The IBN system translates that intent into policy and coordinated configuration, then continuously checks telemetry to see whether the result still matches the goal. IT teams do not stop needing networking expertise; they spend more time defining feasible outcomes, reviewing automation, governing access and exceptions, and responding to assurance evidence.
Traditional management and imperative automation remain useful for precise, local changes. IBN is a control model for coordinating broader outcomes, but its value depends on accurate intent, transparent translation, reliable telemetry and safe change controls. The distinction is operational, not a promise that every product marketed as IBN provides the same capabilities.

What intent-based networking changes compared with traditional management
The clearest difference is the level at which an operator gives instructions.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems| Management question | Traditional device-oriented approach | Intent-based approach |
|---|---|---|
| What the operator specifies | Commands, configuration values and an ordered sequence of actions | A desired service outcome, constraints and priorities |
| Where implementation decisions are made | By the engineer or a script, often device by device | By an intent system that translates the goal into policy and coordinated changes |
| How success is checked | Deployment status, spot checks or separate monitoring | Continuous comparison of observed behavior with the stated intent |
| What happens after deployment | The configuration may remain unchanged until an operator notices a problem | Telemetry can reveal non-compliance and intent drift, prompting investigation or remediation |
| Primary governance concern | Whether a specific command is correct and authorized | Whether the requested outcome is valid, the translation is safe, and automated actions are bounded and reversible |
For an IT team, that means less routine transcription of the same policy across switches, routers, firewalls or virtual components, and more responsibility for expressing what “good” looks like. The team must also understand what the system plans to change, because abstraction does not eliminate lower-level implementation; it moves the point at which those details are generated and reviewed.

What “intent” means in networking
IETF RFC 9315 defines intent as “a set of operational goals (that a network is supposed to meet) and outcomes (that a network is supposed to deliver) defined in a declarative manner without specifying how to achieve or implement them.” A declarative statement might say that a voice service must receive priority treatment and remain reachable between specified sites. It does not prescribe every queue, route, access-list entry or interface command needed to achieve that result.
That is different from ordinary abstraction. A controller API can hide syntax while still requiring the user to specify the implementation sequence. The practical test is whether the operator can state a network or service outcome while the system determines and manages the underlying implementation. If an engineer still has to provide the exact path, commands and order of operations, the workflow is imperative automation, even if it is delivered through a modern interface.
Intent is not a vague business wish
“Keep the network secure” is too broad to translate reliably. Useful intent identifies the service, scope, measurable behavior, constraints and priority when goals conflict. For example, an organization might specify that payment-service traffic between two application zones must be encrypted, permitted only from approved identities, and kept within a latency objective, while allowing the system to choose compliant paths and policy objects.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteThe statement must also be feasible. If the requested latency cannot be met with the available links, or two intents demand contradictory access, the system should surface that conflict rather than silently choosing an unsafe interpretation. Teams therefore need a process for clarifying, rejecting or prioritizing intent.
How traditional network management works
Traditional management is not a single product category. It includes command-line administration, graphical device managers, configuration templates and imperative automation scripts. In each case, the operator defines the implementation: create a VLAN, add a route, apply a quality-of-service policy, change an access rule, or execute those actions in a specified sequence.
This model offers strong local control and is often the fastest way to handle a well-understood change on one device. It also exposes familiar risks:
- One device can be configured correctly while a related device is missed.
- Order-dependent changes can leave an intermediate state that disrupts traffic.
- Configuration may satisfy the original ticket but not the service objective.
- Later manual changes can create drift that is not noticed until an outage or performance incident.
Imperative automation reduces typing and repeatable errors, but it does not automatically become intent-based. A script that loops through 200 devices and applies predetermined commands is still specifying how to implement the change.
How an IBN system turns goals into network behavior
RFC 9315 describes two broad function groups: intent fulfillment and intent assurance. They form a continuing loop rather than a one-time deployment.
1. Intent intake and validation
The system receives an authorized intent statement, checks its syntax and semantics, and evaluates constraints such as scope, identity, segmentation or performance. Validation should identify missing parameters, conflicts with existing policies and requests that the available infrastructure cannot satisfy.

2. Translation into policy
The system maps the outcome to a model of services, topology and capabilities. It may derive security rules, routing preferences, quality-of-service classes, segmentation objects or virtual-network settings. A useful implementation exposes this translation so an engineer can see which policies and resources will be affected instead of treating the result as an opaque action.
3. Coordinated activation
After approval or an applicable policy gate, the system renders the policy into device- and platform-specific controls, sequences dependent changes and coordinates physical and virtual infrastructure. Cisco describes a workflow of translation, activation and assurance; those labels are a vendor description, not an independent measure of performance.

4. Observation and assurance
Telemetry, logs, flow data and service measurements are compared with the intended behavior. Assurance asks whether the policy was applied, whether the network is behaving as required and whether the business or application outcome is being achieved. A deployment can be technically accepted yet fail assurance if users experience unacceptable loss, latency or reachability.
5. Correction, escalation or rollback
When observed behavior falls outside the intent, the operating model determines what happens. The system might recommend a change, automatically remediate within a pre-approved boundary, open an incident, or revert a change. Automation should not be allowed to make unlimited corrective changes without controls, because a faulty intent or bad telemetry can amplify an outage.
A concrete example: prioritizing a critical application
In a traditional workflow, an engineer identifies every relevant interface, creates or updates classification and queueing rules, adjusts routing where necessary, deploys the changes in an order that avoids interruption, and separately configures monitoring. Verification may consist of checking counters and asking application owners whether performance improved.
With IBN, the request can describe the application, its traffic class, sites, availability requirement and acceptable performance range. The system determines which policy objects and devices are involved, shows the proposed scope, activates the coordinated change, and measures whether the application remains within the declared range. The engineer still needs to understand traffic paths, queue behavior, failure modes and telemetry quality to judge whether the translation and evidence are credible.
How daily work changes for IT teams
Network engineers define outcomes and constraints
Engineers write intents that are specific enough to test: who or what is covered, which communication is allowed, what performance is required, which locations are in scope, and what trade-offs are acceptable. They also resolve conflicts when security, availability, cost or latency objectives cannot all be maximized.
Operations teams review proposed scope
Before activation, operators inspect the generated policy, affected devices and dependencies. A practical review asks whether the system selected the correct tenant, segment, sites, identities and change window, and whether an apparently small intent has broad consequences through shared infrastructure.
Service owners participate in acceptance criteria
Application and security owners help define outcomes in terms the network can measure. “Available” might require a reachability test from specified zones; “low latency” needs a threshold, sampling method and time window. Without an agreed measure, assurance cannot distinguish a healthy result from a merely successful configuration push.

Security and governance teams control the automation
They establish who may create, approve, modify or delete intents, which intents require separation of duties, and what evidence must be retained. A request that can alter segmentation or internet exposure deserves stronger review than a low-risk observational policy.

Incident responders investigate evidence, not just configuration
When assurance reports non-compliance, responders correlate the intended state, translated policy, actual device state and service telemetry. This can shorten diagnosis, but only if the system preserves those relationships and shows when an observed deviation began.
Skills that remain essential
IBN changes the emphasis of networking work; it does not remove networking expertise. Teams still need to understand topology, routing and switching, protocols, security boundaries, capacity, performance baselines and failure modes. Those skills are required to:
- Write realistic intents and identify hidden dependencies.
- Recognize when a translation is technically valid but operationally unsafe.
- Interpret telemetry and distinguish a real service failure from a sensor or model error.
- Design fallback behavior when a controller, link, device or data source is unavailable.
- Decide whether an automated correction should proceed, be limited or be rolled back.
New emphasis falls on policy modeling, data quality, change governance and explaining automation to reviewers. The team’s value moves upward in the control loop, but the lower layers still determine whether the declared outcome is achievable.
Assurance, drift and the “set and forget” trap
Initial compliance does not prove lasting compliance. RFC 9315 uses “intent drift” for gradual change that makes a once-compliant network less compliant over time. Drift can follow a hardware replacement, a manual emergency change, a software update, a topology adjustment, a new workload or a change in telemetry quality.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
An assurance design should define:
- The observable signals: reachability tests, latency, loss, throughput, state, logs, flow records or other measurements relevant to the intent.
- The compliance rule: exact thresholds, allowed ranges, sampling intervals and acceptable duration of a violation.
- The response: notification, ticket creation, recommendation, bounded remediation or rollback.
- The evidence trail: the original intent, translated policies, approvals, observed deviation and actions taken.
A Cisco-hosted AvidThink brief contrasts imperative command sequences with outcome-oriented intent. It is useful for explaining the model, but it does not establish independent rates of drift reduction or operational savings.
Security and safety requirements
Automation increases the blast radius of a bad request, compromised account or incorrect model. RFC 9315’s security considerations call for protections that should be treated as design requirements to evaluate, not automatic benefits of adopting an IBN label.
Authentication and authorization
Require strong identity for every intent operation. Scope permissions by tenant, site, service and action; separate the ability to propose an intent from the ability to approve or activate a high-impact change.
Validation and conflict detection
Check syntax, resource availability, policy conflicts and blast radius before activation. Reject ambiguous or infeasible requests rather than silently filling in critical security or routing decisions.

Marketing terminology is not a capability checklist. Use the following questions when comparing a product, an internally built controller or a traditional automation stack.
| Evaluation area | Questions to ask | Evidence to request |
|---|---|---|
| Intent translation | Can the system show how an outcome becomes policies and concrete changes? Does it flag ambiguity and conflicts? | Rendered policy, dependency graph, validation errors and a reviewable change plan |
| Orchestration scope | Can it coordinate the physical, virtual and existing management systems in the actual environment? | Supported platforms, integration limits, sequencing behavior and failure handling |
| Assurance | Which telemetry is used? How is compliance calculated, and how quickly is drift reported? | Measurement definitions, thresholds, sampling, alert latency and historical evidence |
| Safety and access | How are intents authenticated, authorized, validated, audited and rolled back? | Role model, approval workflow, audit records, checkpoints and recovery exercises |
| Operational fit | Can engineers troubleshoot failed fulfillment and preserve existing escalation paths? | Failure diagnostics, API and export support, change review and incident integration |
| Claims and proof | Which benefits are vendor assertions rather than independently measured results? | Methodology, dated measurements and conditions for any claimed savings or improvement |
No independent operational statistic accompanies the conceptual sources used here for adoption, staffing reduction, cost, incident reduction or implementation time. Treat claims of simplified operations or proactive management as claims to verify in a controlled evaluation, not as guaranteed outcomes.
A practical adoption path
Teams do not need to convert every network function at once. A bounded, measurable service is a safer starting point.
- Select one service and owner. Choose a workload with a clear boundary, known dependencies and an owner who can define acceptance criteria.
- Document the current state. Record topology, policies, manual exceptions, telemetry sources, performance baselines and recovery procedures.
- Write the intent. State the desired outcome, scope, constraints, priorities and measurable thresholds. Identify what the system is allowed to change.
- Run validation without activation. Check feasibility and conflicts, inspect the proposed translation, and compare the affected resources with the service map.
- Test in a limited scope. Use a lab, a non-critical segment or a staged subset. Confirm that generated controls match the approved plan.
- Enable assurance before broad rollout. Verify that telemetry is complete, thresholds are meaningful and alerts reach the responsible team.
- Exercise failure and rollback. Simulate a bad intent, a missing device, stale telemetry and a policy conflict. Confirm that automation stops safely and operators can restore service.
- Review evidence and expand deliberately. Keep the intent, policy, measurements and incident history together. Expand only when the team can explain both successful fulfillment and failure behavior.
Common failure modes and fixes
The intent is too vague
Symptom: The system produces broad or surprising changes, or different reviewers interpret the goal differently.
Fix: Add scope, identities, measurable thresholds, exclusions and priorities. Require the system to show unresolved ambiguity before activation.
The translation is correct but the outcome is impossible
Symptom: Policies are applied successfully, yet latency, capacity or reachability objectives remain unmet.
Fix: Separate configuration compliance from service compliance. Revisit capacity assumptions and ensure the intent includes constraints the infrastructure can actually satisfy.
Best Value
Telemetry is incomplete or misleading
Symptom: Assurance reports compliance while users see failures, or it repeatedly remediates a condition caused by a broken sensor.
Fix: Validate data sources, time synchronization, sampling and test locations. Mark assurance as unknown when evidence is stale instead of treating missing data as success.
Manual changes create drift
Symptom: The network gradually diverges from the intended state after emergency work or device replacement.
Fix: Feed out-of-band changes into reconciliation, alert on unauthorized deviation and define whether the system should repair, preserve or escalate each class of change.
Automation amplifies an error
Symptom: A mistaken intent or compromised account changes many devices before anyone can intervene.
Fix: Limit permissions and scope, require approval for high-impact intents, stage activation, set rate limits and maintain a tested rollback path.
When traditional management is still the better choice
A direct device change can be appropriate when the scope is genuinely local, the risk is low, the implementation is well understood and there is no useful cross-domain outcome to coordinate. Break-glass recovery, hardware-specific diagnostics and changes during controller unavailability may also require imperative methods. The key is to record those exceptions and reconcile them with the intended state afterward, so a temporary manual action does not become invisible permanent drift.

Bottom line for IT leaders
IBN is a shift in the control loop, not a replacement for network engineering. Teams declare outcomes, inspect how software translates them, authorize bounded activation and use telemetry to verify that the outcome persists. Traditional management remains the implementation layer and the fallback for local or exceptional work.
Adoption is justified when the organization can define measurable service goals, provide reliable telemetry, integrate the relevant infrastructure and enforce governance around automated change. Without those foundations, an IBN label may simply conceal imperative workflows behind a higher-level interface.
