It is different from Islamic bank financing, which may involve a sale, lease, partnership or service contract and can have a real cost. Compare the actual contract, total repayment, eligibility and monthly installment—not just the product label. Neither route is automatically cheaper or available to everyone.
What “interest-free” and “bank loan” mean
Qarz-e-Hasan
Qarz-e-Hasan is a benevolent loan: the borrower repays principal, rather than a return that benefits the lender. The State Bank of Pakistan (SBP) FAQ quotes the principle, “Every loan that derives a benefit (to the lender) is riba,” and gives a fixed increase to principal as an example. Read the specific programme terms to see what is due and whether any fees apply. SBP Islamic Banking FAQ

Conventional bank financing
SBP describes conventional banking as charging interest on capital. The rate, fees and repayment terms of a particular conventional product depend on the lender’s current schedule and written offer; there is no single rate that applies to every bank loan.

Islamic financing is not necessarily a cost-free cash loan. SBP explains that Islamic banks can use profit-and-loss-sharing arrangements as well as debt-creating structures, including selling commodities on credit with a markup. Murabaha, Salam and Istisna involve agreements to exchange goods or services; Ijarah involves rent for use of an asset. SBP states: “The execution of agreements for the exchange of goods & services is a must, while disbursing funds under Murabaha, Salam & Istisna contracts.” Ask what asset, goods or services the agreement concerns, how the price is set, who bears ownership risk, and what the payment schedule requires. How to compare the real cost
Request a dated written offer or repayment schedule from each provider. Compare like with like: the amount you will actually receive or the asset being financed, the complete amount payable, and the time allowed to repay. A label such as “interest-free” or “Islamic” cannot substitute for the contract and its figures.
- Amount and purpose: Confirm the cash amount disbursed or the value and purpose of the financed asset or service.
- Total payable: Add every scheduled installment and applicable fee or charge. Ask whether any amount can change during the term.
- Monthly installment and tenor: Check the installment against disposable income and note how long payments continue.
- Early settlement: Ask whether you can repay early and whether a penalty or other adjustment applies.
- Late payment: Ask what happens if an installment is missed, including charges and other contractual consequences.
- Eligibility and security: Confirm purpose restrictions, income criteria, collateral, group requirements and guarantors before relying on approval.
There is no comparable current national survey in the cited sources that establishes conventional personal-loan prices, so they do not support a universal claim that one route costs less. Compare current offers from the specific providers you could qualify for.

Examples of programmes and rules in Pakistan
Mera Ghar – Mera Ashiana housing scheme
In a circular dated 24 September 2025, SBP described this subsidized scheme for Pakistani citizens with CNICs who are first-time homeowners and do not own a housing unit. Eligible uses include buying a house or flat, building on an owned plot, or buying a plot and building on it. The circular sets a maximum house size of 5 marla or flat size of 1,360 square feet; maximum financing of PKR 2.0 million in Tier 1 and PKR 3.5 million in Tier 2; and a tenor of up to 20 years, with subsidy for 10 years. It specifies fixed customer pricing of 5% for Tier 1 and 8% for Tier 2, no processing cost, no prepayment penalty, and a 90:10 loan-to-value ratio. These are terms in that dated circular, not a guarantee of current availability or approval. Check the latest terms with a participating bank. SBP circular on Mera Ghar – Mera Ashiana
Microfinance bank affordability rule
An SBP circular from 2022 says that, for the MFB housing and general loans it covers, total monthly amortization payments should not exceed 50% of a prospective borrower’s net disposable income. It also sets out loan-size and income criteria. Because the circular is from 2022, check subsequent SBP amendments and whether the rule applies to the lender and product you are considering before treating it as current. Akhuwat lending process
Akhuwat says its lending may be group- or individual-based, depending on the product or project. For group lending, three to six nearby members form a group and guarantee one another; individual applicants provide two guarantors. Application fees may vary by scheme, and applicants submit documents at a nearby branch. Ask the branch about current scheme terms, required documents and any fee before applying. Akhuwat application process
Akhuwat’s programme page reports that it had reached “over 3.7 million families” as of 31 August 2026. This is the programme’s own reported reach figure, not an independently measured impact result. Akhuwat programme page

Which option may fit your situation?
- Consider Qarz-e-Hasan or a welfare programme if you meet its purpose and eligibility rules and can satisfy its guarantor, group or document requirements. Confirm the amount, fees and funding availability for the specific scheme.
- Consider bank financing if you need a defined amount or asset finance, meet the lender’s criteria, and can afford the documented installments and total payable amount. For Islamic financing, check the underlying contract and asset or service as well as the price.
- Pause before applying if the provider will not give you written terms, you cannot verify current programme availability, or the installment would leave too little income for essential expenses and existing obligations.
What to verify before signing
- Get the current written offer, key fact statement or repayment schedule and confirm its date.
- Check the exact contract, amount financed or disbursed, purpose, total payable, fees, installment dates and tenor.
- Ask how early settlement, missed payments and any variable or benchmark-linked pricing are handled.
- Confirm eligibility, guarantor or collateral requirements, documents, branch or partner coverage, and current availability with the provider.
- Work out the installment and total repayment using the provider’s figures. A spreadsheet or phone calculator is sufficient; a financial calculator is optional and only as accurate as the inputs.
