Union Education Minister Pralhad Joshi said the government wants computer-based testing, larger question banks and tighter controls, but no universal exam-by-exam switch date has been published.
What Pralhad Joshi announced
In an interview reported by Moneycontrol, Joshi described computer-based examinations as an early priority and said technology would be used to close weaknesses exposed by recent controversies. “We are making it more technology driven, making it more transparent, all those loopholes, we are plugging it now.”

The statement is a reform direction rather than a confirmed calendar. Government committees are still working through the practical sequence, infrastructure requirements and accessibility safeguards needed before individual examinations change format.
Why the examination system is being redesigned
The proposed overhaul follows paper leaks, allegations of organised cheating and protests by students who argued that compromised examinations can invalidate months of preparation. A paper test creates a physical chain of custody—from printing and storage to transport and distribution—that must be protected at every stage. A computer-based system changes that exposure, but introduces its own requirements for secure software, networks, devices, centres and vendors.

What the unfair-means framework covers
The Public Examinations (Prevention of Unfair Means) framework is broader than question-paper theft. It covers:
- Question-paper and answer-key leaks.
- Tampering with answer sheets or computer systems.
- Manipulation of examination processes.
- Fake examination websites and admit cards.
- Organised unfair means.
The government says 35 of 46 expert-committee recommendations have been implemented. Measures cited by the government include Aadhaar-based biometric authentication, AI-enabled face authentication, multi-layer frisking, CCTV surveillance, signal jammers, grievance mechanisms and restructuring of the National Testing Agency (NTA).

Will NEET become computer-based?
NEET-UG is the principal examination singled out for a computer-based transition. The parliamentary committee notes that most NTA entrance examinations—including JEE-Mains, UGC-NET and CUET—already use CBT. NEET-UG remains the major pen-and-paper outlier and serves more than 22 lakh students, making any change unusually large and consequential.
The committee recommends a phased move rather than an immediate nationwide conversion. It says the transition must be matched by substantial investment in government-owned test centres, particularly in Tier-2, Tier-3 and rural areas.

What a computer-based examination could change

These are design possibilities, not a guarantee that every exam will immediately receive all of them. A CBT programme can only be fair if centre reliability and candidate support are treated as part of examination security.

NTA’s strategic plan says CBT can address paper leakage, impersonation and logistics while enabling innovative question types, convenient scheduling, repeat testing and quicker reporting. Its described test-development pipeline uses:

- Indexed question banks.
- Algorithmic random selection of items.
- AI and software-assisted question creation.
- Multiple expert reviews.
- Differential-item-functioning checks to identify questions that behave differently for comparable groups.
- Post-test statistical analysis to examine item performance and test quality.
Random selection can limit the value of obtaining one complete test form, while statistical review can flag defective or unexpectedly biased items. Neither replaces human oversight, secure access controls or a process for correcting mistakes.

The infrastructure challenge
The parliamentary committee records that about 1.2 crore students sit NTA examinations annually. It recommends 1,000 secure government CBT centres and at least one test centre in every district. The recommendation is intended to reduce long travel, expand capacity and make the transition workable outside major cities.
The committee specifically calls for:
- Investment in government-owned centres in Tier-2, Tier-3 and rural locations.
- Support for school and college IT laboratories that could help provide capacity.
- Reliable power, connectivity, devices and contingency arrangements at centres.
- Accessibility planning for remote and marginalised candidates.
- A national registry of examination vendors that have been blacklisted.
Operational capacity is also a concern inside NTA. The committee records a 41% vacancy among the agency’s 39 sanctioned positions, and says the Radhakrishnan committee’s 101 recommendations are still being implemented. It recommends stronger staffing in psychometrics, examination security, digital infrastructure, data analytics and logistics.
Security will extend beyond digitisation
Moving an answer from paper to a screen does not, by itself, prevent collusion, impersonation or system compromise. The government’s current package combines identity verification, physical screening, surveillance, signal control, legal penalties, grievance channels and agency restructuring. Vendor governance and specialist staffing are equally important because outsourced technology, centre operations and logistics create additional points of failure.
For candidates, that means future procedures may involve stronger biometric or facial checks, more controlled entry and stricter monitoring. Those controls will need clear notices, reliable appeals and privacy-conscious handling so that genuine candidates are not excluded by authentication errors.

No definitive exam-by-exam launch calendar has been announced. Joshi said the government wants computer-based examinations as early as possible, while the parliamentary committee recommends a phased transition with infrastructure and accessibility protections. NEET-UG is the clearest candidate for a future change, but the available policy documents do not confirm a specific year or session for its first CBT administration.
Students should therefore continue preparing under the format stated in the official notification for their examination. A change becomes binding only when the responsible examination authority publishes its information bulletin, centre rules and schedule.
