Iran urged Iraq on 1 October 2026 to remove restrictions on civil flights and restore normal air service between the two countries. The dispute did not amount to a confirmed, nationwide Iraqi flight ban: Iraqi officials said no formal ban had been issued, and a 2 October report described a limited arrangement for Iranian flights at Najaf while restrictions remained at other airports.
Why is Iran asking Iraq to restore flights?
Iran’s Foreign Ministry said Iraq should make decisions to remove restrictions and allow normal operations for airlines from both countries. It cited travel for religious visits, tourism, education, medical treatment and trade. The ministry framed its appeal as respecting Iraqi sovereignty while opposing what it called “US economic terrorism”—political wording that reflects Tehran’s position, not an independently established legal finding.

In the statement reproduced by Tasnim, the ministry said: “While respecting the national sovereignty of the Republic of Iraq, the Islamic Republic of Iran calls for appropriate decisions to be adopted in confronting the US economic terrorism and its acts of fomenting discord, in order to remove the restrictions and restore normal conditions for flights operated by the airlines of the two countries, in line with the interests and welfare of the two nations.” Tasnim’s reproduction of the Foreign Ministry statement

Did Iraq impose a formal flight ban?
Iraqi officials told parliament on 29 September that the Transport Ministry and Civil Aviation Authority had not issued a formal decision banning Iranian aviation. Instead, officials described concerns among ground-service providers about possible sanctions exposure, financial losses, insurance and operating systems. The account is a parliamentary committee summary of what officials said; it is not an independent audit of individual companies’ decisions. Iraqi parliamentary committee account
That distinction matters: Tehran described restrictions affecting flights, while the Iraqi officials’ account denied a formal government ban and pointed to service-provider concerns. Shafaq News reported that Washington imposed penalties on 36 Iran-related targets on 8 September 2026, offering context for those concerns; its report does not provide a complete target-by-target list. On 2 October, Al Jazeera reported that Iraq’s prime minister’s office announced an arrangement allowing up to 40 daily flights to and from Najaf for Iranian airlines other than Mahan Air. The office said the United States had granted an exemption, but Al Jazeera said it had not verified the exemption with US representatives. The figure and eligibility therefore describe the reported arrangement, not a confirmed ongoing schedule.

What has the disruption meant for travelers?
Al Jazeera reported that foreign ground-handling companies refused service because of sanctions concerns and that some passengers faced overland journeys of at least 12 hours. Iran’s Foreign Ministry said restrictions had seriously affected hundreds of thousands of passengers and other travelers; that is the ministry’s characterization, not an independently measured count. Al Jazeera on reported travel effects Tasnim’s reproduction of Iran’s statement
The reports available on 2 October describe an airport-by-airport situation rather than one comprehensive Iraqi decree. They do not establish whether the reported arrangement or suspensions remain in effect after that date. Travelers should confirm current service, eligible airlines and airport status directly with their airline or relevant airport before setting out.
