India and the United States have reached a difficult point in trade-deal negotiations, but the talks have not ended. On October 5, 2026, India’s Finance Minister Nirmala Sitharaman said further concessions would be “very, very difficult” for both countries while stressing that negotiations were still ongoing, according to Reuters’ report republished by Investing.com.
What Sitharaman meant by “plateau”
“Plateau” describes the negotiating limits she saw: both governments may find it hard to offer more without room for compromise. It is not a formal announcement that talks have stopped, nor does it signal that an agreement is about to be signed.

At an event in New Delhi, Sitharaman said, “Giving or taking more beyond that plateau would be ‘very, very difficult’ for both countries.” She added, “Maybe if there are rooms to operate from, both sides would do it,” and said, “It’s been a hard and very vigorously negotiated agreement. The negotiations are still ongoing.” These remarks are attributed to her by Reuters; a separate event transcript was not identified.

Yes. Sitharaman explicitly said negotiations were continuing. Reuters also reported that U.S. Trade Representative Jamieson Greer had said the previous week that an agreement was not imminent. Taken together, the statements indicate a difficult negotiation with no near-term deal signaled—not a concluded process.

Reuters reported that Sitharaman characterized the trade balance as favoring India while the United States has a deficit, and said Washington would want to reduce that imbalance: “They would want to reduce that imbalance.” This is her reported characterization, not an independently verified current trade statistic. Negotiations began in February 2025 and address closer economic ties as well as longstanding market-access issues.

February 2026: framework for an interim agreement
A February 7, 2026 joint statement announced a framework for an interim reciprocal-trade agreement and reaffirmed work toward a broader bilateral trade agreement (BTA). The framework covered proposed tariff and market-access provisions, rules of origin, non-tariff barriers, technical standards, economic-security alignment, and digital-trade rules.

It said the United States would apply an 18% reciprocal tariff rate to specified originating Indian goods. It also described removal of reciprocal tariffs for certain other goods as contingent on successful conclusion of the interim agreement. Those were framework terms and conditions in the statement; they should not be read as confirmation that the measures later took effect.

April and June 2026: further negotiation rounds
India’s Ministry of Commerce said officials met U.S. counterparts in Washington from April 20–23, 2026, and that a U.S. team was due to visit Delhi June 1–4 to continue discussions on the interim agreement and broader BTA. Topics included market access, non-tariff measures, customs and trade facilitation, investment promotion, and economic-security alignment. The ministry’s account is available in its negotiation update.
A later Ministry of Commerce release said USTR Ambassador Jamieson Greer visited New Delhi from June 22–24 and met Commerce and Industry Minister Piyush Goyal. The governments reviewed market access, digital trade, supply-chain resilience, non-tariff barriers, and strategic-sector cooperation. India described substantial progress and said the interim agreement was being pursued as a step toward a comprehensive BTA. That account predates Sitharaman’s October assessment.

Interim agreement and broader BTA: what is the difference?
The two tracks are related but not interchangeable. The February framework set out specified reciprocal-trade measures and interim commitments. The broader BTA is a more comprehensive negotiation covering additional areas of trade and economic relations.

What to watch for next
The October comments leave the central question unresolved: whether either side can find additional room to compromise. A “plateau” is Sitharaman’s description of how difficult further give-and-take has become, not a formal status change. Any claim that the talks have ended, a deal has been finalized, or the February framework’s terms have taken effect would require a subsequent official announcement or other reliable confirmation.
