Short answer: An electric boiler converts purchased energy into steam more efficiently at the boiler boundary, but it is not automatically cheaper or lower-carbon to operate. The International Energy Agency (IEA) uses 98% efficiency for electric boilers and 87% for natural-gas boilers in its 2024 comparison. Its 2024 regional input-price ranges were USD 20–60/GJ for electricity and USD 4–25/GJ for natural gas, so fuel-fired steam commonly has the lower running cost unless a site has unusually favorable electricity, spare grid capacity, low-carbon power, emissions constraints, or thermal storage. Large, steady, high-pressure loads with an existing steam network generally favor retaining or upgrading the conventional boiler. Intermittent loads, flexible production schedules and decarbonization projects can favor an electric or hybrid system.

What an industrial steam system includes

“Boiler versus boiler” is too narrow for an industrial decision. A steam system is a network consisting of the boiler, feedwater and water-treatment equipment, pumps, distribution piping, valves, controls, pressure-reducing stations, end-use heat exchangers or direct-injection equipment, condensate return and often economizers or other heat-recovery devices. The network can supply many processes from one central plant while maintaining a controlled temperature through steam pressure.

The U.S. Department of Energy (DOE) identifies paper products, chemicals, petroleum refining, food processing and many other manufacturing sectors as steam users. Steam accounted for about 30% of process heat in the 2018 Manufacturing Energy and Consumption Survey (MECS), a dated U.S. context rather than a current global share.

Fuel-fired steam boilers

A conventional boiler burns natural gas, oil, biomass or another fuel. Useful heat is reduced by flue-gas losses, radiation, blowdown, incomplete heat recovery and distribution losses. Combustion also requires a flue, burners, fuel train, emissions controls and permits. DOE’s Federal Energy Management Program (FEMP) lists a minimum thermal-efficiency requirement of 83.7% for its covered large-commercial gas-steam-boiler category. That category does not include high-pressure industrial or cogeneration boilers, so 83.7% is not a universal industrial benchmark.

Electric steam boilers

An electric boiler uses resistance elements or electrodes to heat feedwater. There is no combustion flue, and output can respond quickly to a changing steam demand. The electrical side is substantial: transformers, switchgear, feeders, protection, controls and the utility connection must all be sized for the boiler’s instantaneous load. Demand charges, connection upgrades and power-quality requirements can dominate the economics even when the boiler itself is compact.

Efficiency: the boundary matters

Efficiency figures describe a defined boundary. The IEA’s 2024 comparison assumes 98% for an electric boiler and 87% for a natural-gas boiler. Those are boiler-conversion efficiencies: they do not include losses at a power station, in the transmission network or in an on-site generator. A gas boiler’s figure likewise does not by itself describe losses in steam piping, traps, heat exchangers or condensate handling.

Item Electric boiler Natural-gas boiler How to interpret it
Boiler efficiency used in IEA 2024 comparison 98% 87% Conversion at the boiler boundary; not a full life-cycle efficiency
Typical energy input Electricity through resistance or electrodes Combustion fuel Compare the delivered energy price and its time pattern
On-site combustion flue No Yes Electric systems avoid combustion exhaust at the site
Response characteristics Fast ramping is possible Depends on burner and boiler design Verify minimum load, turndown and cycling limits for the selected equipment
Primary capacity constraint Transformer, feeder and utility connection Fuel supply, burner train and flue system Site infrastructure can outweigh equipment efficiency

Using the IEA assumptions, the energy needed at the boiler boundary for 1 GJ of useful heat is approximately 1.02 GJ of electricity or 1.15 GJ of natural-gas input. That conversion advantage does not determine cost: the price of each input, the operating schedule and fixed charges do.

The IEA’s 2024 regional input-price ranges were USD 4–25/GJ for natural gas and USD 20–60/GJ for electricity. Applying the stated efficiencies gives the following illustrative ranges before demand charges, taxes, carbon costs, generation losses, maintenance or distribution losses.

Input IEA 2024 price range Efficiency assumption Approximate input cost per useful GJ
Natural gas USD 4–25/GJ 87% About USD 4.60–28.74/GJ
Electricity USD 20–60/GJ 98% About USD 20.41–61.22/GJ

These are modeled regional inputs, not a quotation for a particular plant. Electricity prices can vary by hour, season and tariff. A boiler that operates during a utility peak may incur a demand charge based on its highest monthly kilowatt draw, even if its total annual energy use is modest. Conversely, a plant with curtailed renewable power, a low time-of-use rate or an unusually expensive gas supply may obtain a very different result.

The IEA has observed that electric boilers can cost about the same to buy and install as natural-gas boilers in current markets while having considerably higher energy costs. Treat that as a time- and region-sensitive observation, not a universal installed-cost rule. For a capital project, use a levelised cost of heat or a discounted life-cycle model that includes the following:

  • Hourly or interval electricity and gas tariffs, including demand charges and minimum bills.
  • Annual full-load and part-load hours, seasonal shutdowns and start-up frequency.
  • Boiler efficiency at the actual steam pressure and load range.
  • Feedwater temperature, blowdown rate, water-treatment chemicals and condensate-return fraction.
  • Maintenance labor, burner or element replacement, inspections and spare parts.
  • Flue, emissions-control and permitting costs for combustion equipment.
  • Transformers, switchgear, feeders, protection, utility studies and connection upgrades for an electric boiler.
  • Thermal storage, backup capacity, financing, residual value of existing assets and decommissioning.
  • Carbon prices or internal carbon values where the company uses them.

When a conventional steam boiler is usually the better fit

Large, steady steam demand

Continuous production with a high load factor rewards a low-cost fuel supply and spreads fixed boiler and distribution costs over many operating hours. A fuel-fired plant is particularly attractive when the site already has permitted boilers, a reliable gas connection, feedwater treatment, condensate return and insulated steam mains.

High pressure or several process users

Steam can serve multiple heat exchangers at different pressure levels and can be injected directly into water or a product when the recipe permits. DOE notes that steam can transfer heat through a wall, such as to rollers in papermaking, or be injected directly for rapid heating. Replacing the central source with separate electric heaters may require changes to heat exchangers, controls and validated production recipes.

Inexpensive fuel and limited electrical capacity

If the utility cannot provide the required megawatts without a substation or feeder project, the connection schedule and capital cost can erase the electric boiler’s efficiency benefit. A gas system is also favored where electricity is carbon-intensive and the existing boiler is already efficient, well maintained and compliant with local air-quality rules.

Upgrade potential without changing the process

Combustion tuning, oxygen control, economizers, improved insulation, repaired steam traps, lower blowdown, condensate recovery and heat-transfer maintenance can reduce fuel use while preserving the existing steam network. DOE’s steam-system resources specifically address fuel-cost benchmarking, combustion-efficiency improvement and heat-transfer measures.

When an electric boiler makes sense

Low-cost or low-carbon electricity

An electric boiler becomes more compelling when the site has a favorable tariff, renewable electricity, contracted low-carbon power or access to otherwise-curtailed generation. Emissions rules, local air-quality constraints or a corporate requirement to eliminate on-site combustion can also justify a higher energy price.

Intermittent or rapidly changing loads

Facilities with short production campaigns, frequent starts and stops or a need for rapid steam response can use electric output as a flexible source. Confirm that the selected design tolerates the required cycling and that minimum output is low enough for the process; otherwise frequent shutdowns can create efficiency and reliability problems.

Thermal storage and flexible dispatch

A hot-water or steam accumulator can charge when electricity is inexpensive and discharge during production peaks. The IEA reports that adding thermal storage improves e-boiler cost competitiveness by reducing exposure to peak power prices while improving flexibility and overall energy efficiency. Storage also lets a smaller electric boiler cover a variable load without sizing every component for the maximum instantaneous demand.

Available grid capacity

Before selecting equipment, obtain the utility’s confirmed capacity, voltage, fault-level and interconnection requirements. “Power available on the site” is not the same as spare capacity at the transformer or feeder. Lead time for a new service, substation or protection study can be longer than the boiler procurement period.

Hybrid systems often reduce risk

A staged design can retain the fuel-fired boiler for firm capacity, add an electric boiler for low-price or low-carbon hours and install storage to shift production of steam away from expensive periods. The existing boiler remains available during an outage, a cold spell or a utility curtailment, while the electric unit reduces fuel consumption when conditions are favorable.

The IEA describes configurations combining an electric boiler, thermal energy storage and an existing natural-gas boiler as options that can integrate with an established steam network. A hybrid project still needs coordinated controls: define which boiler leads, the minimum firing level of the gas unit, storage charge and discharge limits, pressure setpoints and the response to a utility trip.

How to compare options at a plant

  1. Map the steam demand. Record pressure levels, tonnes per hour, peak and minimum flow, daily and seasonal profiles, start-up loads and the consequences of losing steam.
  2. Measure the existing system. Verify fuel flow, stack temperature, oxygen, blowdown, condensate return, feedwater temperature, trap condition and delivered steam pressure. Use measured seasonal performance rather than a nameplate value alone.
  3. Separate boiler losses from distribution losses. Check insulated surfaces, leaking valves, failed traps, pressure-reducing stations and heat-exchanger approach temperatures. An electric boiler will not fix losses downstream of the boiler.
  4. Obtain tariff data. Request interval electricity prices, demand-charge formulas, gas schedules, taxes, minimum charges and any interruptible or time-of-use options for at least a full representative year.
  5. Confirm utility and site capacity. Ask for transformer loading, available fault current, feeder capacity, voltage, harmonic limits, protection changes and connection lead time. For gas, verify pressure, capacity, curtailment terms and future tariff assumptions.
  6. Model operating cases. Compare gas-only, electric-only and hybrid cases at actual hourly loads. Include low, base and high energy-price scenarios, planned outages and production growth.
  7. Price all infrastructure. Include boiler, pumps, water treatment, controls, flue or electrical equipment, building changes, installation, commissioning, permits, utility work and disposal of retired assets.
  8. Test steam quality and pressure. Confirm that the proposed boiler, separators, controls and relief devices meet the process pressure, dryness and response requirements. Check whether existing distribution components remain suitable.
  9. Evaluate emissions and carbon. Use the local electricity-generation mix, renewable contracts and applicable carbon accounting rules. Removing a flue does not automatically mean zero upstream emissions.
  10. Set reliability criteria. Define N+1 capacity, backup fuel or generation, black-start behavior, critical loads, spare parts and the maximum acceptable production interruption.
  11. Run a life-cycle decision. Compare levelised cost per tonne of steam or per MWh of useful heat, then test non-financial constraints such as permitting, workforce skills, schedule and corporate emissions targets.

Emissions: avoid an incomplete comparison

An electric boiler has no combustion emissions at the installation, which can simplify local permitting and improve air quality around the plant. Its upstream emissions depend on how the electricity is generated and on grid losses. A gas boiler emits carbon dioxide and combustion pollutants on site, but a modern, well-maintained unit may have lower total operating emissions than an electric boiler supplied by a carbon-intensive grid. Use location-specific electricity factors and the project’s accounting method instead of assuming that “electric” equals zero-carbon.

Common mistakes and how to avoid them

Comparing nameplate efficiency only

Boundary efficiency omits power-generation losses, steam distribution, blowdown and part-load behavior. Measure useful steam delivered to the process and include all site losses.

Ignoring demand charges

An electric boiler can have a low annual energy bill but a high monthly demand charge if it runs during the utility’s peak window. Model hourly dispatch and storage, not just annual kilowatt-hours.

Assuming the existing grid can support the boiler

Obtain written utility confirmation. A feeder upgrade, transformer replacement or protection redesign can add cost and months to the schedule.

Removing the backup too soon

Production-critical steam users may need firm capacity during outages, extreme weather or utility curtailment. Retain a fuel-fired boiler, generator-backed supply or storage until the reliability case is demonstrated.

Underestimating water and condensate work

Changing the heat source does not eliminate boiler-water chemistry, blowdown, condensate return or steam-quality requirements. Poor treatment can cause scaling, corrosion and premature failure in either technology.

Using a consumer insulation product on a boiler or steam line

Insulation can be an effective steam-system measure, but products must be rated for the installation’s temperature, fire exposure, moisture and mechanical conditions. A household product should never be assumed suitable for a pressurized boiler or high-temperature steam pipe.

Decision matrix

Site condition Likely starting point Reason and checks
High, steady steam load; inexpensive gas; existing boiler and piping Retain or upgrade fuel-fired steam Fuel and infrastructure advantages usually outweigh electric efficiency
Intermittent load; low electricity tariff; spare transformer capacity Electric boiler or electric lead unit Fast response and flexible dispatch can improve utilization
Strict combustion-emissions limit; low-carbon electricity contract Electric boiler, subject to life-cycle cost Permitting and carbon objectives may justify higher energy cost
Peak electricity prices but adequate off-peak capacity Electric boiler with thermal storage Charge off-peak and discharge during production peaks
Production cannot tolerate a single boiler trip Hybrid or N+1 configuration Preserves firm steam while adding electrification flexibility
Grid upgrade is expensive or delayed Fuel-fired upgrade or staged hybrid Avoids making the connection project the schedule bottleneck

Bottom line for plant owners

Choose an electric boiler when the site can secure competitively priced, sufficiently low-carbon electricity; has the electrical capacity and utility schedule; values rapid response or emissions reduction; and can use storage or flexible operation. Choose a fuel-fired steam system when the load is large and continuous, fuel is inexpensive, high pressure is essential and the plant already owns a reliable steam network. For many facilities, the lowest-risk path is hybrid: improve the existing boiler and distribution system, add electric capacity for favorable hours and use thermal storage to limit peak-power exposure. The correct answer comes from measured useful-heat cost and reliability at the specific site, not from boiler efficiency in isolation.
