The U.S. Treasury adjusts TIPS principal with the non-seasonally adjusted Consumer Price Index for All Urban Consumers (CPI-U), pays a fixed coupon on that adjusted principal, and guarantees at maturity at least the original principal.
Gold addresses a different problem. It has outpaced U.S. and global CPI over some long periods and may benefit when investors lose confidence in a currency, but it has no CPI formula, no coupon and no maturity payment. Its price can lag inflation or move independently for years. The better hedge therefore depends on whether you need CPI-linked cash protection or exposure to a broader, market-priced store-of-value thesis.

Start by separating inflation from currency debasement
Consumer-price inflation and currency debasement overlap, but they are not the same exposure. CPI inflation measures changes in a basket of goods and services. Currency debasement is a broader idea: the purchasing power or credibility of a currency erodes, potentially through sustained money-supply growth, exchange-rate weakness or a loss of confidence. Asset prices and commodities can respond to those forces without moving in lockstep with the CPI basket.

Their contract references U.S. CPI-U, so the adjustment follows the index rather than a personal spending pattern, a house price, a foreign exchange rate or a general opinion about monetary policy. Gold is a market asset that investors may use for the second exposure. Its price can reflect real interest rates, currency confidence, supply and demand, geopolitical risk and investment flows as well as inflation expectations.

That distinction produces a practical rule: match a known, U.S.-dollar CPI-linked liability to a TIPS maturity when precision matters; consider gold only if you can accept an uncertain price path in exchange for exposure to a wider store-of-value thesis.
How TIPS create an inflation-linked return
Principal follows CPI-U
TIPS are marketable U.S. Treasury securities. Treasury adjusts their principal using the non-seasonally adjusted CPI-U, the Consumer Price Index for All Urban Consumers published by the Bureau of Labor Statistics. When the index rises, the bond’s principal rises. When the index falls, principal can decline; TreasuryDirect summarizes the mechanism as principal going up with inflation and down with deflation.
The coupon is fixed, but the dollars of interest can change
The coupon rate is fixed when the security is issued, yet the interest payment is calculated on the adjusted principal. Interest is paid every six months. If principal has increased, the same fixed rate produces a larger dollar payment; if deflation has reduced principal, the payment can be smaller.
The maturity floor
At maturity, Treasury pays the adjusted principal when it is above the original amount. If the adjusted principal is equal to or below the original amount, Treasury pays the original principal instead. This floor protects the holder who keeps the security to maturity from receiving less than the original principal because of cumulative deflation.
The floor is not a guarantee of a positive real return. Your result still depends on the price you paid, the bond’s real yield, the inflation path and the time you hold it. Selling before maturity exposes you to the market price, which can be below your purchase price even when inflation has risen.

What TIPS do not track
- Your personal budget: rent, medical bills, tuition, food or energy can rise faster or slower than CPI-U.
- Every form of currency weakness: TIPS respond to measured U.S. consumer-price inflation, not automatically to asset-price inflation, exchange-rate moves or a loss of confidence that has not reached the CPI.
- A guaranteed outcome at any sale date: market interest rates and real yields determine the price before maturity.
How gold behaves as a debasement hedge
No contractual CPI adjustment
Gold pays no coupon and has no maturity payment. Your return is the sale price minus the purchase price and implementation costs. There is no promise that its price will rise with CPI in a particular month, year or holding period.
Evidence of long-run performance
The World Gold Council, an organization representing the gold industry, reports that gold outpaced U.S. and world CPI since 1971. In its 2025 edition of Gold’s key attributes – Return, using data through 31 December 2024, it found that gold rose an average of 8% per year in years when U.S. inflation was between 2% and 5%.

Another World Gold Council comparison reports an 8% annualized average compounded gold return from 1971 through 2023, versus 4% U.S. CPI inflation and a 4.4% return for three-month U.S. Treasury bills. Those figures are historical dollar returns, not a like-for-like TIPS total-return series and not a forecast.
Why the short-term relationship can fail
In its analysis of gold as a strategic inflation hedge, the World Gold Council says changes in U.S. CPI explained 16% of gold-price variation from the first quarter of 1971 through the fourth quarter of 2020. It describes the linear relationship as weak. Gold can therefore underperform CPI during an inflation spike, fall while prices are rising, or rally when CPI is subdued.
The Council also argues that gold can respond to money-supply growth and currency devaluation even when consumer-price measures do not capture asset-price changes. That is an analytical thesis from an industry organization, not a contractual feature or an official guarantee. Treat it as a reason to consider gold, not as a rule for predicting its next move.

TIPS and gold compared on the decisions that matter
| Decision axis | TIPS | Gold |
|---|---|---|
| Link to CPI | Contractual adjustment to U.S. CPI-U | No contractual CPI link; market price can lag or diverge |
| Principal and cash flows | Fixed coupon rate applied to adjusted principal; interest paid every six months; maturity floor at original principal | No coupon or maturity payment; return depends on sale price and implementation costs |
| Currency-debasement exposure | Directly addresses measured U.S. consumer inflation, not all currency or asset-price changes | May respond to currency confidence and money-supply conditions, but the response is uncertain |
| Time horizon | A maturity can be matched to a known liability; early sale exposes you to market prices | No maturity, but the price path can be volatile and the CPI relationship weak over practical periods |
| Key implementation issues | Real yield, purchase price, duration, CPI-U fit, tax on accrued adjustments and liquidity | Ownership form, premiums and spreads, storage or custody, fund fees, liquidity and price volatility |
Which hedge fits a specific objective?
Funding a known U.S.-dollar expense
TIPS are usually the cleaner match when the expense is tied broadly to U.S. CPI and the date is known. A bond maturing near the liability date can return adjusted principal or the original principal, whichever is greater, while providing semiannual interest along the way. You still need to examine the real yield and the price paid; the maturity floor does not erase those factors.

Protecting a spending pattern that differs from CPI-U
Neither asset precisely tracks an individual budget. If your largest costs are concentrated in a category whose prices move differently from CPI-U, TIPS can over- or under-hedge that liability. Gold is even less exact because its price is not tied to a consumer index.
Expressing a broad currency-confidence concern
Gold is the more direct expression of a thesis that investors will seek a scarce, globally traded asset when confidence in a currency or monetary system weakens. That exposure comes with the possibility of long periods in which gold does not keep pace with consumer prices. TIPS address measured U.S. inflation but do not provide a general insurance policy against every form of monetary or fiscal stress.
Seeking scheduled income
TIPS provide semiannual interest. Gold does not generate contractual income, so an investor needing cash flow must sell part of the holding or use another asset for spending.
Needing an exit before the target date
Gold has no maturity date, but its market price can be volatile and transaction costs matter. TIPS can also be sold, yet their price before maturity is sensitive to changes in real yields and other bond-market conditions. The maturity floor applies at maturity, not at an early sale.

A step-by-step way to evaluate TIPS
- Define the liability and index. Write down the dollar amount, date and whether U.S. CPI-U is a reasonable proxy for the expense.
- Choose a maturity window. A security that can be held through the spending date reduces dependence on an interim market price. A maturity mismatch leaves you exposed to reinvestment or sale risk.
- Evaluate the real yield and purchase price. The coupon rate alone is not the expected return. The price paid, the real yield and the inflation path determine the result.
- Model both inflation and deflation cases. In an inflation case, principal and dollar interest can rise. In a deflation case, principal can fall, but the maturity payment is subject to the original-principal floor.
- Check the tax setting. Treasury’s rules summary notes that TIPS principal adjustments can be taxable in the year they accrue even though the cash repayment arrives later. Confirm how that rule applies to your account and jurisdiction before buying.
- Assess liquidity needs. Treasury notes that TIPS liquidity may be lower than that of conventional Treasury securities. Do not commit money that may be needed before maturity without considering the possible market-price loss.
A step-by-step way to evaluate gold
- State the thesis precisely. Decide whether you are seeking protection from U.S. CPI, a weaker currency, monetary expansion, geopolitical stress or portfolio diversification. Gold does not offer the same hedge for each risk.
- Choose the ownership form. Physical metal introduces premiums, bid-ask spreads, storage and custody questions. A pooled or exchange-traded vehicle may simplify custody but adds its own fee and structure considerations. The relevant costs depend on the specific vehicle.
- Estimate the round-trip cost. Include the purchase premium, sale spread, storage or custody charge and any fund expense before judging the required price gain.
- Set a time horizon that tolerates volatility. The historical CPI relationship is weak over many practical periods. A short holding period can produce a loss even during rising inflation.
- Plan liquidity and verification. Decide how quickly you may need to sell and how ownership, pricing and custody will be documented. Liquidity is a property of the chosen form, not of the word “gold” alone.
Taxes, liquidity and measurement pitfalls
Accrued TIPS principal can create a tax bill before cash arrives
Treasury’s rules summary warns that a TIPS principal adjustment may be taxable in the year it accrues, although repayment of that adjustment occurs later. This timing issue can make a taxable account different from an account where current taxation is deferred or treated differently. The applicable result depends on the account and tax jurisdiction.
Do not compare unlike return series
A gold spot-price return, a gold fund’s total return and a TIPS bond’s return after coupons, principal adjustments, price changes and taxes are different measurements. The World Gold Council’s historical gold figures cannot by themselves establish that gold beat TIPS, because an independent, like-for-like TIPS-versus-gold total-return series is not provided.
Do not confuse a maturity guarantee with purchasing-power insurance
The TIPS floor guarantees no less than original principal at maturity in nominal dollars. It does not guarantee that the investment will cover your personal inflation, produce a positive real return at the price you paid or avoid losses if you sell early.
Do not treat a historical average as a forecast
The 8% gold figure for 2%–5% inflation years and the 16% CPI-explanation statistic describe historical samples selected by the World Gold Council. They do not establish what gold will do in the next inflation episode.

Common mistakes when choosing between them
- Buying TIPS without checking maturity: a duration that does not match the liability can force an early sale.
- Looking only at the TIPS coupon: the coupon is fixed, but the purchase price and real yield determine the economics.
- Assuming CPI equals personal inflation: CPI-U is a broad index, not an individual cost-of-living guarantee.
- Expecting gold to rise every time CPI rises: historical data show a weak short-term relationship.
- Ignoring implementation costs for gold: premiums, spreads, custody, storage and fund fees reduce returns.
- Using the word “debasement” without defining it: decide whether you mean consumer prices, exchange-rate weakness, money-supply growth or confidence risk.
- Comparing a gold price chart with a TIPS yield: use comparable total-return periods and account for coupons, principal adjustments, fees and taxes.
Geography and availability matter
The mechanics described here apply to U.S. Treasury TIPS and U.S. CPI-U. Other countries issue inflation-linked bonds tied to different indices, tax rules, currencies and maturities. A non-U.S. investor should not assume that a domestic inflation-linked bond has the same index or maturity floor as a U.S. TIPS.
Best Value
Gold is globally traded, but the currency in which you measure its return still matters. A U.S.-dollar gold return can differ materially from the return measured in another currency. Ownership, custody, taxation and market access also vary by country and by product structure.
A practical decision checklist
- Is the liability denominated in U.S. dollars and broadly linked to CPI-U?
- Can you hold a TIPS issue to maturity, or might you need to sell early?
- Have you evaluated real yield and purchase price rather than coupon alone?
- Can your account handle possible tax on accrued TIPS principal adjustments?
- Are you seeking income, which TIPS provide and gold does not?
- Is your objective broader currency confidence or monetary-system insurance rather than CPI matching?
- Can you tolerate gold’s uncertain and volatile price path?
- Have you priced gold’s ownership, custody, storage, spread and fund costs?
- Are you comparing returns on the same dates and including all cash flows?
Bottom line: which is the better hedge?
Choose TIPS when the priority is a defined, U.S. CPI-U-linked hedge that can be held to a known maturity. Their principal adjustment, semiannual interest and maturity floor are contractual features, although the outcome still depends on price, real yield, taxes, liquidity and holding period.
Choose gold only for a broader store-of-value or currency-confidence thesis that you can hold through periods of weak CPI correlation and price volatility. Gold’s long-run record is meaningful, but its lack of a CPI formula, income stream or maturity payment makes it an imprecise short-term inflation hedge.
For many investors, the question is not which asset universally wins. It is whether the risk being hedged is a measurable U.S. consumer-price liability or an uncertain loss of confidence in money itself.
