On October 8, 2026, India’s Ministry of Communications rejected Elon Musk’s claim that unnamed “oligarchs” were blocking Starlink’s entry into the country. The ministry said the satellite authorisation framework is fair and non-discriminatory, and that all three licensed non-geostationary satellite operators are undergoing security assessments at broadly the same regulatory stage. Starlink already holds a licence and an authorisation, but it still lacks the approvals needed to begin commercial service.
What the ministry said
The Ministry of Communications responded to Musk’s October 7 post on October 8, 2026, as reported by Data Center Dynamics, The Indian Express, Business Standard and The Economic Times. Its central statement was that the suggestion that “the framework or its application is unfair or discriminatory” is “baseless and misconceived.”

The ministry made three specific points:
- The authorisation framework is fair and non-discriminatory in design and in application.
- Security assessments are underway for all three licensed operators.
- The three operators are at broadly the same regulatory stage, so none is being treated differently.
The ministry also described security assessment as the step that comes before a licensee seeks spectrum assignment. That sequencing is the core of the dispute: Starlink’s supporters argue the delay is unfair, while the government says every applicant is following the same path.

What Musk alleged
Musk’s post on X on October 7, 2026, said Starlink was being blocked by unnamed oligarchs seeking to maintain a “monopolistic chokehold” on Indian people. As quoted by Data Center Dynamics, the post read: “Unfortunately, we are being blocked by certain oligarchs in order to maintain their monopolistic chokehold on the Indian people. You can guess who they are… This is a crime against the people of India!” The post did not name any company or individual.

No published report reviewed for this article independently establishes that a competitor caused Starlink’s delay. The accusation is Musk’s, and the denial is the government’s; neither has been independently verified in the reporting.
Why a licence does not mean Starlink can launch
Much of the confusion around this story comes from the number of approvals involved. Indian satellite internet providers need several separate clearances, and reporting on Starlink shows that some were granted early while others remained pending. The reported sequence is:
- GMPCS licence. Starlink received a Global Mobile Personal Communications by Satellite (GMPCS) licence from the Department of Telecommunications in June 2025, according to Business Standard.
- IN-SPACe authorisation. The Indian National Space Promotion and Authorization Centre (IN-SPACe) authorised Starlink in July 2025, according to Business Standard.
- Security assessment. The licensee must demonstrate compliance with security conditions. As of October 8, 2026, all three operators were still in this stage.
- Spectrum assignment. Only after security assessment is completed may a licensee proceed to seek spectrum. No operator had been assigned spectrum in the reporting reviewed.
- Commercial operations. Commercial service requires the remaining approvals. Starlink was still short of them in October 2026.
In other words, a licence and an authorisation are necessary but not sufficient. Neither one authorises a commercial launch on its own.

The competing accounts
Musk’s position
Musk framed the situation as deliberate obstruction by unnamed interests. He did not provide evidence for that claim in the post, and he did not identify the parties he referred to.
The government’s position
The ministry rejected the idea that the process is biased, stating that the same security assessment applies to all three licensees. It did not, in the reporting reviewed, give a timetable for when the assessments would conclude or when spectrum would be assigned.

Starlink vice-president for business operations Lauren Dreyer spoke at India Mobile Congress on October 7, 2026. Business Standard reported that Starlink has built 20 gateway sites comprising hundreds of antennas in India. Dreyer also said: “We have built our Starlink operations specifically for India in recognition of Indian security requirements and other regulations, establishing controls at every layer for India and keeping Indian user data within India.”

The Indian Express reported that the Ministry of Home Affairs was examining security issues related to satellite services. According to that report, one concern is that foreign operators could route traffic around Indian gateways, which would reduce the government’s ability to oversee the service. This is reported context from the newspaper; it is not a complete official list of every pending requirement.
The current process also follows a broader disagreement over how satellite spectrum should be assigned. Associated Press reported in 2025 that Jio supported auctioning spectrum to ensure fair competition, while Musk supported administrative assignment, which he said reflects global practice. AP also reported that India decided to assign satellite spectrum. That disagreement is a documented policy debate. It does not show that any competitor is influencing the current security review.
What this means for Indian users
For users, the practical point is that Starlink service in India is not yet available on a commercial basis, according to the approvals reported as of October 8, 2026. Buying a Starlink terminal or satellite kit does not, by itself, mean the service can be activated. Readers should wait for an official announcement of commercial launch eligibility before treating the service as available.
What to watch next
- Completion of the security assessments for all three operators.
- The start of spectrum assignment, which the ministry has described as the next step after security clearance.
- Any official statement that names the operators or reports a difference in their treatment.
- Whether the Ministry of Home Affairs publishes requirements related to gateway control or data handling.
Until one of these developments is reported, the status described here remains the most current account of the process.
