Insurance VA vs. In-House Assistant: Costs, Control, and Best Fit

An outsourced insurance virtual assistant (VA) can suit clearly documented support work that can be managed remotely; an in-house assistant may be a better fit when the role requires frequent direction, close coordination, or continuity inside the agency. Neither option is automatically cheaper, and calling someone a contractor or having them work remotely does not determine their legal status. Compare the actual work, oversight, total cost, and state licensing rules before deciding.

What is the difference between an insurance VA and an in-house assistant?

An insurance VA is an assistant engaged through an outsourced arrangement, often to provide support remotely. An in-house assistant is part of the agency’s internal staff and is more directly integrated into its day-to-day operations. Those labels describe common arrangements, not a legal classification: a remote worker can be an employee, and a written contractor agreement by itself does not make someone an independent contractor.

The practical distinction is how the work is organized. Outsourcing may work well for bounded tasks with documented procedures, defined turnaround expectations, and review processes that function remotely. An employee may fit work that changes frequently, needs close collaboration, or depends on ongoing direction from agency staff. These are decision heuristics, not guarantees about any particular worker or vendor.

How should you compare the total cost?

There is no supported, apples-to-apples national figure here for VA rates versus in-house assistant pay, so a generic hourly rate or savings percentage would be misleading. Get written vendor pricing for the actual role and hours, then compare it with the full employment cost for your location and circumstances.

Cost area Outsourced VA arrangement In-house employee
Direct cost Service fee; ask whether setup or placement fees apply. Wages plus applicable employer payroll taxes.
Coverage and commitment Confirm minimum hours, service coverage, backup arrangements, and contract terms. Account for paid time off, backup coverage, and continuity needs.
Getting started Ask who handles training, onboarding, equipment, and software. Include recruiting, onboarding, equipment, and software.
Ongoing management Budget for communication, supervision, security controls, and any training not included. Budget for management time, benefits, and paid leave as applicable.
Work quality Assess quality, turnaround, errors, and rework at the required hours. Assess the same factors, along with the cost of supervision and retention.

These are items to investigate, not charges that every VA provider or employer will incur. Compare arrangements at the same task scope and required hours; a cheaper quote may not include the coverage, training, or oversight the agency needs.

How much control will you have, and what does that mean for worker status?

Control matters both operationally and for federal worker classification. The IRS considers behavioral control, financial control, and the type of relationship between the parties. Its guidance says: “There is no ‘magic’ or set number of factors that ‘makes’ the worker an employee or an independent contractor and no one factor stands alone in making this determination.” IRS: Independent contractor (self-employed) or employee?

The question is not simply whether the person is remote, what the contract calls them, or whether the agency gives any instructions. The relevant facts include the agency’s right to direct how the work is done, alongside financial and relationship factors. The IRS generally requires employers to withhold and pay applicable employment taxes for employees; payments to independent contractors are generally treated differently. See the IRS 2026 Publication 15-A and seek qualified tax or legal advice if the classification is uncertain.

For day-to-day fit, ask how much instruction the role needs, whether procedures are repeatable, how closely the person must coordinate with staff, and whether the agency can review the work and manage system access remotely. A role requiring constant adjustment and direct collaboration may be easier to integrate in-house; work with stable procedures and clear review points may be easier to outsource. Neither arrangement eliminates the need to manage quality and access to client information.

Which work can an insurance assistant perform?

Task boundaries matter because producer licensing is governed by state rules. The NAIC describes an insurance producer as someone who sells, solicits, or negotiates insurance; state insurance regulators license producers. The agency should not assume that every administrative task is unregulated, or that any particular client-facing or policy-related activity is permitted without a license.

Before assigning work that could approach producer activity:

  1. Write down what the person will actually do, including any client communication and handling of policy information.
  2. Check the applicable state insurance department’s rules and guidance for those specific duties.
  3. Consult qualified compliance or legal counsel when the boundary is unclear.
  4. Define procedures, review, and escalation points for the tasks the person is permitted to handle.

The NAIC producer licensing overview explains the state-regulated framework, and the NAIC State Licensing Handbook chapter on activities requiring licensure provides regulator guidance. Neither is a task-by-task determination for every agency workflow; check the rules in the relevant state.

Which arrangement is the better fit?

Consideration An outsourced VA may fit when… An in-house assistant may fit when…
Direction The work has defined steps and can be reviewed remotely. It needs frequent, close, or changing day-to-day direction.
Workflow integration Tasks can be separated from the agency’s daily coordination. Regular, direct coordination with staff is important.
Continuity and coverage The vendor can explain coverage, backup, and handoffs that meet the agency’s needs. The agency prioritizes an ongoing internal presence and continuity.
Supervision and security The agency can establish suitable procedures for review, communication, and system access. The agency needs closer direct oversight or a different access arrangement.
Cost A written quote covers the scope, hours, and service level required. The full employment cost works for the required hours and responsibilities.

Whichever arrangement you consider, compare the actual task scope, expected quality and turnaround, error handling, data access, supervision time, and licensing implications. The best fit depends on the role and the agency’s ability to manage it—not on a blanket claim that outsourcing saves money or that employees are always easier to supervise.

What the available industry figures do—and do not—show

The NAIC reported more than 2 million individuals and more than 236,000 business entities licensed to provide insurance services in the United States; its page was last updated February 10, 2025. That describes the licensed insurance sector, not how many agencies hire VAs, what assistants cost, or whether either staffing model saves money. NAIC producer licensing overview

State costs also should not be generalized nationally. For example, Alabama’s published page lists an $80 initial total fee and a $70 biennial renewal fee for an individual producer, plus the stated NIPR transaction fee. Those are producer licensing fees in Alabama, not assistant costs; confirm current amounts with the relevant state regulator. Alabama Department of Insurance licensing fees
