The technology behind most of it is Voice over Internet Protocol (VoIP). In U.S. regulation, the narrower term is interconnected VoIP, a specific category that the Federal Communications Commission (FCC) defines with set criteria. People often use “internet phone service” for any calling that runs over the internet, but the regulated definition is more precise, and the difference matters for 911 calling and for what a provider must do.
What the term means in practice
Internet telephone service converts your voice into digital data, sends it as packets across an internet connection, and converts it back into sound at the other end. Some services connect to the ordinary phone network so you can call regular numbers; others only connect users of the same app. The term covers both, which is why the regulatory definition is worth knowing.

The FCC definition of interconnected VoIP
The FCC’s definition appears in the Code of Federal Regulations at 47 CFR § 9.3. The text reviewed for this article is the 2022 edition of that section; later amendments should be checked before you rely on it for a legal question. Under that definition, an interconnected VoIP service:

- Requires a broadband connection from the user’s location. The service depends on internet access where the phone is actually used.
- Requires internet protocol-compatible customer premises equipment (CPE). The phone, adapter, or device on the customer’s side must work with IP.
- Permits users generally to receive calls that originate on the public switched telephone network (PSTN) and to terminate calls to it. This is the feature that lets you reach ordinary landline and mobile numbers.
For the FCC’s 911 rules, the definition also covers certain services that meet the first three criteria and generally permit outgoing calls to the PSTN, even if they do not offer the full set of inbound features. This is a U.S.-specific rule. Other countries define these services differently, and the terms used here do not transfer automatically.

How a call travels: IP format versus traditional phone lines
The FCC’s guidance on fixed voice services explains the core difference. An interconnected VoIP call uses IP packet format between the customer’s specialized equipment, such as an IP telephone or a TDM-to-IP converter, and the telecommunications network. A traditional local exchange service uses time-division multiplexing (TDM) between the customer and the network, typically with ordinary wired or cordless telephones. The FCC guidance states that a single customer service cannot be classified as both.
| Feature | Traditional local exchange telephone service | Interconnected VoIP (internet telephone service) |
|---|---|---|
| Signal format between customer and network | Time-division multiplexing (TDM) | Internet protocol (IP) packets |
| Typical customer equipment | Ordinary wired or cordless telephone | IP telephone, computer, or a traditional phone connected through an adapter or TDM-to-IP converter |
| Access dependence | Telephone line service | Broadband connection from the user’s location |
| Classification | Local exchange telephone service | Interconnected VoIP under the FCC definition, when all criteria are met |

Computer or app
A state consumer guide from the North Carolina Department of Justice lists a computer as one possible device. Some services are built around apps that run on a computer or smartphone, and these may or may not connect to ordinary phone numbers. Confirm that outbound calling to regular numbers is included before relying on the app for everyday calls.

Dedicated IP phone
A VoIP phone is a device designed for IP service. The FCC lists an IP telephone as compatible customer equipment, and the state consumer guide names a special VoIP phone as an option. Compatibility is set by the provider, so check the supported-device list before buying hardware.
Traditional phone with an adapter
A regular telephone can be used with an analog telephone adapter (ATA), also called a VoIP phone adapter or an adapter for a traditional phone. The adapter acts as a TDM-to-IP converter, which the FCC identifies as customer equipment. Not every provider supports every adapter, and some services require a specific model or firmware, so verify compatibility first.
Calling regular numbers and 911
Service that permits calls to and from the PSTN lets you reach landline and mobile numbers. That is a different question from whether an emergency call will reach the right dispatch center, which depends on how your location is registered.

The 911.gov FAQ states that VoIP can be used wherever an internet connection is available. It also says a 911 call center cannot locate a caller unless the caller has registered the device to a physical address through the provider. When you move the phone, you should contact the provider and update that address. The FAQ was last updated March 8, 2023, so confirm the current process with your provider.
Recommended Free Tools
The North Carolina Department of Justice guide gives consumers the same advice in practical terms:
- Give the provider your actual physical address at sign-up.
- Learn how to update the address after a move, and do it before you use the phone at the new location.
- Ask what limits apply to 911 service, since they can differ from a traditional line.
Power and internet outages
Internet telephone service depends on your home network and your electricity. The North Carolina guide says many VoIP services may fail during a power outage, or when the computer or internet connection has a problem. A traditional line may keep working in some outages where VoIP does not, so if you rely on calling during outages, ask your provider how it handles backup power and what happens when your internet drops. Do not assume continuity without a written answer.

Checklist before you sign up
The same consumer guide suggests checking the following details. These terms vary by provider and change over time, so treat the list as a checklist rather than a description of any particular company’s terms:
- Contract length and early termination fees.
- Automatic renewal terms.
- When a free trial starts and how to cancel it.
- Any limits that apply to “unlimited” calling.
- Whether incoming and outgoing calls connect to ordinary telephone numbers.
- Which devices the service supports, including adapters for traditional phones.
- How the 911 address is registered and updated, and what 911 limits apply.
- What happens to calling during a power outage or internet interruption.
Scope of this definition
The regulatory definition is specific to the United States. Outside the U.S., the same service may be described under different rules, and local emergency-calling requirements may differ. Where this article refers to FCC rules, it refers to the text of 47 CFR § 9.3 and the FCC’s fixed voice guidance as reviewed for this article. Pricing, device compatibility, and 911 handling for any named provider were not checked and are not covered here.
Calling capabilities depend on the provider’s implementation. Do not assume that every internet calling app meets the interconnected VoIP definition. The definition requires the combination of real-time two-way voice, broadband from the user’s location, IP-compatible equipment, and generally permitted calling to and from the PSTN.
