The July draft would replace fragmented, siloed electricity-data systems with machine-readable datasets and secure APIs. Its proposed adoption remains voluntary, and no final notification, live national portal or definitive compliance timetable had been confirmed by that date.
What the proposed framework is designed to change
The framework is intended to give the power sector a common digital architecture for collecting, classifying and exchanging data. The Centre for Energy Regulation at IIT Kanpur describes the draft’s objective as “secure, structured and non-discriminatory sharing of and access to electricity sector data” for planning, system operation, regulation and research.

Instead of every utility, regulator and market body maintaining incompatible repositories, the proposal calls for standardised datasets that authorised users can read through secure application programming interfaces (APIs). Sharing with third-party providers would be consent-based and could use the India Energy Stack or a comparable framework.
Agarwal said the national data-governance committee would include public officials and industry representatives: “This will comprise government officers and representatives from the industry so that we can move hand-in-hand together.”
#1 Best Overall
- Various Monitoring Parameters: The power meter plug can monitor the power (W), energy (kWh), volts, amps, hertz, power factor, cost, minimum and maximum power (W), cumulative days and time of your appliances. By switching 7 display modes, you can easily know the various parameters while the appliance is working. The home energy monitor can also calculate and display how much power your appliance uses and how much electricity bill it cost in cumulative time
- Upgraded LCD Display: With large screen size 2.36 inch x 1.85 inch, clearer monitor backlit, our electrical usage monitor can display the data clearer and more visible no matter day or night. 180°full wide viewing angles is great for reading and recording the data in any angles. No need to stand on the front of the display and bend over to read the numbers
- Adjustable Backlight Time: Our upgraded watt meter has 5 options of backlight time. The default backlight time duration is 10 minutes(bL-0). If you want to change the backlight time, you can press and hold "UP" and "DOWN" button at the same time to enter backlight time setting, then press "UP" and "DOWN" to select the backlight time (bL-0 =10 minutes, bL-1=1 hour, bL-2=4 hours, bL-3=8 hours, bL-4=always on), finally press the "COST" to save the backlight time settings
- Overload protection: When the power of the appliance exceeds the overload power, the LCD will display “OVERLOAD” to warn the user. All the buttons will quit working and can only be workable when you lower or remove the load power. The default overload power is 3680W and is adjustable from 0 to 3680W. In general, you need to set the overload power to 1800W before using. Just press the "function" button for more than 3 seconds to enter the setting
- Data Memory Function: The wattage meter will record your power consumption data when you remove it from socket, or remove appliances from the electricity monitor. You can directly see the last data when you use it next time. This function can also automatically save the data when there is a sudden power failure
Who and what would be covered
The draft applies across the electricity value chain rather than only to distribution companies.
| Covered participants | Examples in the draft |
|---|---|
| Generation | Generating companies, including captive plants |
| Networks and system operation | Transmission and distribution licensees, load-despatch centres, the Central Transmission Utility, State Transmission Utilities and Grid-India |
| Regulation and public institutions | The Central Electricity Regulatory Commission, State Electricity Regulatory Commissions and the Central Electricity Authority |
| Markets and flexibility providers | Power exchanges, over-the-counter platforms, qualified coordinating agencies, aggregators, renewable-energy management centres and trading licensees |
Potentially covered information includes operational, planning, financial, technical, reliability, asset and market data. Any release would remain subject to the Digital Personal Data Protection Act and other applicable laws.
How the proposed national data architecture would work
Two national structures
The draft analysis identifies two proposed national structures: a National Electricity Data Centre (NEDC) and a National Electricity Data Portal (NEDP). The centre would provide the national data-management layer, while the portal would act as the access point for publishing and obtaining datasets. Utilities could either build their own portals or onboard to the NEDP.

Public datasets and controlled access
More than 60 indicative public datasets are proposed. Examples include coal stocks, outage reports, plant load factors, aggregate technical and commercial (AT&C) losses, distribution-company financial performance, market prices and traded volumes, reliability indices and subsidies.
The draft uses a two-tier approach:
- Public datasets: information released for general access in a standard, machine-readable form.
- Access-controlled datasets: information available only after registration and know-your-customer (KYC) checks.
This means “open data” would not mean unrestricted access to every record. The classification of a dataset, the sensitivity of its fields and the user’s authorisation would determine how it is accessed.
How smart-meter and personal data would be protected
Smart-meter interval data illustrates the distinction. De-identified interval data may be made public when aggregated, while unaggregated readings would remain access-controlled. The draft analysis lists several possible safeguards:

The draft analysis says certain highly sensitive material would remain outside the framework’s releasable scope. Listed examples include cyber-defence protocols, strategic telemetry, data about defence installations, transmission-corridor vulnerabilities and power-exchange bids submitted before market clearing.
Keeping these categories out is separate from deciding whether less sensitive operational or market information should be public or access-controlled.

Is adoption mandatory for utilities?
Not under the July proposal. Adoption is currently described as voluntary, so the October launch plan does not by itself establish a compulsory national compliance deadline.
The draft nevertheless outlines an implementation route for participating utilities. A utility could operate its own compliant portal or connect to the NEDP. Regulatory commissions are expected to consider prudent implementation costs in utilities’ annual revenue requirements, which could allow approved spending on data systems to be recovered through regulated tariffs.

The combination of API access, registration controls, testing and central governance is intended to make data exchange auditable while limiting the risk that a national portal becomes a single point of exposure. The final technical standards, accreditation process and incident-reporting timetable had not been published by 17 October.
Why the ministry is prioritising the framework now
AI and rapidly rising data-centre demand
Agarwal said the ministry wants artificial-intelligence applications to move beyond pilots and deliver consumer benefits. The Business Standard report says electricity demand from data centres is projected to rise from 1.6 GW to 26 GW over the next six years. Monitoring load, outages, network constraints and consumer service in near real time becomes harder when demand and the number of connected assets grow quickly; standard APIs and consistent data definitions are intended to support that work.
Broader system expansion
Figures presented at the same Central Electricity Authority event indicate the scale of planning that the data system would have to support.
| Planning indicator | Reported figure and timeframe |
|---|---|
| Total installed capacity | Targeted to increase fourfold by 2037 |
| Non-fossil share | Projected to rise from 55% today to 84% |
| Per-capita electricity consumption | Expected to reach 4,380 units, described at the event as three to four times current levels |
| New capacity addition | More than 70 GW expected in 2026–27 |
| Nuclear capacity | 8.78 GW across 24 reactors today, about 3% of the capacity mix |
| Nuclear expansion | About 22 GW expected by 2031–32; 100 GW targeted by 2047 |
| Nuclear investment estimate | Rs 15 lakh crore for 91 GW of additions by 2047 |
| Pumped-storage target | 100 GW by 2035–36, with estimated investment of Rs 5–6 lakh crore |
| Pumped-storage potential and pipeline | More than 325 GW identified; about 7 GW operational, 16 GW under construction, 9 GW at detailed-project-report stage and 75 GW under survey or investigation |
CEA Chairman Ghanshyam Prasad described pumped storage as providing “6 to 10 hours of storage at lower cycle efficiencies along with inertia of frequency regulations, black start capability from an asset that can serve for 100 years.” Data on generation, storage, reliability and markets will become more valuable as these assets are added and coordinated.
What to watch after the planned October launch
The launch announcement establishes an intended timetable, not yet a complete operating regime. The next documents or actions that will determine how the framework works in practice are:
- A final Ministry of Power notification and the approved version of the framework
- Publication of the NEDC and NEDP operating model, technical standards and access rules
- A definitive timetable, if any, for utilities and market participants
- Named implementation or hosting partners
- Final rules for dataset classification, consent, KYC, de-identification and breach response
Until those details are issued, the most accurate description is a national standardisation proposal with a planned October 2026 launch and voluntary participation, rather than a fully operational open-data portal.
