Commerce and Industry Minister Piyush Goyal said the broad understanding was concluded and legal wording remained; Finance Minister Nirmala Sitharaman had described negotiations as ongoing and at a “plateau,” while US Trade Representative Jamieson Greer was reported as saying an announcement was not imminent. The statements describe different views of the talks’ stage, not proof of a completed, operative pact.
What did Goyal mean when he said the deal was done?
Speaking at the ET Startup Awards, Goyal said: “We have concluded the deal. We have nothing more to add, to give or take. The fine print is being worked upon.” He characterized the broad understanding as settled, with legal wording still needed to deliver the competitive advantage agreed in February. His remarks were reported by Moneycontrol on October 9, 2026.

That is Goyal’s description of the negotiating position. The reports available by that date do not include a signed legal instrument, a published tariff schedule or an implementation date. “Deal is done” should therefore not be read as confirmation that a final agreement has been signed or is already in force.

Why did Sitharaman describe the talks as having reached a plateau?
On October 5, Finance Minister Nirmala Sitharaman said negotiations were still ongoing and that both sides appeared to have reached a plateau beyond which further concessions could be difficult. Moneycontrol quoted her remarks at the Munich Leaders Meeting: “The negotiations are still ongoing although we would like to believe both sides have reached a plateau beyond which giving or taking might be very, very difficult.”

The “plateau” comment points to difficulty making additional progress through further give-and-take. It does not, by itself, say the talks have ended or that the broad understanding Goyal described has been abandoned.
What has the US said about timing and unresolved issues?
A Financial Express report updated October 8 said USTR Jamieson Greer described the discussions as being in the final “short strokes,” but said an announcement was not imminent and that sticking points had been identified. The Economic Times also reported his view that a deal was not imminent.
These accounts are not necessarily contradictory: Goyal emphasized that a broad understanding had been reached and that legal drafting remained, while Sitharaman and Greer described ongoing difficulty and unresolved closing work. The public statements do not specify exactly which issues remain open or how they will be resolved.
What does “competitive advantage” mean for tariffs?
Goyal described the core legal task as working out how the United States would provide the competitive advantage agreed in February under changed circumstances. He also cautioned against equating preferential access with eliminating tariffs on every product. As Moneycontrol quoted him: “I have said it on record several times, what is a FTA — it is basically giving your trading partner access to your market in a preferential manner compared to the competition. I don’t have to make everything at a zero duty.”

In practical terms, preferential access can mean more favorable treatment relative to competitors; it does not necessarily mean a zero tariff across all goods. The reports do not establish the final treatment of particular products, sectors or tariff lines, so no specific tariff outcome should be treated as settled on their basis.
What is known—and what remains unconfirmed?
| Question | What the October 2026 reports establish |
|---|---|
| Has a broad understanding been reached? | Goyal said it had; this is his characterization of the talks, reported by Moneycontrol. |
| Are negotiations over? | No. Sitharaman described them as ongoing, and Greer was reported as identifying sticking points. |
| Has a final agreement been signed or published? | The cited reports do not establish that one has been signed or published. |
| Are final tariffs or sector commitments public? | The cited reports do not provide a final tariff-line schedule or sector-by-sector commitments. |
| Is there an implementation date? | No implementation date is stated in the cited reports. |
Moneycontrol reported that a US Supreme Court ruling curtailed presidential tariff authority under the International Emergency Economic Powers Act and that Washington was exploring alternative mechanisms for tariffs and preferences. The report does not provide the ruling citation or enough detail to establish its legal scope, so the specific legal consequences should not be inferred from this account alone.

What should readers watch for next?
The decisive evidence of completion would be publication of the agreed legal text and any schedules setting out tariff treatment, commitments and when they take effect. Until those details are public, official remarks indicate the negotiating positions and perceived stage of talks, but do not settle the agreement’s final terms.

Goyal has previously said India would sign only a mutually beneficial, fully finalized agreement and would not accept an external deadline. That stated position was reported by The Economic Times on July 4, 2025; it does not establish the terms or current status of the 2026 negotiations.
