If you receive no IPO shares, the money is normally not sent back as a separate refund. Under India’s ASBA process, your application amount stays in your bank account under a UPI block; once the basis of allotment is finalized, the block on the full amount is released. If you receive some shares, only the amount payable for those shares is debited and the balance is unblocked.
If the block remains after the release deadline, check the mandate in your UPI app and ask the bank that accepted the mandate to unblock it manually.

The short answer: an IPO “refund” is usually an unblock
ASBA (Application Supported by Blocked Amount) does not normally take the entire application amount away from you when you apply. The bank marks the amount as blocked in your account. You cannot spend the blocked portion, but the funds remain in your account and continue to earn interest. That is why a completely unsuccessful application generally does not produce a separate refund credit.
After the basis of allotment is finalized, the amount is adjusted according to the shares allotted:

- Partial allotment: the amount due for the shares allotted is debited and the excess block is released.
- Full allotment: the amount due for all allotted shares is debited. There is no excess to release unless the final payable amount is lower than the original block.
In everyday banking language, people often call the release a refund. Technically, for a non-allotment case, it is an unblock or release of money that was still in your own account.
How the UPI mandate and ASBA block work
1. You submit the IPO bid
When you apply through UPI-linked ASBA, you enter a UPI ID and receive a mandate request. The request specifies the maximum application amount. The money is not transferred to the issuer merely because the request appears in your app.
2. You approve the mandate
You must accept the request and enter your UPI PIN. That approval authorizes the bank to place a block for the application amount. The account connected to the mandate is the account against which you entered the UPI PIN at acceptance.
3. The amount stays in your bank account
SEBI’s investor guidance explains that the blocked amount remains in the applicant’s account and continues to earn interest. Because the funds have not been paid away, there is no separate refund requirement when the application receives no shares.
4. Allotment determines the final debit
Once the registrar and exchange process finalizes the basis of allotment, the issuer-side instructions tell the bank what to collect. The bank debits the amount corresponding to allotted shares and releases any excess. If there is no allotment, the full block should be removed.

What you should see for each allotment result
| Allotment result | Expected account treatment | What to check |
|---|---|---|
| No shares allotted | The full application block is unblocked; no separate refund transfer is normally required. | UPI mandate status and release of the complete blocked amount. |
| Some shares allotted | The amount payable for allotted shares is debited; the remaining blocked amount is released. | Debit amount versus the original block and release of the excess. |
| All shares allotted | The payable amount is debited under the allotment instructions. | That the debit matches the final quantity and issue price shown in your application records. |
A bank statement can show a debit and an unblock entry separately, or display a status change in the mandate section rather than a conventional credit. The exact wording depends on the bank and UPI app, so focus on whether the available balance has been restored and whether the final debit matches the allotment.
Which date starts the unblock deadline?
Count the release period from the finalization of the basis of allotment, not from the day you first look up the result and not automatically from the day the IPO application window closes.

Weekends and bank holidays therefore matter when you count working days.
For example, if the basis is finalized on a Monday, the normal process deadline is the close of business on Tuesday, subject to the issue’s published timetable and applicable banking working days. If the basis is finalized on a Friday, the next working day is normally Monday unless it is a bank holiday.
This is a process deadline after finalization. It is different from the time at which an allotment result first becomes visible on a registrar or exchange page.

What to do when the amount is still blocked
SEBI’s FAQ gives a direct remedy: approach your bank and request manual unblocking when the amount has not been released after allotment is finalized. Use this sequence so the bank can trace the exact mandate rather than treating the query as a generic IPO complaint.
- Confirm the allotment outcome. Establish whether the application was wholly unallotted, partly allotted or fully allotted. Save the result page or allotment message and note the date on which the basis of allotment was finalized.
- Open the UPI app’s mandate area. Look for sections labelled Mandates, Pending requests, IPO mandates, Autopay or a similar term. Check whether the request is marked active, executed, completed, revoked, failed or pending. App labels vary, so do not rely on a universal menu name.
- Identify the accepting account. Find the bank account shown in the mandate details and remember which account you used when entering the UPI PIN. That account—not necessarily the account currently selected as your default UPI account—is the one tied to execution.
- Compare the amounts. Record the original blocked amount, any debit for allotted shares and the amount that remains blocked. Screenshots of the mandate page and a bank statement help establish the difference.
- Ask the bank for manual unblocking. Contact the bank that accepted the mandate and state that the IPO basis of allotment is finalized but the ASBA/UPI block remains. Provide the IPO name, application number, application amount, bid date, allotment result and the mandate reference or Unique Mandate Number if available.
- Keep a written complaint record. Obtain a complaint or service-request number, retain the bank’s response and record when you made the request. If the bank says another intermediary must act, ask it to identify that intermediary and record the handoff.
- Escalate through the relevant intermediary’s current complaint route. If the bank or intermediary does not resolve the block, submit the documented complaint through its current grievance process. Contact details and app paths can change, so use the institution’s current official channel rather than an old number copied from a forum.
How to locate the correct mandate when accounts changed
A common source of confusion is changing the default bank account in a UPI app after accepting the IPO request. SEBI’s FAQ states that execution remains linked to the account for which you entered your UPI PIN when accepting the block. Switching the app’s default account later does not redirect an existing mandate.
Check each linked bank account’s mandate list, not just the account currently shown on the app’s home screen. Match the mandate amount, IPO name, date and reference number with your application record. If you find the block on an older account, ask that account’s bank to process the unblock.
Important edge cases
Partial allotment
Do not wait for the entire original amount to return when you receive some shares. The amount due for the allocated quantity is supposed to be debited, and only the remainder is released. Compare the debit with the final quantity and issue price before reporting a shortfall.
Duplicate blocks
If two blocks appear for one application, contact the bank or lead manager and report both entries. Include the Unique Mandate Number for each request, along with the application number and screenshots. Ask specifically for the duplicate block to be released; a normal allotment debit may still be valid for the shares received.

Third-party UPI ID or bank account
SEBI says a third-party UPI ID or bank account is not considered for allocation. Treat this as a diagnostic possibility only when your application used someone else’s payment credentials. Check the application and mandate records before assuming that a delayed release is caused by this rule.
Mandate never accepted or never confirmed
A mandate that was never accepted, or whose blocked/confirmed status was not recorded, is a bid-validity issue rather than a post-allotment release issue. NSE issue information says bids with a blocked and confirmed mandate status are treated as valid and advises applying early enough to avoid last-minute technical problems. If no valid block was created, there may be no funds to unblock; first verify the bid and mandate status with the bank and intermediary.
Default account changed before the application
If you selected a different account before accepting the mandate, the account used at the time of UPI-PIN approval is the relevant one. The deciding event is acceptance of that specific request, not the account that later became your preferred UPI account.

The NSE issue-information page reproduces a SEBI requirement for delays exceeding two working days from the bid or offer closing date. Under the cited rule, compensation is ₹100 per day or 15% per annum of the application amount, whichever is higher, for the qualifying delay period. The intermediary responsible for causing the delay is responsible for the compensation.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThis threshold is measured from the bid or offer closing date and is separate from the normal operational deadline of the close of business on the first working day after basis-of-allotment finalization. A delay may therefore need to be assessed against both dates. Check the specific issue timetable and the currently operative circular before relying on a compensation claim, because issue dates and applicable requirements govern the calculation.

When you complain, ask the bank or intermediary to state in writing whether it considers the delay attributable to its process, another intermediary or a mismatch in the application record. Keep evidence of the closing date, basis-finalization date, mandate status, amount blocked and the dates of every complaint.
Do not confuse a released block with a bank refund
A refund usually implies that money was transferred out and then sent back. In a non-allotment ASBA case, the money generally stayed in your account under a restriction. The practical result—your available balance increases—can look like a refund, but the accounting path is an unblock. SEBI also says the blocked amount continues to earn interest in the account; do not expect a separate interest payment created by the release.
For a partial allotment, the same distinction matters: the debit for allotted shares is a payment, while the excess is a release of the remaining block. Reviewing both entries prevents you from treating a correct allotment debit as an unexplained deduction.

What to expect after the bank processes the release
Once the bank removes the block, your available balance should reflect the released amount. The mandate may change to completed, revoked or released, depending on the app’s terminology. Save the final statement or mandate screen until the IPO records and any complaint are closed.
If the bank reports that it has already released the funds but your available balance does not change, ask it to reconcile the ledger entry, lien or hold with the account statement. If the bank cannot locate the mandate, provide the Unique Mandate Number and ask it to search the account that accepted the original UPI PIN approval.
