For a longer stay or heavy data use, a local prepaid SIM or travel eSIM often gives more data for the money. A portable Wi-Fi hotspot makes sense when several devices or travelers need one connection. The right option depends on destination, trip length, phone compatibility, whether you need calls and texts, and the provider’s limits—not on one universally cheapest plan.
What international mobile roaming actually is
International mobile roaming lets you continue using your home operator’s phone number and services through a network in the country you visit. The International Telecommunication Union (ITU) defines international mobile roaming as voice, SMS or MMS, and data purchased from a subscriber’s home operator and accessed through a visited operator’s network. Your phone authenticates with the visited network, while billing and the account relationship remain with your home provider.

Roaming is different from replacing your service. You normally keep your number, contacts, voicemail and account. The trade-off is that the home provider and its partner networks determine the price, included data, speed, tethering rules and eligible destinations.

| Option | Best for | Main advantages | Checks and risks |
|---|---|---|---|
| Home-carrier roaming or travel pass | Short trips and maximum convenience | Keep your home number and account; no SIM installation | Daily or weekly fees, data caps, reduced speeds, tethering limits and destination exclusions vary by carrier |
| Local prepaid SIM | Longer stays, heavy data use or a local number | Uses a destination network and usually has a clear prepaid allowance | Phone must be compatible and unlocked; identity registration may be required; you receive a new local number and must install a physical SIM |
| Travel eSIM | Unlocked, compatible phones needing quick setup or dual-SIM use | Can be installed before departure while your primary SIM remains available | Check eSIM support, unlock status, coverage, hotspot rules, activation timing and whether the plan is data-only |
| Portable Wi-Fi hotspot | Families or several connected devices | Shares one connection with phones, tablets and laptops | Rental or purchase price, battery life, return logistics, network coverage and fair-use limits |
Prepaid data SIMs, portable Wi-Fi routers and roaming day passes can all be valid approaches. Hong Kong’s Office of the Communications Authority (OFCA) advises comparing each operator’s validity period, charging mechanism, data allowance and restrictions rather than assuming products with similar names work the same way.

When a home-carrier roaming pass is the better choice
Use it for short, number-sensitive trips
Roaming is convenient when you are away for a few days, need your usual number for two-factor authentication, or do not want to visit a store or configure a second line. A pass may bundle a daily or weekly amount of high-speed data and preserve ordinary calling and texting, subject to the provider’s destination list.
Read the pass conditions, not just the headline price
- Confirm that every destination on your itinerary is included; a pass covering one country may exclude a neighboring country or territory.
- Check the included high-speed data and what happens after it is used. Service may slow, stop or incur overage charges.
- Verify whether tethering or hotspot use is permitted and whether it has a separate allowance.
- Ask how calls and texts are billed, including calls received, calls to countries other than the one you are visiting, voicemail retrieval and premium numbers.
- Find out when the pass starts. Some activate on first network use, while others begin when purchased or when you cross a border.
- Ask whether ships, aircraft and satellite networks are excluded. Connecting to those networks can cost substantially more than terrestrial roaming.
Ofcom’s consumer guidance says providers must publish roaming charges. It recommends checking bundles, setting a bill limit, turning off data roaming when appropriate and using Wi-Fi to control costs.
When to buy a local prepaid SIM
Local SIMs suit longer stays and high usage
A destination SIM can be economical when you stay for weeks, stream or hotspot frequently, or need a local number for reservations and local services. The allowance is prepaid, so spending normally stops when the included data or validity expires unless you deliberately top up.
Complete these checks before purchase
- Compatibility: Confirm that the phone supports the destination’s network bands and technologies.
- Unlock status: A carrier-locked phone may reject another operator’s SIM even when the hardware is technically compatible.
- Identity rules: Some countries require registration with identification before a local SIM can be activated. The U.S. Department of State specifically warns travelers to check this requirement.
- Validity: Note the exact number of days, the start event and whether unused data expires.
- Services: Check whether voice, SMS, MMS, emergency calling and voicemail are included, or whether the product is data-only.
- Top-up method: Make sure you can add credit if the plan expires while you are still abroad.
Replacing the physical SIM can temporarily make your home number unavailable. Store the original SIM safely, label each line, and confirm which line is selected for calls, messages and mobile data before leaving the shop.

How travel eSIMs work
An eSIM is a programmable SIM profile built into the device. Instead of inserting a card, you scan a provider’s activation code or use its app to download a profile. ComReg explains that an eSIM can connect to a local or international provider without a physical SIM. Apple’s support guidance notes that a traveler can buy a local or worldwide travel eSIM, and that an eSIM’s roaming behavior is otherwise like roaming with a physical SIM.
Check whether your phone is ready
- Confirm that the model supports eSIM and the cellular bands used at your destination.
- Confirm that it is unlocked. On an iPhone, open Settings > General > About and look for Carrier Lock; the required status is No SIM Restrictions. Other manufacturers expose an equivalent unlock setting or require confirmation from the carrier.
- Check how many profiles and active lines the phone supports. Dual-SIM behavior differs by model, and some combinations allow only one line to use 5G or mobile data at a time.
- Download the eSIM while you have reliable Wi-Fi, but read the activation policy first. Some plans start their validity when the profile is installed; others start when it connects to a supported network.
Set up a travel eSIM without accidental roaming
- Install the travel profile according to the provider’s instructions and give it a clear label such as “Trip data.”
- Keep the home line enabled if you need its number for incoming verification messages, but set the travel line as the mobile-data line.
- Turn off Data Roaming on the home line. On dual-SIM phones, also disable any setting that automatically switches data to the other line when the selected line has poor coverage.
- Leave data roaming enabled on the travel line only when the eSIM provider explicitly requires it for access to its partner networks.
- Test a web page and, if needed, a call before departure or immediately after landing while you can still contact support over Wi-Fi.
Many travel eSIMs are data-only. Messaging apps will work over data, but ordinary calls and SMS to a local number may not. Verify emergency-calling capability, hotspot support and the list of covered networks before relying on the eSIM as your only connection.
What eSIM adoption data does—and does not—show
GSMA Intelligence’s Consumers in Focus Research, Global Consumer Survey 2024 averaged responses from Australia, France, Germany, Italy, Japan, Poland, South Korea, Spain, the United Arab Emirates, the United Kingdom and the United States. In that sample:
- 50% of consumers were aware of eSIM.
- 19% of eSIM-aware consumers had used eSIM.
- 51% of eSIM users had used eSIM abroad for leisure or personal reasons during the previous 12 months.
- 28% of travel-eSIM users had purchased from a global provider of international roaming connectivity services.
These are survey averages for the named countries and 2024 period, not a guarantee that a particular phone, destination or provider supports eSIM.

Portable Wi-Fi for groups and multiple devices
A portable hotspot obtains mobile service and creates a private Wi-Fi network. It can be practical for a family, a work team or a traveler carrying a laptop, tablet and several phones. Everyone shares one allowance, so you avoid installing a SIM in each device.
- Check the number of simultaneous connections and whether the provider limits video streaming or other heavy traffic under fair-use rules.
- Plan for charging. A hotspot’s battery can drain quickly when several devices are connected, so carry a power bank and confirm whether the device can operate while charging.
- For rentals, confirm pickup, delivery, return deadlines and fees for late or lost equipment.
- Verify coverage on the exact islands, rural areas or border regions you will visit; the hotspot is only as reliable as its underlying mobile network.
EU “roam like at home” rules
Your Europe says that travel between EU countries is generally charged at domestic rates for calls, texts and data under “roam like at home.” Fair-use limits can apply, particularly where a contract includes an unusually cheap or unlimited domestic data allowance. Read the contract for the specific limit and any surcharge after it is reached.
The rule does not make roaming universally free worldwide. It does not automatically cover countries outside the EU, and operator terms can differ for territories, maritime networks and special services. ComReg advises checking with the provider for destinations outside the EU and confirming which local network your phone will use.
Compare the total cost, not just the advertised allowance
There is no single worldwide cheapest plan. Prices and allowances change with the destination, carrier, trip length, currency, partner network, fair-use policy and device. Build a destination-specific comparison using current terms and record the following in one table before you buy:

Cost-control checklist before and during travel
- Confirm destination coverage, network compatibility, carrier-unlock status and eSIM support.
- Compare the complete trip cost, high-speed data, validity, voice and SMS, hotspot rules and overage policy.
- Ask the home carrier whether its pass covers every destination and how it bills received calls, voicemail, ships and aircraft networks.
- If choosing a local SIM or eSIM, confirm activation steps, identity requirements, local-number effects and emergency-calling capability.
- Set a bill limit with the home carrier. When using another data line, disable data roaming on the home line and turn off automatic data switching.
- Download maps, boarding passes and media over Wi-Fi before departure. This reduces background data use during the first hours after landing.
- Keep airplane mode on until you have selected the intended line and verified that the phone is connected to a terrestrial network.
Common problems and practical fixes
The phone shows “No service” after landing
Check that the line is enabled, the device is not still in airplane mode, and network selection is set to automatic. Confirm that the plan includes the country and that the phone is unlocked and compatible with local bands. Restart the phone after changing the selected data line. If a physical SIM was replaced, reseat it and verify that the correct profile is active.
Data works, but calls or texts do not
The plan may be data-only. Check whether the travel eSIM includes a phone number, voice and SMS, and whether your home line is still selected for those services. Messaging apps can communicate over a data connection without providing an ordinary telephone number.
The connection is unexpectedly expensive
Check the carrier’s usage alerts and bill-limit settings, then disable data roaming on the home line. Look for a connection to a ship or aircraft satellite network, calls to countries outside the pass, voicemail retrieval and premium-rate services. Connect through Wi-Fi while you investigate rather than continuing to generate billable traffic.

The eSIM will not install
Use stable Wi-Fi, verify that the activation code has not already been used, and check available eSIM-profile space. Confirm the phone’s unlock status and model support. Do not delete a working profile unless the provider tells you to; some activation codes are single-use.
A decision guide by traveler type
- Weekend visitor: Start by pricing the home carrier’s pass. Convenience and keeping your number can outweigh a small difference in data cost.
- Several-week traveler: Compare a local prepaid SIM with a travel eSIM, paying particular attention to validity, high-speed data and local-number needs.
- Heavy-data worker: Calculate hotspot allowances and post-cap speeds. A plan that looks cheap per gigabyte is unsuitable if tethering is blocked.
- Family or group: Compare one portable hotspot with separate SIMs or eSIMs. Include battery, return logistics and the cost of a backup connection.
- Traveler visiting multiple countries: Check whether one regional eSIM or roaming pass covers every border crossing; otherwise, separate destination plans may be safer than assuming continuity.
Bottom line: make the choice destination-specific
Roaming is the lowest-effort option, a local SIM is often practical for extended stays and local calling, a travel eSIM offers fast dual-SIM setup on compatible unlocked phones, and a hotspot serves several devices at once. Before departure, match the option to your trip length and data needs, verify coverage and activation rules, and protect the home line with a bill limit and disabled data roaming. Current provider terms are the only reliable basis for the final price.
