Choose from the process backward. An industrial heat pump is usually the better first candidate when your plant has a dependable low-grade heat source and can use heat at the pump’s delivery temperature. An electric boiler is usually the better fit when the process still needs higher-temperature or high-pressure steam, when steam cannot be eliminated, or when you need a dispatchable peak and backup source. Many plants will use both: a heat pump for steady heat recovery and an electric boiler, existing boiler, or storage system for peaks and conditions the heat pump cannot cover.
The decision is not settled by a headline efficiency number. Screen the required steam pressure and temperature, hourly and seasonal demand, recoverable heat sources, electricity and fuel tariffs, grid capacity, capital cost, emissions boundary, and the value of resilience. The figures below are planning benchmarks from official sources, not guarantees for a particular machine or site.

The short decision rule
Start by documenting the steam conditions at each end use. If the process can be converted to hot water or another lower-temperature medium, do that before sizing electrification equipment. If steam remains necessary, identify which users require its pressure, temperature and quality and which can be served by recovered heat.

Large-scale industrial heat pumps are described by the International Energy Agency (IEA) as well established for heat delivery up to 150 °C. The same IEA executive summary says electric boilers can generate steam up to 350 °C and around 70 bar. Those are technology ranges, not procurement specifications: the selected equipment must be checked at your actual source temperature, sink temperature, pressure, steam quality and operating profile.

Why steam may still be the right process medium
Steam transfers its latent heat at a nearly constant temperature as it condenses. That characteristic makes it useful for applications that need uniform heating, controlled temperature and easy distribution through a header network. The US Department of Energy (DOE) identifies papermaking, chemicals, petroleum refining and food processing among the industries that use steam. DOE also reports that steam represented about 30% of process heat in the 2018 US Manufacturing Energy and Consumption Survey (MECS). That is a historical US statistic, not a current global share.
Before replacing a boiler, separate applications that genuinely need steam from those using it because the existing distribution system makes it convenient. Dryers, reactors, evaporators, sterilisation steps and heat exchangers may have different temperature and pressure requirements. A lower-temperature loop can sometimes serve part of the load, while a smaller steam system remains for the users that need it.
How the two technologies produce useful heat
Industrial steam heat pump
A heat pump uses electricity to move heat from a lower-temperature source to a higher-temperature sink. The source might be a process exhaust stream, warm wastewater, cooling-water return, refrigeration reject heat or another recoverable flow. The compressor supplies the lift between source and sink temperatures; heat exchangers transfer energy into the plant’s hot-water, thermal-oil or steam system.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Its electricity requirement depends strongly on the temperature lift and on source and sink conditions at the actual operating point. A warm, steady source and a modest lift can produce much more delivered heat per unit of electricity than resistance heating. A cold or intermittent source, a large lift, fouling, pressure losses or poor control can reduce that advantage.
Electric boiler
An electric boiler converts electricity directly into hot water or steam. It does not need an external heat source, so its output can be sized around the required steam conditions and dispatched when needed. That makes it straightforward for topping, backup and fast-changing loads, but every unit of delivered heat requires nearly a unit of purchased electricity.
Electric boilers can be electrode or resistance designs, with selection governed by water chemistry, pressure rating, turndown, controls, electrical protection and the required steam quality. The plant still needs feedwater treatment, blowdown management, condensate handling, pressure relief and the same pressure-vessel safeguards required by other steam systems.
Temperature, pressure and steam-quality screening
Record the pressure and temperature at the header and at every important end use; do not rely on the boiler nameplate alone. Saturated steam temperature is related to pressure, while superheated steam, dryness fraction, non-condensable gases and pressure losses affect the usable result. A heat pump that supplies hot water to a heat exchanger is not equivalent to a device that produces the steam your process specification demands.

| Screening factor | Industrial heat pump | Electric boiler | What to verify |
|---|---|---|---|
| Typical role | Base-load heat recovery or replacement of low-temperature duties | Direct steam generation, peak, backup or topping duty | Whether each end use can accept hot water, another heat-transfer fluid or steam |
| Published IEA range | Large-scale units well established up to 150 °C delivery | Steam generation up to 350 °C and around 70 bar | Manufacturer’s pressure, temperature, steam-quality and turndown limits at your conditions |
| External heat source | Required: source temperature, flow and availability determine performance | Not required | Source continuity, fouling, distance, heat-exchanger approach temperature and permits |
| Purchased electricity per delivered heat | Usually lower when the source and lift are favorable | Higher because electricity is converted directly to heat | Site operating point, auxiliary loads, part-load efficiency and tariff periods |
| Response and dispatch | Best suited to planned, steady operation; response depends on design | Direct and flexible for peaks and rapid changes | Ramp rate, minimum load, cycling limits and control integration |
IEA’s ranges are especially useful for initial screening. They do not mean every heat pump reaches 150 °C efficiently or every electric boiler operates at 350 °C and 70 bar. Obtain certified data for the exact source and sink temperatures, pressure, water chemistry, ambient conditions and part-load points.
Map heat sources and heat sinks before sizing anything
A heat pump’s business case depends on matching a source to a sink. Build a site heat map with measured or defensible operating data rather than annual totals alone.
Characterise potential sources
- Temperature range over a normal shift, week and season.
- Mass or volumetric flow and the heat capacity of the stream.
- Hours of availability, planned outages and production-linked interruptions.
- Contaminants, fouling potential, corrosion risk and separation requirements.
- Physical distance from the proposed heat-pump room and available space for heat exchangers, pumps and pipework.
Examples include warm wastewater, process cooling returns, condenser heat, dryer exhaust after appropriate treatment and other streams that would otherwise be rejected. A source that is hot enough on paper but unavailable during the plant’s main demand period may not support the intended capacity.
Characterise sinks and the load profile
- Steam pressure, saturation or superheat requirement and allowable fluctuation.
- Hourly minimum, average and maximum heat demand.
- Start-up, shutdown, batch and seasonal peaks.
- Current condensate return temperature and flow.
- Loads that can be converted to hot water or another loop without affecting product quality.
Use the coincident source-and-sink profile to determine the heat-pump base load. Oversizing for a short peak can inflate capital cost while leaving the unit underloaded most of the year; undersizing can make the plant dependent on a backup boiler at precisely the times the project is meant to displace fuel.

In its 2025 commentary on competitive low-temperature industrial heat, the IEA used analytical assumptions of 350% efficiency for heat pumps and 98% for electric boilers. In simplified terms, a heat pump at 350% would deliver 3.5 units of heat for one unit of electricity, while a 98% electric boiler would deliver 0.98 units. These are model inputs, not site-tested values or universal guarantees.
For a plant calculation, define the system boundary. Include compressor, pumps, fans, water treatment, controls, defrost or cooling auxiliaries where relevant, and standby consumption. Compare electricity per unit of useful heat at the same delivery conditions. A heat pump’s coefficient of performance can fall as the source temperature drops or the required sink temperature rises. An electric boiler’s conversion efficiency is comparatively stable, but its total operating cost remains highly sensitive to the electricity tariff.
Do not describe electrification as zero-emission by default. Calculate emissions using the marginal or contracted electricity carbon intensity that applies to the operating hours, then compare it with the fuel and combustion emissions displaced. A heat pump may reduce emissions substantially with low-carbon electricity; an electric boiler operating on carbon-intensive marginal power may deliver a smaller reduction than its name suggests.

Build a site-specific cost of heat
The IEA’s regional analysis uses yearly average 2024 energy prices and excludes grid-connection costs because they are uncertain. At a real plant, connection reinforcement can be a major cost and schedule risk. Calculate a levelised cost of useful heat for each configuration rather than comparing fuel prices alone.
A practical screening expression is:
Levelised heat cost = (annualised capital cost + fixed operating cost + variable energy cost + demand charges + maintenance + water and treatment costs + carbon and tax costs) ÷ annual useful heat delivered.
Use the same project life, discount rate, utilisation, outage assumptions and heat boundary for every option. Include:
- Heat-pump or boiler purchase, engineering, civil work, heat exchangers, pumps, controls and installation.
- Steam and condensate modifications, electrical switchgear, transformers and protection.
- Grid studies, connection charges, reinforcement, demand charges and contracted capacity.
- Fuel, electricity, taxes, levies, carbon costs and tariff differences by hour.
- Maintenance contracts, refrigerant or working-fluid requirements, water treatment and planned replacement.
- Thermal storage, backup capacity, redundancy and the cost of production lost during installation.
The IEA notes that heat pumps generally have substantially higher equipment and installation costs than electric boilers, while their efficient performance can reduce running costs. Whether that trade-off pays back depends on utilisation and local prices. Use measured load data and sensitivity cases rather than a single average tariff.
When a hybrid or storage system is the better answer
Heat pump plus electric boiler
Use the heat pump for steady recovered heat and the electric boiler for high-temperature steam, peaks, startup or backup. This arrangement can avoid forcing the heat pump to meet a temperature lift that makes its performance unattractive. Controls should establish which unit is the base-load source, how the steam header is protected, and how the system responds to source failure.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesHeat pump plus existing fuel boiler
Retaining an existing boiler can provide resilience and allow dispatch according to electricity and fuel prices. It also leaves residual fossil operation unless the backup fuel is decarbonised. Account for boiler maintenance, emissions permits, minimum-run requirements and the cost of keeping the plant operational.
Thermal storage
A hot-water tank, pressurised storage system or other engineered store can charge when electricity is inexpensive and discharge during expensive or capacity-constrained periods. Size storage from the load duration curve and dispatch strategy, not from a generic number of hours. Include standing losses, space, insulation, pressure rating, water chemistry, pumping power, fire protection and the value of the extra controls.

In a modeled German 2024 example, the IEA found a 15% lower levelised heat cost for an electric-boiler-plus-gas-boiler configuration than for all-gas operation under its stated assumptions. The modeled result included storage in the strongest electric-boiler case and depended on assumed prices, taxes, carbon costs and load profile; grid-connection costs were excluded. It should not be transferred to another country or plant without recalculation.

Examine the existing steam headers, pressure-reducing stations, condensate return, feedwater system, water treatment, electrical distribution and control architecture. A heat pump may require a new hot-water loop and large heat exchangers even when the steam header remains. An electric boiler may fit the thermal system more directly but require substantial transformer and switchgear capacity.

A ten-step plant screening workflow
- Inventory every steam user. Record pressure, temperature, quality, minimum and maximum flow, operating hours and product constraints.
- Identify de-steaming opportunities. Test whether hot water, a closed loop or direct heat recovery can replace steam without compromising quality or hygiene.
- Measure the load profile. Capture interval data through representative production cycles, including startup, shutdown and seasonal variation.
- Map recoverable sources. Measure temperature, flow, contaminants and availability; document where heat is currently rejected.
- Match source and sink temperatures. Estimate the required lift and heat-exchanger approach temperatures at real operating points.
- Set technology boundaries. Check heat-pump delivery temperature, electric-boiler pressure and temperature, turndown, ramp rate and steam quality with qualified designers.
- Check electrical capacity. Confirm available transformer, switchgear and service capacity, then obtain a written grid-connection scope, cost and schedule.
- Model alternatives. Compare heat pump, electric boiler, hybrid and storage cases using the same project life, utilisation, tariffs, taxes and emissions boundary.
- Test resilience and controls. Define backup, redundancy, outage response, tariff dispatch and production-protection logic.
- Validate the preferred concept. Commission a detailed design with pressure-vessel, electrical, environmental, building and process-safety reviews before procurement.
Common failure modes and how to correct them
Choosing from annual energy totals
Annual fuel use hides peak demand, source interruptions and pressure requirements. Correct it with interval steam and source measurements and a load-duration curve.
Assuming the published temperature range is a guarantee
The IEA’s 150 °C and 350 °C/70 bar figures describe broad technology capability. Correct the assumption by requesting performance data at the exact inlet and outlet conditions, including part load.
Ignoring grid-connection cost and time
A nominally inexpensive electric system can be delayed or made uneconomic by transformer upgrades, reinforcement and demand charges. Obtain a utility study early and include its cost in the levelised heat calculation.
Best Value
Counting all available waste heat
A source may be too intermittent, contaminated or distant to support the rated capacity. Use measured availability, cleaning intervals and heat-exchanger losses; discount periods when the source and sink do not coincide.
Comparing COP with boiler efficiency without a common boundary
Include auxiliaries and compare useful heat at the same pressure, temperature and quality. State whether the figures are design-point, seasonal or part-load values.
Assuming electricity is always cheaper or cleaner
Tariffs, taxes, carbon charges and marginal grid intensity vary by location and hour. Model high, low and representative cases and identify the dispatch rule for each.
Leaving steam users unexamined
Replacing a boiler without checking end-use requirements can produce excess capacity or an unsuitable heat medium. Classify users into de-steamable, heat-pump-compatible and steam-dependent groups.
Illustrative plant configurations
Continuous process with a warm wastewater stream
A plant with a stable warm stream and a year-round hot-water demand can use the stream as a heat-pump source. The heat pump supplies the base load, while a smaller electric boiler or existing boiler covers startup and the highest-temperature users. The key checks are source fouling, simultaneous availability and the cost of the new hot-water distribution loop.
Batch operation with high-pressure steam peaks
A batch plant may have long low-load periods followed by short, steep steam peaks. A heat pump sized to the peak can be uneconomic and may not reach the required pressure. A smaller heat pump for steady preheating, combined with an electric boiler, existing boiler or storage for the batch peak, is more likely to fit. The model must use the batch timetable and startup energy, not an average load.
Steam-dependent operation with constrained electrical service
If the process cannot be de-steamed and the site lacks electrical capacity, an electric boiler may be technically suitable but impractical until the grid project is completed. Retaining or upgrading the existing boiler while recovering lower-temperature heat can reduce fuel use without waiting for a full electrical conversion.

Questions to put in the technical and commercial specification
- What inlet-source temperatures, flow rates and fouling conditions are assumed?
- What useful heat, steam pressure, steam quality and turndown are guaranteed, and at which ambient and part-load conditions?
- What is included in electrical consumption: compressors, pumps, fans, controls, water treatment and standby?
- What are the capital, installation, maintenance and replacement assumptions, and what exclusions remain?
- How will the equipment integrate with the steam header, condensate return, storage, existing boilers and plant controls?
- What redundancy, bypass, isolation, relief and emergency operating modes are provided?
- What grid capacity, connection work, protection changes and demand charges are required?
- Which permits and inspections apply to pressure vessels, refrigerants, emissions, water discharge, noise and construction?
- What metering will verify source heat, delivered heat, steam, electricity, fuel and emissions after commissioning?
How to make the final choice
Select the heat pump when the source is real, continuous and close enough to use; the required delivery temperature is within a favorable operating range; and the electricity, capital and grid cases remain attractive under conservative assumptions. Select the electric boiler when the process needs steam conditions beyond the practical heat-pump envelope, when steam cannot be removed, or when fast, controllable peak and backup capacity has more value than minimum electricity consumption.
Select a hybrid when these conditions coexist. In that case, define the heat pump’s base-load duty, the electric boiler’s peak and backup duty, the role of any existing boiler, and the storage and tariff-dispatch rules before comparing bids. The best plant design is the one that meets the process conditions reliably at an acceptable whole-life cost and emissions level—not the one with the highest nominal efficiency.
