by Reuters, not official Iranian statistics.
| Measure | Reported figure | What it indicates |
|---|---|---|
| Iranian crude in floating storage west of the blockade line | 41.7 million barrels on August 26, 2026, compared with 35.5 million barrels at the end of July 2026 (Kpler data, as reported by Reuters) | A growing volume of crude was being held in that area rather than moving onward. |
| Total Iranian crude afloat | 107 million barrels, down from 135 million barrels (Vortexa data, as reported by Reuters; figures cited in its September 1, 2026 report) | The total reported volume at sea had fallen, even as the estimate west of the blockade line rose. |
Floating storage is oil already on ships, not a measure of all reserves in the ground or all oil Iran can produce. These two tracking snapshots cover different measures, so they should not be combined into a single estimate of how much oil remains available to sell.

Oil sales are a major source of foreign-currency earnings for Iran, according to Reuters. If cargoes cannot reach buyers or the proceeds cannot be collected and used, less foreign currency may be available to support government finances and the wider economy. Reuters said the export interruption threatens those earnings and adds pressure to government finances and reserves.
Reuters’ September 3, 2026 report cited three senior Iranian sources describing greater difficulty in withstanding sanctions and the blockade. It also paraphrased Kpler analyst Homayoun Falakshahi’s warning that lost exports could leave Tehran financing spending by printing money, with inflation risk. That is a reported risk, not proof from these reports that a particular amount of money has been printed or that every foreign-held balance is blocked.
Does Iran risk running out of oil to sell?
The available reporting supports a concern about whether Iran can export crude and turn sales into usable revenue—not a claim that its underground oil reserves are nearly depleted. Reuters’ export reporting focuses on shipping disruption, sanctions, cargoes at sea and access to customers. It does not establish imminent exhaustion of Iran’s geological reserves, provide a comprehensive current reserve tally or account for every export route.

The International Monetary Fund estimated that more than 1.1 billion barrels of crude had not reached the global market by the end of May 2026 because of the broader war-related disruption. That is a global estimate, not a count of Iranian reserves, Iranian exports or oil stranded in Iranian storage.

The World Bank’s April 2026 outlook, published before the September export and exchange-rate reports, said conflict, sanctions and unrest had severely disrupted economic activity. It warned that possible oil-export disruption could add fiscal pressure and currency depreciation. That earlier assessment provides context for the channels through which the later reported export stoppage could hurt Iran; it is not a current measurement of the stoppage’s full financial effect.
