For most commercial workloads, Mumbai–Navi Mumbai is India’s default primary data-center region. It has the country’s deepest carrier, cloud and colocation ecosystem, although land, power connections and operating costs are comparatively high and capacity is concentrated in one corridor. Hyderabad is the best expansion-friendly metro alternative and a natural partner for Mumbai in a two-region design. Delhi NCR is strongest when users, regulators or public-sector systems are concentrated in northern India. Bihar—especially Patna—has credible government and STPI infrastructure, policy incentives and lower-cost potential, but it is generally better suited to state workloads, edge deployments or disaster recovery than to a like-for-like replacement for the three major metros.

The right choice depends on your users, required failure domain, power and fibre redundancy, expansion schedule, staffing model and budget. Public sources do not provide a directly comparable rack-price or energy-price table for all four regions, so final selection requires like-for-like operator quotations.

India’s data-center market in context

India’s national data-center capacity increased from about 375 MW in 2020 to around 1,500 MW by 2025, according to the Press Information Bureau (2026). Invest India reports more than 130 operating data centers and over 1,180 MW of IT-load capacity, concentrated in seven major cities that include Mumbai–Navi Mumbai, Delhi NCR and Hyderabad. Mumbai–Navi Mumbai alone represents more than 25% of national capacity.

Telecom Regulatory Authority of India material counted 133 colocation data centers and 516 cloud service providers in August 2022, while noting the lack of facilities in hinterland states such as Bihar. That gap explains why a metro may offer several independent carriers, cloud on-ramps and managed-service teams while an emerging location may require more direct validation of every dependency.

National Informatics Centre describes its facilities this way: “The National Data Centres form the core of e-Governance Infrastructure in India by providing services to various e-Governance initiatives undertaken by the Government of India.” That public-sector role is relevant when assessing government hosting, compliance and continuity requirements.

Quick comparison of the four regions

Region Best-fit workloads Connectivity and ecosystem Power, capacity and expansion Cost and approvals Disaster-recovery role
Mumbai/Navi Mumbai Hyperscale, cloud, financial services and nationally distributed applications India’s deepest concentration of carriers, fibre routes, cloud providers and interconnection options Largest national hub; competition for power connections and sites can lengthen energisation Generally higher land and operating costs; mature but competitive market Strong primary site; pair with Hyderabad or Delhi NCR for geographic separation
Hyderabad Enterprise and cloud workloads; metro expansion; secondary region for Mumbai Major hub with established connectivity, a National Informatics Centre national data centre and skilled labour More expansion headroom than Mumbai is often available, but verify project-specific utility timelines Usually more room for growth than Mumbai; obtain local quotes because prices are not standardized publicly Practical companion to Mumbai because the sites are in different regional power and network domains
Delhi NCR North-India users, government, regulated workloads and organisations needing national-capital proximity Major northern cluster; fibre, power and approvals differ among Delhi, Noida and Gurugram Capacity is substantial, but submarket-level utility conditions must be checked Land, rent and approval friction vary sharply by NCR municipality Useful second region for northern workloads or a Mumbai-based primary
Bihar/Patna State-government systems, local edge services, lower-cost secondary sites and selected DR designs Real infrastructure exists, but carrier and provider diversity is thinner than in the major metros STPI lists a 6,165-square-foot Tier-III-standard Patna facility; validate utility redundancy and expansion space Bihar IT Policy 2024 incentives may improve economics if eligibility conditions are met; procurement and staffing can take longer Potentially valuable as a separate failure domain, provided replication links and operations coverage are engineered

The table describes regional tendencies, not a guarantee for every building. A facility in Noida can have different fibre routes and power lead times from one in Gurugram; the same principle applies to individual sites in Navi Mumbai, Hyderabad or Patna.

Mumbai and Navi Mumbai: the default primary region

The Government of India identifies Mumbai–Navi Mumbai as the country’s largest data-center hub, with more than one-quarter of national capacity. Its coastal location and concentration of telecom networks make it the strongest starting point for workloads that need many carriers, international connectivity, cloud interconnection and a deep supplier base.

Why organisations choose it

  • Multiple carrier and fibre options make it easier to design physically diverse entrances and cross-connects.
  • A large colocation and cloud market supports migration partners, remote hands, security contractors and replacement parts.
  • Financial-services and nationally distributed applications benefit from the existing ecosystem and proximity to major enterprise customers.

Trade-offs to price explicitly

Demand for land, utility capacity and high-density sites creates competition for power connections and can affect time-to-energise. Real-estate and operating costs are generally higher than in emerging markets. The concentration itself is a risk: a regional event, constrained utility corridor or shared carrier route can affect multiple providers. A Mumbai primary should therefore have tested replication to a different region, not merely a second room in the same metro.

Hyderabad: the expansion-friendly metro alternative

Hyderabad is repeatedly identified as a major Indian data-center hub and hosts a National Informatics Centre national data centre. It offers a credible primary location for enterprise and cloud workloads and is often the most practical companion to Mumbai when a company wants geographic redundancy without moving into an immature market.

Where Hyderabad fits best

Choose Hyderabad when expansion headroom, a mature metro workforce and strong connectivity matter more than being in India’s largest hub. It can host the primary site for organisations whose users are spread across central and southern India, or operate as the failover region for a Mumbai deployment.

Questions for an operator

  • What committed IT load is available now, and what is the staged expansion schedule?
  • Are utility feeds, generators, substations and fuel contracts independent enough for your recovery objective?
  • Can the operator provide diverse routes to Mumbai and to your key user or office locations?
  • How many qualified facilities, network and hardware technicians are available on each shift?

Delhi NCR: the northern India and public-sector choice

Delhi NCR—including Delhi, Noida and the wider Gurugram market—is a major northern data-center cluster. It is attractive for applications whose users are concentrated in northern states, for government and regulated workloads, and for organisations that require proximity to the national capital’s enterprise and public-sector ecosystem.

Do not treat NCR as one homogeneous market

Compare each submarket separately. Power availability, fibre routes, land, tax treatment, building rules and local approvals can differ between Delhi, Noida and Gurugram. A site that looks close on a map may rely on the same utility corridor or telecom duct as another site, reducing its value as a disaster-recovery location.

When Delhi NCR should be primary

NCR is a sensible primary when north-India latency and government connectivity outweigh the broader ecosystem depth available in Mumbai. It is also a strong second region for a Mumbai primary when the organisation needs a northern operating base and can secure genuinely diverse network and power arrangements.

Bihar and Patna: capable infrastructure, emerging commercial depth

TRAI’s material describes a clear shortage of data centers in hinterland states including Bihar. That does not mean Patna is unsuitable for every use case. STPI lists a Tier-III-standard facility in Patna measuring 6,165 square feet, and Bihar operates government hosting through its State Data Centre. These facilities establish a real foundation for public workloads and smaller deployments, but they do not provide the same provider density as the three major metro clusters.

Best uses for Patna

  • State-government applications and services that must remain close to Bihar departments or residents.
  • Edge caching, content delivery or data-collection workloads where local presence matters more than global interconnection.
  • A lower-cost secondary site for backups, asynchronous replication or selected disaster-recovery functions.
  • Small and medium hosting rooms where an organisation can contract dedicated support rather than depend on a large local marketplace.

What must be proven before making it a primary site

Obtain written evidence of at least two physically diverse carriers, diverse building entrances, utility redundancy, generator autonomy, fuel replenishment, cooling performance during seasonal extremes, spare-parts logistics and 24-hour incident response. Confirm how quickly additional power, racks and cross-connects can be delivered. If any of these answers depends on a single supplier or a long procurement cycle, Patna is more appropriate as a secondary or edge location.

Bihar’s incentive conditions

Bihar IT Policy 2024 requires at least 25 direct jobs and 50% Bihar-domiciled employment for listed benefits, subject to the policy’s other eligibility rules. It also provides an additional 10% incentive for eligible projects outside Patna and Danapur municipal areas. Treat these as conditional incentives, not guaranteed discounts: verify the current notification, qualifying investment, employment records, application deadlines and approval authority before including them in a financial model.

How the regions compare on the nine decision criteria

Carrier and fibre diversity

Mumbai has the deepest choice of carriers and interconnection facilities. Hyderabad and Delhi NCR are mature alternatives, but diversity must be checked at the individual building. Patna requires the most diligence because the available carrier set and route diversity are less established publicly. Request route maps, not just a list of carrier names, and ensure entrances do not share the same duct, bridge or exchange.

Power reliability and time-to-energise

Reliable power is non-negotiable for uninterrupted operation. Ask for utility-feed diagrams, historical outage data, generator and UPS topology, fuel autonomy, maintenance records and the date when your committed load becomes energised. Mumbai’s demand can make new connections competitive; Hyderabad, Delhi NCR and Patna each require site-specific confirmation rather than assumptions based on city reputation.

Colocation and cloud capacity

Mumbai offers the broadest menu of facilities and cloud on-ramps. Hyderabad and Delhi NCR support substantial enterprise demand. Patna has government and STPI capacity but a smaller commercial marketplace, so verify whether the required rack density, certifications, remote hands and managed services are available locally.

Latency to users

Place the primary region near the largest concentration of interactive users, then measure round-trip latency from real offices, mobile networks and partner systems. A city label is not a latency guarantee: last-mile providers, peering and application architecture can matter as much as distance. For nationwide services, use caching and asynchronous processing so a single regional choice does not determine every response time.

Land, rent and operating cost

There is no directly comparable public rack-price or energy-price table covering all four regions. Request quotes using identical assumptions: committed kW, power-usage effectiveness (PUE), rack density, cross-connect fees, remote hands, setup charges, taxes, security, cooling, service-level credits and connectivity to the recovery site. Compare the three-year total cost, including migration and exit costs, rather than only the monthly rack rate.

Cooling, water and environmental constraints

Require the operator to document cooling design, water source and consumption, humidity control, heat-rejection limits, environmental permits and restrictions on water use. A site that looks inexpensive can become difficult to expand if cooling capacity or water availability is constrained. Ask for design conditions and measured operating ranges for the seasons in which your equipment will run at peak load.

Skilled operations workforce

Mumbai, Hyderabad and Delhi NCR have the largest pools of data-center, network, facilities and security specialists. Patna can work when staffing is planned directly, through an experienced operator or with regional teams that can reach the site within the required response time. Put staffing levels, certifications, shift coverage and escalation times into the service agreement.

Incentives and approval friction

State incentives can offset construction or employment costs, but they introduce documentation and compliance obligations. Map every approval—land use, electricity, fire, environmental, construction, telecom and data-protection controls—to an owner and lead time. Do not count an incentive until the responsible authority confirms eligibility in writing.

Geographic separation for disaster recovery

A second building in the same metro may share a power grid, floodplain, carrier route or staff-access problem. Mumbai–Hyderabad provides clearer regional separation than two Mumbai sites; Mumbai–Delhi NCR also separates major utility and network domains. Patna can add further distance for selected workloads, but replication bandwidth, support coverage and restoration procedures must be tested before relying on it.

Choosing a primary and recovery pattern

Single-region primary

Use this only when the service can tolerate a prolonged regional outage or when compliance and budget make a second site impossible. Within the chosen facility, deploy dual power paths, redundant network devices, tested backups and documented failover procedures.

Mumbai primary with Hyderabad recovery

This is the strongest general-purpose pattern for organisations that want Mumbai’s ecosystem and a mature, geographically separate recovery region. Replicate databases according to the required recovery-point objective (RPO), keep independent identity and monitoring services, and test DNS, certificates, secrets and application dependencies during a full failover exercise.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

NCR primary or secondary with Mumbai or Hyderabad

Choose this when northern users or government systems dominate. Validate that the selected NCR submarket and the partner region do not share critical carriers, cloud dependencies or operational vendors.

Patna as edge or selective DR

Use Patna for state-facing services, local processing, backups or workloads whose recovery can be asynchronous. Keep latency-sensitive, globally connected or rapidly scaling workloads in a metro unless Patna’s operator can demonstrate equivalent capacity and route diversity.

A practical site-selection and procurement process

  1. Define the workload. Record user geography, peak and average IT load, rack density, data classification, RPO, recovery-time objective (RTO), growth rate and regulatory obligations.
  2. Shortlist regions. Start with Mumbai, Hyderabad and Delhi NCR for commercial services; add Patna when local presence, government hosting, cost or an independent recovery domain is a stated requirement.
  3. Issue one comparable request for quotation. Specify committed kW, voltage, rack dimensions, cooling set points, cross-connect count, bandwidth, remote hands, security, taxes, setup fees, SLA credits and exit terms.
  4. Audit the facility. Inspect utility feeds, UPS and generator topology, fuel storage, cooling, fire suppression, water systems, carrier entrances, monitoring and physical security. Request recent test reports.
  5. Verify routes and dependencies. Obtain carrier route maps and confirm that replication, management and user traffic can use separate paths.
  6. Model five-year economics. Include energy, space, cross-connects, staffing, travel, hardware shipping, taxes, incentives, migration and decommissioning.
  7. Run a failure test before production. Demonstrate loss of a utility feed, carrier, cooling unit, database node and entire region, then record actual RTO and data loss.

Power protection for smaller rooms and DR sites

A server-rack UPS is especially relevant to small hosting rooms, edge deployments and DR sites. Government guidance treats reliable power as essential to uninterrupted data-center operation. Select the UPS only after confirming rack voltage, maximum and inrush load, required runtime, battery chemistry, bypass arrangement, monitoring protocol, maintenance plan and generator coordination. Verify the exact electrical rating and runtime of any product listing; a nominal VA figure without a load profile is not a usable autonomy guarantee.

Decision summary

Select Mumbai–Navi Mumbai when ecosystem depth, international connectivity and provider choice are worth higher cost and concentration risk. Select Hyderabad when you need a mature metro with room to expand or a robust companion to Mumbai. Select Delhi NCR when northern users, government relationships or national-capital proximity drive the design, comparing Delhi, Noida and Gurugram separately. Select Bihar/Patna when local government presence, edge processing, incentives or an additional recovery domain matter and you can validate carriers, utilities, staffing and procurement timelines to the same standard as the larger hubs.
