At launch on March 5, 2024, the change was for eligible users in the European Union: they could install authorized alternative app marketplaces, whose apps Apple notarized. The rules and supported regions have since evolved, so today’s availability is not identical to the original iOS 17.4 rollout.
What “sideloading” means in iOS 17.4
“Sideloading” is often used broadly for installing apps outside a device’s main app store. Apple calls the iOS 17.4 system alternative app distribution. It is not a general permission to download any app package, such as an unsigned IPA, and install it directly.

- Alternative marketplace: An app marketplace authorized under Apple’s rules, where users can discover and install apps distributed through that marketplace.
- Web distribution: A separately regulated option that lets eligible developers offer apps from their own websites in supported regions. It is not an open upload service for arbitrary developers.
- Developer and test distribution: TestFlight, Apple Developer provisioning, enterprise deployment, and personal developer-account methods are separate routes, not the iOS 17.4 change.
Apple introduced its EU changes in response to the European Union’s Digital Markets Act. The company announced the changes in January 2024, before iOS 17.4 shipped on March 5. Apple’s announcement and security-release listing document the regulatory context and release date.
What iOS 17.4 changed
For eligible users in the EU, iOS 17.4 added alternative marketplaces and associated installation controls. Apple also changed other parts of the iPhone experience there: users could choose a default browser when first opening Safari, and developers could use alternative browser engines and offer alternative contactless-payment apps. Payment options and disclosures for purchases outside Apple’s in-app payment system also changed.

When installing an app through an alternative marketplace, Apple’s installation sheet can show information such as the app’s developer, description, screenshots, and age rating. Apple’s iOS 17 update notes describe the EU-specific changes alongside other iOS 17.4 additions, including new emoji, Apple Podcasts transcripts, and security and bug fixes.
The changes did not make every iPhone eligible, and they did not apply worldwide at launch. Apple’s EU developer guidance describes the original distribution framework.
Who can use alternative app distribution?
For the original EU marketplace experience, eligibility was based on both the user’s Apple Account country or region and physical location. Apple’s current guidance says a user must have an eligible account region and be physically in a supported region. Buying an iPhone in Europe or changing an account’s country setting alone does not establish eligibility.
Apple’s current support pages list the European Union, Japan, and Brazil for some forms of alternative app distribution, but features differ by region. That current list should not be read backward as the availability of iOS 17.4’s original EU marketplace feature. A user in the United States should not expect to get that EU installation flow simply by updating an iPhone. Check Apple’s current regional availability overview and installation instructions for the relevant method.

Apple’s EU country list includes Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden, along with certain territories. iOS 17.4 runs on iPhone XS and later, including iPhone XR and iPhone SE (second generation and later). That compatibility does not mean every supported phone can use every alternative-distribution feature in every region. iPad requirements are separate: Apple’s developer documentation identifies iPadOS 18 as the minimum for some marketplace capabilities.
How to install an alternative marketplace
These are the general steps in Apple’s current support guidance. Exact prompts and labels can vary by iOS version, region, and marketplace.
- Update the iPhone to the latest iOS version available for it.
- In a browser on the iPhone, visit the official website of the marketplace developer.
- Use the marketplace’s installation link. The process must begin at the marketplace developer’s site; do not treat an unfamiliar download link as an authorized marketplace.
- Read Apple’s installation notice and the information shown about the marketplace, then explicitly allow the installation when prompted.
- Complete the marketplace’s onscreen setup, then review its catalog, policies, payment arrangements, support route, and update process before installing apps.
If the option does not appear, check that the device is running a supported version, the Apple Account region and physical location qualify, and the link is the developer’s official installation page. Screen Time restrictions or a work or school device policy may also block it. Apple recommends updating the operating system if an eligible option is missing. Marketplace authorization is also required; an ordinary website cannot turn itself into an authorized marketplace merely by offering an app.
How website app distribution differs
Direct website distribution is distinct from installing a marketplace. In the EU, developers must meet Apple’s requirements and obtain the relevant entitlement; users cannot install any developer’s app simply because its website offers a file. Apple’s deployment documentation lists website app installation as an iOS 17.5 capability, later than the marketplace experience introduced with iOS 17.4.
- Open the eligible developer’s official website on the iPhone.
- Tap its app installation link and, if prompted, allow installations from that developer in Settings.
- Review Apple’s installation information and tap Install App when offered.
- Complete any remaining onscreen steps.
These instructions describe the current method at a high level, not a promise that every supported region or iOS release presents the same screens. What Apple still controls
Alternative distribution loosens Apple’s exclusive role as the app storefront in eligible markets, but Apple still sets important platform conditions. Marketplace operators need Apple authorization; apps distributed through these routes need notarization; iOS presents installation permissions; and Apple can respond to known serious threats. Administrators can also restrict installation on managed devices.
Notarization is not App Store approval
Apple describes notarization as a baseline review, using automated checks and human review to help identify known malware and other serious security threats, confirm that an app functions as described, address egregious fraud, and preserve basic platform integrity. It is not the same as the App Store’s broader review against Apple’s App Review Guidelines, which cover matters including content, commerce, privacy, security, and quality.
Notarization is therefore a meaningful safeguard, not a guarantee that an app is harmless, private, reliable, or suitable for every user. Apple’s explanations are in its developer guidance and support article on keeping apps in the App Store. A marketplace may apply additional checks, or use standards that differ from Apple’s.
Security, privacy, and choosing where to install
An alternative app is not automatically dangerous, and an App Store app is not automatically risk-free. The practical difference is the review and accountability model: the App Store uses Apple’s broader review, while alternative distribution relies on notarization plus the marketplace’s or developer’s own policies and support. Users should assess the specific distributor and app rather than treating every alternative source alike.
- Look for a clear operator identity, privacy policy, developer-verification process, refund policy, and update mechanism.
- Consider whether the app handles financial, health, location, or other sensitive information, and whether the developer explains how that data is used.
- Check which account and payment provider will handle purchases, subscriptions, and refunds.
- Consider whether you are comfortable depending on the marketplace for future updates and support.
The App Store is often the more straightforward choice for users who value Apple’s broader review, centralized purchase history, Apple billing, Family Sharing, and fewer separate update or support relationships. An alternative marketplace can make sense when it offers a wanted app or a legitimate catalog that is unavailable through Apple’s store and the user accepts the different policies and support arrangement.

Payments and support: who handles what?
Responsibility depends on where the app came from and how the purchase was made. Apple says alternative marketplaces and apps obtained through them are not fully supported by Apple; app developers and marketplace operators handle many distribution-specific issues.

Do not assume that an EU installation remains fully functional everywhere or indefinitely. Apple’s region rules depend on account and physical-location eligibility, and its implementation may change by iOS version. Apple’s original EU guidance warned that alternative marketplace features could be affected if a user remained outside the EU. The exact effects can differ; Apple’s current support pages should be checked rather than relying on a fixed travel grace period. Temporary travel, permanent relocation, and changing an account’s country are not interchangeable situations.
A marketplace is also part of the app’s distribution and update chain. If it is deleted or ceases operating, updates for apps installed through it may stop, and marketplace data may be removed. An app might continue to work for some time, but Apple does not promise indefinite operation. Reinstalling from another source may be necessary if one is available. For website-distributed apps, removing permission for a developer prevents new installations and updates from that developer’s site. When an iPhone blocks an alternative installation
The marketplace option is missing
- Confirm that the iPhone and iOS release meet the relevant requirements.
- Check both the Apple Account region and physical location against Apple’s current supported-region rules.
- Start from the official marketplace developer website and confirm the marketplace is authorized for that method.
- Check Screen Time, parental controls, or device-management restrictions.
A company-managed phone prevents installation
Organizations can block marketplace and web-based app installation through device-management controls. Contact the organization’s IT administrator; a managed-device restriction is not a prompt to bypass policy. Apple documents these controls in its deployment guide.

The marketplace opens but an app will not install
The app may not have completed notarization or may not be listed by the marketplace. It may also be incompatible with the device or iOS release, subject to developer age, country, or account limits, or blocked by Apple’s platform security systems.
An app no longer updates
Check whether the marketplace is still installed and operating, whether its update process has changed, and whether the app came from that marketplace or directly from a developer website. Regional eligibility can also affect available installation options. Marketplace closure or deletion can interrupt updates for apps obtained through it.
You want to restrict alternative distribution
Apple provides controls and parental-control options for restricting alternative app distribution. The exact Settings path can vary by iOS release, so use Apple’s current app-installation and safety guidance rather than relying on an old menu path. Device administrators can apply separate restrictions to managed iPhones.
Bottom line: what iOS 17.4 did—and did not—do
iOS 17.4 made alternative app marketplaces possible for eligible EU users under Apple’s authorization, notarization, and regional rules. It did not enable unrestricted IPA installation or a worldwide, Apple-free app ecosystem. The term “sideloading” captures the shift away from the App Store as the only storefront, but it obscures the controls, eligibility limits, and separate responsibilities that remain. Choose a distribution route based on the app you need, the trust you place in its operator, and who you expect to support its purchases and updates.
