Interpretable AI vs. Explainable AI: What’s the Difference?

Interpretable AI is about what an output means in the context of the system’s intended purpose; explainable AI is about how the system produced that output. The terms overlap, and organizations use them inconsistently, but this distinction follows the framework in NIST’s AI Risk Management Framework (AI RMF) 1.0. Transparency is a related third idea: what happened in the system. None of these qualities, alone, proves that an AI system is accurate, fair, safe, secure or trustworthy.

The short answer: meaning versus mechanism

NIST draws a deliberate line between the terms. Its AI RMF 1.0 says: “Explainability refers to a representation of the mechanisms underlying AI systems’ operation, whereas interpretability refers to the meaning of AI systems’ output in the context of their designed functional purposes.” Read practically:

As an Amazon Associate I earn from qualifying purchases.

  • Explainability asks “How?” What inputs, model behavior, rules or internal steps led to the result?
  • Interpretability asks “What does this mean here?” How should a person understand the result in the task the system was designed to perform?
  • Transparency asks “What happened?” What data, process, decision or event occurred, even before someone understands its mechanism or meaning?

These are complementary characteristics, not competing labels for a single feature. A system can expose a technically detailed mechanism without helping a customer understand the practical meaning of a decision. Conversely, it can provide a useful plain-language interpretation without revealing every internal calculation. NIST presents explainability and interpretability together as ways for users, operators and overseers to gain insight into system functionality and outputs.

The distinction is a framework-specific definition, not a settled vocabulary across every AI subfield. Research papers, vendors and regulators may use the words differently. When evaluating a system, ask which definition an organization is using and what user need its explanation is meant to serve.

What explainable AI means

Explaining the system’s operation

Explainability concerns a representation of the mechanisms underlying an AI system’s operation. An explanation might describe which input features influenced a prediction, how a rule fired, how a model’s components interacted, or how an output changed when an input changed. The emphasis is on the path from data and computation to result.

For example, an engineering explanation for a fraud score could show the transaction features used, the model stage that increased the score, and the threshold that triggered a review. A developer might need feature-attribution values, intermediate states, error traces or a diagram of the model pipeline. An auditor could need a versioned record of the model, data lineage, decision thresholds and the explanation generated at the time of the decision.

Explanations are audience-dependent

NIST says explanations should be tailored to a user’s role, knowledge and skill level. The same system therefore may need several explanation formats:

Audience Useful explanatory focus Typical level of detail
Model developer Features, architecture, error patterns, data and code paths Technical and diagnostic
Operator or analyst Signals, thresholds, confidence context and recommended checks Operational and task-oriented
Auditor or overseer Data lineage, version history, controls, logs and consistency Documentary and reviewable
Person affected by an outcome Relevant factors, practical meaning and available challenge route Plain language, specific and actionable

A technically accurate explanation can fail if it is aimed at the wrong audience. A list of neural-network weights may be informative to a specialist but meaningless to someone whose application was denied. Conversely, a simple summary may help a customer while being inadequate for debugging or an audit.

Global and local explanations

A global explanation describes general system behavior: the variables it tends to use, the rules it follows or the conditions under which it performs poorly. A local explanation describes one particular output, such as why one image was classified as defective or why one application was flagged. Both can be useful, but neither automatically answers every audience’s question. A global description may not explain an individual decision; a local reason may not reveal a systematic bias or failure mode.

What interpretable AI means

Interpreting an output in context

Interpretability concerns the meaning of an AI system’s output in relation to its designed functional purpose. NIST’s psychology report describes interpretation as deriving meaning from a stimulus such as a model output. The central question is not merely what the algorithm calculated, but what the result signifies for the person using it.

Suppose a clinical-support system produces a risk score. Interpretability requires knowing what a high score means in that clinical workflow: a prompt to order a test, a signal to monitor a patient more closely, or an estimate of a particular outcome over a defined period. Without that context, the number may be understandable as a number yet uninterpretable as a decision aid.

Meaning depends on purpose and user

The same output can have different meanings in different settings. A probability may represent model confidence, an estimated event rate, or a ranking value; those are not interchangeable. An alert may be a mandatory stop, a suggestion for review, or a prioritization cue. An interpretable system makes the intended meaning, scope and limitations clear enough for the task at hand.

Interpretability therefore includes questions such as:

  • What exactly does this label, score or recommendation represent?
  • What action, if any, is the user expected to take?
  • What population, time period and operating conditions does the output refer to?
  • What would count as a material change in the result?
  • When should the user disregard the output or seek additional evidence?

Interpretability does not require that every internal calculation be visible. It requires that the output’s significance be understandable and appropriate for the system’s designed function.

Transparency is related, but not identical

NIST’s shorthand is useful: “Transparency can answer the question of ‘what happened’ in the system. Explainability can answer the question of ‘how’ a decision was made in the system. Interpretability can answer the question of ‘why’ a decision was made by the system and its meaning or context to the user.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Transparency can include disclosure that an AI system was used, the data or model version involved, the time of a decision, the responsible organization and the existence of human review. Those facts establish what occurred. They do not necessarily tell a person how the output was generated or what it means for the person’s situation.

Think of the three characteristics as different layers:

  1. Transparency: identify the event, system, data source or decision.
  2. Explainability: describe the mechanism that produced the event or decision.
  3. Interpretability: connect the result to its purpose and the user’s context.

A responsible system may need all three, especially when an output has significant consequences.

Side-by-side comparison

Comparison point Explainability Interpretability
Primary question How did the system produce this output? What does this output mean for the intended task?
Main object Mechanisms, inputs, model behavior and decision path Output meaning, purpose, scope and practical significance
Typical users Developers, operators, auditors and overseers Operators, decision-makers and people affected by results
Useful evidence Feature influence, rules, logs, data lineage and model documentation Clear definitions, context, action guidance and limitations
Failure when missing Users cannot diagnose, monitor or audit how a result arose Users cannot correctly understand or use the result
Relationship to trust Can support debugging, monitoring, documentation, audit and governance Can support informed use and challenge of an outcome

The categories overlap. A feature-attribution chart can help explain a result and, if translated into task-relevant language, improve its interpretation. The table is a decision aid, not a claim that every technique belongs to only one category.

A concrete example: an automated application decision

Consider an illustrative system that recommends whether an application should receive additional review. The example is conceptual; it does not assert that any particular industry uses these exact rules.

What a transparent record would show

The organization could disclose that an automated model evaluated the application, identify the model version and decision time, and record whether a human reviewed the recommendation. This answers what happened.

What an explanation would show

The system could identify the information that materially affected the recommendation, describe the relevant threshold and show the sequence from submitted data to review flag. A technical reviewer might also receive model diagnostics and logs. This addresses how the result arose.

What an interpretation would show

The applicant-facing message would explain what the recommendation means in this workflow: for example, that the file requires additional verification rather than that a final adverse decision has been made. It could identify the information the applicant may correct or provide and explain the next step. This addresses meaning and practical consequences.

If the system instead issues a bare score, it may be transparent that automation occurred but neither explainable nor interpretable enough for the people who must act on it.

How to assess an AI system in practice

Use the following sequence when procuring, deploying or auditing an AI system. It separates the questions that are often collapsed into the single word “explainable.”

  1. Define the system’s purpose. State what the model is designed to predict, classify, recommend or prioritize, including the population, time period and operating conditions.
  2. Identify every audience. List developers, operators, managers, auditors, regulators and people affected by an output. Record what each audience must understand to perform its role.
  3. Specify the question each audience needs answered. Mark whether the need is transparency (“what happened”), explainability (“how did it happen?”), interpretability (“what does it mean?”), or more than one.
  4. Inspect the explanation’s evidence. Check whether it is tied to the actual model version, input data and decision event. A plausible-sounding narrative is not evidence that the mechanism was represented faithfully.
  5. Test task usefulness. Determine whether users can debug, monitor, audit, correctly act on or challenge an output with the explanation provided. NIST identifies these operational uses, but the cited guidance does not prescribe one universal evaluation metric.
  6. Check contestability. For consequential outcomes, provide a way for an affected person to understand the result and, where practicable, challenge an adverse outcome.
  7. Document limitations and tradeoffs. Record what the explanation does not reveal, when it may be unreliable and what performance, privacy, security, complexity or cost consequences were accepted.

Why explanations need to fit the stakes

The OECD AI principle states: “Explainability means enabling people affected by the outcome of an AI system to understand how it was arrived at.” It also links explanation to the ability, where practicable, to challenge an adverse result. The more consequential the outcome, the less adequate a generic notice is likely to be.

A low-stakes content recommendation may need a brief reason and a control to adjust preferences. A decision affecting access to essential services, employment, education, health care or finance may require a specific account of relevant factors, meaningful instructions for correction and a human review or appeal path. The exact obligation depends on the applicable context; the OECD principle should not be read as creating one universal legal right to a particular explanation.

Tradeoffs and limits

Performance and complexity

Explanation requirements can affect model performance or impose additional complexity. The OECD notes that, in some high-dimensional settings, requiring explanations may affect accuracy or performance. DARPA’s Explainable Artificial Intelligence program described a goal to “Produce more explainable models, while maintaining a high level of learning performance (prediction accuracy).” That is a research goal, not a guarantee that every explanatory technique preserves performance.

Privacy and security

An explanation may reveal sensitive information about a person, training data or internal controls. Detailed disclosures can also help an attacker probe a system, infer protected attributes or manipulate inputs. A useful design balances the recipient’s need to understand a result with data minimization and security controls.

Cost and operational burden

Generating, storing and reviewing explanations can require additional computation, documentation, specialist staff and governance processes. A system that produces explanations no one can verify or use adds cost without meaningful accountability.

Explanation is not proof

Explainability and interpretability do not establish that a model is correct, unbiased or safe. NIST lists validity and reliability, safety, security and resilience, accountability and transparency, explainability and interpretability, privacy enhancement, and fairness with harmful bias managed as distinct characteristics of trustworthy and responsible AI. An explanation can faithfully describe a flawed model, make a biased decision easier to understand, or sound convincing while omitting an important cause. Evaluate accuracy, robustness, fairness, privacy and security separately.

Common mistakes to avoid

  • Using the terms as automatic synonyms. Name whether a document addresses mechanism, meaning, transparency or a combination.
  • Giving everyone the developer view. Technical detail is not automatically useful to an applicant, patient, customer or front-line operator.
  • Confusing a reason with a remedy. Saying which factor mattered does not tell a person how to correct inaccurate data or challenge the result.
  • Assuming a single explanation works everywhere. Purpose, audience, stakes and deployment conditions change what users need.
  • Treating a generated narrative as validated evidence. Test explanations against the actual model and decision record.
  • Promising certainty where the vocabulary is unsettled. State the framework or definition being used, especially when comparing legal, academic and product documents.

What a strong explanation package contains

For a consequential system, a practical package can combine several artifacts rather than forcing one explanation to serve every purpose:

  • A plain-language description of the system’s purpose, scope and role in the decision.
  • A transparent record of when the system ran, which version was used and whether a human participated.
  • A mechanism-focused explanation for operators, developers and auditors, supported by logs and data lineage.
  • An output interpretation that defines scores, labels, recommendations, thresholds and appropriate actions.
  • Known limitations, uncertainty and conditions under which the output should not be used.
  • A correction, review or challenge process proportionate to the consequences of the decision.

This layered approach reflects NIST’s audience guidance and the OECD emphasis on helping affected people understand and, where practicable, contest adverse outcomes. It also avoids claiming that one chart, sentence or disclosure can establish trustworthiness by itself.

Bottom line

Use explainability when you mean a representation of how an AI system works or how a particular output arose. Use interpretability when you mean the output’s meaning in the context of its intended function and user. Add transparency when the need is to document what happened. In a real deployment, define the terms explicitly, tailor information to each audience, test whether explanations support the intended task and evaluate trustworthiness properties beyond explanation.
