One is a Migration and Mobility Partnership. The other lets young professionals take training placements in each other’s country. The visit fell just after the first anniversary of the India–EFTA Trade and Economic Partnership Agreement (TEPA), which entered into force on 1 October 2025. The trade deal was not newly signed, and it is a separate instrument from the new migration pact.
What was agreed on 5 October 2026
Migration and Mobility Partnership
According to the Swiss government’s announcement of the visit, the partnership formalises the two countries’ already close migration cooperation. It also does the following:

- fosters exchanges in education, science and labour;
- allows legal mobility pathways;
- covers the readmission of nationals who are required to leave;
- provides for cooperation against irregular migration, human trafficking and document forgery.
Young-professional training exchange
A separate agreement enables young people from either country to undertake training placements in the other. Its stated aim is to build professional and language skills.

The announcement does not give the agreement texts, the date they take effect, visa categories, eligibility thresholds, quotas, placement length, funding or how to apply. Nothing in it points to unrestricted migration or automatic work rights. It also gives no figures on expected volumes. Anyone hoping to use these pathways should wait for the implementing rules.

TEPA does contain service-trade material, including annexes on the movement of natural persons supplying services and on recognising qualifications for service suppliers. Switzerland’s State Secretariat for Economic Affairs (SECO) lists them on its reference page for the agreement. Those provisions belong to the trade deal and should not be read as part of the new bilateral partnership.
Trade talks during the visit
The Swiss government said the TEPA anniversary was a key setting for trade-policy discussions. Both sides affirmed that implementation is proceeding according to plan, and Parmelin pointed to Swiss companies’ interest in India. The leaders also discussed two further files, neither of them concluded: advanced negotiations on a new bilateral investment-protection agreement, and talks on intellectual-property protection. The release also says Parmelin stressed Swiss–Indian scientific cooperation and welcomed its further expansion. It does not quote him directly.

TEPA numbers, with their limits
- Market access: a Swiss government release of 3 September 2025 said India granted improved market access for 94.7% of Switzerland’s existing exports, measured over 2018–2023 and excluding gold.
- Tariff savings: the same release estimated annual savings of up to about CHF 167 million after transition periods, based on existing trade. That is a ceiling, not a guaranteed or current saving.
- Investment and jobs: India’s Press Information Bureau (Ministry of Commerce & Industry, 1 October 2025) described a shared goal with EFTA of mobilising USD 100 billion of investment in India over 15 years and supporting one million direct jobs. These are objectives, not results.
All of these figures relate to TEPA. None measures the effects of the migration or training agreements.
