A VPN changes the network path for certain connections, can encrypt traffic between your iPhone and the VPN service, and may hide your device’s IP address from websites. Neither control makes you anonymous or stops every kind of tracking.
Apple’s iCloud Private Relay is a third option with a narrower scope: it is an iCloud+ service centered on Safari browsing, DNS lookups and unencrypted HTTP app traffic. Choose the control according to the risk you are trying to reduce rather than treating privacy settings, Private Relay and a VPN as interchangeable.

The practical distinction is simple: App Tracking Transparency governs an app permission; a VPN governs network routing; Private Relay is Apple’s own relay service for a defined set of traffic.
What iPhone privacy settings protect
App Tracking Transparency controls cross-company tracking
On iOS 14.5 and later, Apple requires developers to request permission before tracking activity across other companies’ apps and websites for advertising or sharing with data brokers. The relevant controls are in Settings > Privacy & Security > Tracking.

When you deny a request, that app should not use the permission covered by Apple’s tracking framework to follow your activity across other companies’ apps and websites. You can review existing decisions in the Tracking screen and turn off Allow Apps to Request to Track to stop future prompts. Turning off requests does not retroactively erase information an app already collected, and it does not prevent every kind of measurement or data use.
What the Tracking setting does not cover
- It does not encrypt traffic on cellular or Wi-Fi networks.
- It does not hide your IP address from a website.
- It does not stop an app from collecting data about your activity inside its own service, subject to that app’s policies and Apple’s platform rules.
- It does not prevent a website from recognizing an account you sign in to, a cookie, or information you enter into a form.
That is why denying tracking permission and using a VPN are not substitutes. The first limits a defined cross-company advertising and data-broker use case; the second changes how covered network traffic travels.
What a VPN protects on an iPhone
It can shield traffic on the local network
Apple describes a VPN as a service that can encrypt and route certain network traffic from your device. The Federal Trade Commission explains that this encryption can make traffic unreadable to someone monitoring the local Wi-Fi connection, such as on a public hotspot. The protection applies to traffic the VPN configuration actually routes; installing a VPN app or profile alone does not prove that every connection is covered.
A VPN therefore addresses a different threat from App Tracking Transparency: a person or network operator observing the path between your iPhone and the internet. The VPN service can see the connections that pass through it, so you exchange some trust in the local network for trust in the provider.

It may hide your device IP from destinations
When a connection is routed through a VPN server, a website may see the server’s IP address instead of the address assigned to your home router or mobile connection. This can reduce direct IP-based location and network identification. It does not make you anonymous. A site can still recognize a signed-in account, reuse cookies, identify a browser through other attributes, or connect activity to details you provide yourself.
The provider is part of the privacy model
The VPN provider is positioned between your device and many destinations. Before choosing one, read its terms and privacy policy, as the FTC advises, and look for clear statements about collection, retention and sharing. A VPN that claims to protect your traffic but keeps extensive activity records changes the risk rather than eliminating it. The relevant question is not whether a VPN is “private” in the abstract, but which party you are willing to trust with the routed connections.
Does iCloud Private Relay work like a VPN?
Its scope is narrower and Apple-defined
Private Relay is an iCloud+ service designed primarily for private Safari browsing. Apple’s documentation also describes protection for DNS resolution and unencrypted HTTP app traffic. Apple says the design prevents any one entity, including Apple, from seeing both who you are and the websites you visit.

That description should not be expanded into “all iPhone traffic goes through a VPN.” Apps using encrypted HTTPS, connections outside the documented scope, and services that deliberately require a visible network identity can behave differently. Private Relay also depends on availability in your region and on the network you are using.

Network-specific controls matter
Apple’s iPhone settings include an IP Address Location choice for Private Relay. Apple also documents a per-network switch called Limit IP Address Tracking. If you turn that switch off for a Wi-Fi network, Private Relay is disabled on that network. This explains why Safari may show different behavior at home, at work or on a hotspot even when your global iCloud settings have not changed.
How a VPN and Private Relay interact
Apple states that an active VPN configuration controls routing for internet connections that would otherwise be protected by Private Relay. In other words, the two systems do not automatically stack into a guaranteed double layer. For a particular connection, identify which configuration is active and what traffic its scope includes.
If your goal is to use a VPN’s server address and tunnel, confirm that the VPN is connected and that its configuration is routing the relevant traffic. If your goal is Safari privacy through Private Relay, check that iCloud+ is available, Private Relay is enabled and Limit IP Address Tracking has not been disabled for the current network. Avoid assuming that seeing both switches enabled means every app receives both protections.

Configure the relevant iPhone controls
Review App Tracking Transparency
- Open Settings.
- Tap Privacy & Security, then Tracking.
- Review the list of apps that have requested tracking permission.
- Turn an individual app’s permission on or off according to your preference.
- Turn off Allow Apps to Request to Track if you do not want future requests. Check the current Apple instructions if the wording differs on your iOS release.
Use this screen when your concern is advertising or data-broker tracking across companies. Do not use it as evidence that network traffic is encrypted or that an app can no longer collect information within its own service.

Check Private Relay for the current network
- Open Settings and select Wi-Fi.
- Tap the information button for the connected network.
- Check Limit IP Address Tracking. Turning it off disables Private Relay on that Wi-Fi network.
- In the Private Relay settings, review the IP Address Location choice and select the level of approximate location Apple offers.
Menu names and exact locations can change with iOS releases, so use Apple’s current support instructions when a label is not present. A work, school or managed network may also restrict relay features.
Add or verify a VPN configuration
- Open Settings.
- Go to General > VPN & Device Management > VPN.
- Add or select the configuration supplied by your VPN provider or organization.
- Confirm that the VPN is connected before relying on it for a particular session.
- Check the provider’s documentation to learn which traffic is routed, whether the configuration is on demand, and how DNS requests are handled.
The presence of a profile is not the same as an active tunnel. Some services route only selected traffic, while managed or enterprise configurations can impose their own rules. If a website, app or local network must be reachable directly, verify that the VPN’s routing policy allows it.

Advertising follows you between apps
Start with Settings > Privacy & Security > Tracking. Denying the defined permission can limit cross-company tracking, but it cannot guarantee that an app has no first-party analytics or that a website cannot recognize you after you sign in. A VPN would not replace this permission control.
You are checking email or banking on airport Wi-Fi
A VPN can protect covered traffic from local Wi-Fi observers by encrypting the device-to-provider leg. Use the service only when its configuration is active, and remember that the bank or email provider still knows which account you used. HTTPS remains important; a VPN does not make a malicious site trustworthy.
You want Safari not to expose your regular IP address
Private Relay is the Apple feature designed for this supported Safari scenario. Confirm that your iCloud+ plan and region support it and that Limit IP Address Tracking is enabled for the current network. A VPN may also present a different IP, but it introduces a separate provider trust relationship and may take over routing that would otherwise use Private Relay.
You are trying to appear anonymous online
Neither a VPN nor Private Relay can deliver that promise. Accounts, cookies, browser characteristics, payment details and information entered into forms can identify you independently of the network address. Treat IP masking as one privacy measure, not an identity eraser.
Limitations and troubleshooting
A VPN is connected but an app still reveals information
- Check whether the app’s traffic is included in the VPN configuration.
- Verify that the VPN remains connected rather than being paused by an on-demand rule or battery setting.
- Remember that the app can identify you through its account, cookies or data you provided even when its IP address is the VPN server’s address.
Private Relay is unavailable or inconsistent
- Confirm that the iCloud+ service is available for your Apple Account and region.
- Inspect the connected Wi-Fi network’s Limit IP Address Tracking setting.
- Check for a VPN or managed network configuration, because Apple says an active VPN controls routing that would otherwise use Private Relay.
- Expect some services and networks to handle relay traffic differently; do not infer that all iPhone connections are covered from Safari behavior alone.
An app still collects data after tracking permission is denied
That can be expected. App Tracking Transparency addresses the defined cross-company tracking permission, not every collection activity inside the app’s own service. Review the app’s privacy disclosures and account settings separately.
