The risk is not evidence that crop losses have already occurred: figures available through early August are not final monsoon totals, and current district-level soil moisture, reservoir storage and rabi sowing data were not established in the reporting available on 3 October 2026. El Niño may strengthen in the coming months, but its effects will vary by location and depend on local rainfall, irrigation and crop calendars.
What is the risk to India’s winter crops?
Rabi crops are sown in the post-monsoon season and develop through the cooler months. When fields have too little available moisture, farmers may have to wait for suitable sowing conditions, and newly sown crops may have more difficulty establishing. Rain-fed fields are especially exposed to rainfall shortfalls; access to irrigation can change the local risk.

A 3 October 2026 report by Hindustan Times describes low soil moisture and reservoir levels as potential constraints on rabi sowing and crop prospects. Delayed sowing, reduced acreage or weaker yields are possible outcomes, not confirmed nationwide results. The evidence available for this outlook does not establish district-level crop damage or show how much rabi sowing has taken place.

In a 12 August 2026 parliamentary reply, the Ministry of Earth Sciences reported that the India Meteorological Department’s updated monsoon forecast was 90% of the Long Period Average. The Ministry also said cumulative rainfall was 12% below that average through 5 August, and that 47% of districts had deficient or large-deficient rainfall as of 2 August. In a separate 30 July 2026 parliamentary reply, the Ministry said El Niño conditions were weak in June and moderate in July, and could strengthen further during October–December 2026, potentially reaching the “very strong” category. This is a forecast, not a statement that the strongest category has already occurred. The Ministry also clarified that there is no officially defined category called “Super El Niño” under the World Meteorological Organization or IMD. How can El Niño and low moisture affect sowing?
El Niño is a large-scale climate driver, not a local forecast of crop damage. The Ministry’s August reply described prolonged dry spells, localized meteorological drought, reduced soil moisture and moisture stress on rain-fed crops as possible implications of El Niño and rainfall deficits. The practical pathway is that less rainfall can mean less moisture available in the soil and less water for crops; dry conditions can complicate sowing and early crop establishment. A specific outcome depends on how rainfall evolves and on local water availability.

Why will effects differ by region?
National averages cannot show whether a particular farm has enough moisture for sowing. A useful local assessment considers:
- Rainfall deficit and timing: the amount and timing of rain matter for preparing fields and establishing crops.
- Soil moisture and water storage: local field conditions and available water determine how much support crops can receive during dry spells.
- Crop and sowing calendar: crops differ in when they are sown and how they respond to delayed establishment.
- Rainfall versus irrigation: dependence on rain makes a field more directly exposed to a dry spell, while irrigation access may buffer—but does not automatically remove—the risk.
The IMD’s agricultural meteorology site lists post-monsoon and October outlook information. Its detailed regional values should be consulted before drawing conclusions for a state or district; the values were not available in the evidence underlying this outlook. What is known—and not yet established—on 3 October?
The evidence supports a risk outlook: early-season rainfall was below the long-period average, the Ministry described possible soil-moisture and rain-fed crop stresses, and El Niño was forecast to strengthen in October–December. It does not establish final 2026 monsoon rainfall, current official district-level soil moisture readings, reservoir storage totals, rabi sowing progress or measured crop losses. Those data are needed to assess how the risk is translating into outcomes on the ground.
A consumer soil-moisture meter cannot resolve a regional water deficit or substitute for farm-scale sampling and agronomic advice. It may provide a reading for a particular spot, but local crop and irrigation decisions should be guided by appropriate field assessment and official advisories.
