Data-center resilience is more than an uptime target. The dependable approach combines measurable resilience KPIs, layered fire and physical-security protection, interoperable monitoring for power and cooling, multi-level thermal visibility, cybersecurity for operational technology, and rehearsed recovery procedures.

ISO/IEC and ITU-T guidance published through 2026 provides a practical framework for designing and comparing those capabilities. The result is a facility that can withstand faults, detect developing hazards, maintain service while equipment is repaired, and recover in a controlled way.

What resilience means in a data center

Availability is one output of a resilient facility, not a complete definition. A site can report high uptime while still having single points of failure, poor maintainability, slow recovery, hidden rack-level hotspots, or an unsecured monitoring network.

ISO/IEC TS 22237-31:2026 defines key performance indicators for resilience, dependability, fault tolerance and availability tolerance across power distribution and supply and environmental control. It also brings maintainability, recoverability and vulnerability into the comparison. In practical terms, every design decision should answer six questions:

  • Can the service continue when a component or path fails?
  • Can operators identify the failure quickly and accurately?
  • Can the failed element be isolated without creating a second outage?
  • Can technicians repair or replace it safely?
  • How quickly and predictably can normal operation be restored?
  • What physical or cyber weakness could defeat the design?

Set target values and evidence for those measures before selecting equipment. Comparing two designs only by their headline availability percentage hides important differences in fault behavior and recovery.

Build resilience as a layered architecture

1. Define the business service and risk boundary

  1. List the services the facility must sustain and the consequences of losing each one.
  2. Map dependencies: utility feeds, generators, UPS systems, switchgear, cooling plants, network paths, fire systems, access controls and monitoring.
  3. Identify single points of failure and common-mode risks such as a shared control network, flooded plant room or misconfigured automation system.
  4. Set KPI targets for fault tolerance, availability tolerance, maintainability, recoverability and vulnerability, then document how each target will be demonstrated.
  5. Require commissioning records, alarm histories, maintenance procedures and recovery evidence as part of design acceptance.

2. Combine fire detection, suppression and physical security

Physical protection must be designed around data-center airflow and energized equipment. ISO/IEC 22237-6:2024 covers unauthorized access, intrusion, internal fire and environmental events. Euralarm guidance adds practical recommendations for early detection, automatic sprinklers, gaseous suppression, operator training and incident response.

  • Use access control and intrusion detection to protect critical rooms, loading areas, roof plant and cable routes.
  • Place fire detection so that raised floors, ceiling voids, aisle containment and high airflow do not delay detection.
  • Engineer suppression for the equipment and room configuration. Consider how a discharge affects energized systems, personnel access and post-incident recovery.
  • Define alarm escalation, evacuation, equipment shutdown and re-entry responsibilities in written procedures.
  • Test detection, alarms, suppression interfaces and emergency communications with qualified personnel and the authority having jurisdiction.

Fire protection is not complete when sensors are installed. Operators must recognize alarms, understand automatic actions and be able to restore monitoring and services after an event.

3. Instrument power, cooling and the building environment

Collect power quality, energy, temperature, humidity, airflow and equipment-state data from utility interfaces, UPS systems, generators, switchgear, chillers, pumps, air handlers, in-row equipment and environmental sensors. ITU-T L.1395 emphasizes protocol-independent information modeling, protocol-specific data modeling, fault detection, measurement accuracy and secure transmission.

Specify the information model before choosing gateways. A useful model identifies the asset, measurement, unit, timestamp, quality state, alarm state and control authority. That allows a common operations platform to correlate a cooling fault with a rising rack temperature or a power event without relying on one manufacturer’s naming scheme.

4. Measure temperature at the level where failure starts

Room averages can look normal while a cabinet, server inlet or processor is overheating. ITU-T L.1322 (December 2025) defines a multi-level approach:

  • Room level: overall thermal balance and broad environmental trends.
  • Row level: supply and return-air behavior, containment effectiveness and airflow distribution.
  • Cabinet level: rack inlet and outlet conditions and localized recirculation.
  • Device level: server, storage or network-equipment inlet conditions and internal sensors.
  • Chip level: processor or accelerator temperatures where high-density computing creates rapid hotspots.

Use the levels together. A room sensor can confirm a general trend; cabinet and device data can identify the location and likely cause. Validate the readings against airflow paths, blanking panels, cable openings, containment and cooling-unit operation before changing set points.

5. Select cooling technology for the actual scenario

ITU-T L.1327 (August 2024) is an in-force guideline for selecting cooling technologies across multiple data-center scenarios. The decision should account for rack heat density, climate, water availability, redundancy requirements, maintenance access, contamination risk and the type of IT equipment being deployed.

Do not treat a cooling technology as resilient simply because it has redundant units. Check whether pumps, controls, valves, power feeds, heat-rejection equipment and monitoring paths share a failure mode. The selected system should maintain safe conditions during a component failure and provide a controlled method for maintenance.

6. Secure the operational-technology network

Connecting power, cooling, environmental and security devices to IP networks creates additional attack paths. Schneider Electric’s 2026 guidance frames this as a lifecycle obligation covering design, installation, operation and maintenance.

  • Segment building-management, power, cooling and security-monitoring networks from general corporate and internet-facing networks.
  • Use least-privilege accounts, strong authentication and role-based control for operators, vendors and service personnel.
  • Authenticate communications between gateways, controllers and supervisory systems; encrypt traffic where the equipment supports it.
  • Maintain an asset inventory, software-version record and approved change process.
  • Control remote access with time limits, approval, session logging and rapid revocation.
  • Apply patches through a tested maintenance process that preserves safe operation if a controller must be taken offline.
  • Retain logs for alarms, configuration changes, access events and failed authentication, and connect them to incident response.

Cybersecurity controls must not disable emergency functions. Document which systems may be isolated, which must remain available locally and how operators will run safely if central supervision is lost.

Test recovery, not just normal operation

A resilient design is credible only when staff can detect a fault, isolate it, recover service and record what happened. Build a recurring exercise program that includes:

  • Utility-loss, UPS bypass and generator-start scenarios.
  • Cooling-unit, pump, chiller and control-network failover.
  • Fire alarm, suppression release, evacuation and re-entry procedures.
  • Loss of a monitoring server, communications link or sensor gateway.
  • Unauthorized-access and compromised-remote-account scenarios.
  • Maintenance on live systems using the approved method of procedure.

For every exercise, record detection time, decision points, alarms received, services affected, recovery time, manual workarounds and corrective actions. Feed the results back into the KPI records and design assumptions.

How to compare competing designs or suppliers

Use a common scorecard rather than accepting a different set of claims from each bidder.

Comparison axis Questions to answer
Protection scope Does the design cover fire, intrusion, environmental events, power and cooling, or only one subsystem?
Resilience behavior What fails over automatically? What requires an operator? How are maintainability and recoverability demonstrated?
Detection quality Are sensors placed for airflow and heat-density conditions? What is the alarm granularity and escalation path?
Interoperability Can multi-vendor equipment share a documented data model, protocol interface and quality state? Is measurement accuracy specified?
Cybersecurity Are segmentation, authentication, encryption, patching, logging, remote access and vendor support defined for the full lifecycle?
Operational fit Can the site staff maintain, test and safely bypass the system? What training and specialist access are required?
Thermal performance Does the design expose room, row, cabinet, device and chip conditions where applicable?
Evidence and governance Are KPI definitions, commissioning records, test results, incident history and service-level obligations documented?

Common failure modes and corrective actions

  • One uptime number is treated as the whole resilience case: add the ISO/IEC TS 22237-31 KPI set and require evidence for each dimension.
  • Fire detection is installed without airflow analysis: review raised floors, containment and return-air paths, then retest alarm coverage.
  • Dashboards are locked to one vendor: specify the L.1395-style information model, protocol mappings and data-quality fields before integration.
  • Room temperature is normal but racks overheat: add row, cabinet and device-level measurements and inspect recirculation and obstructions.
  • Operational technology is flat on the corporate network: segment it, restrict remote access and monitor authentication and configuration events.
  • Redundancy exists only on paper: perform controlled failover and maintenance exercises, including loss of monitoring and communications.
  • Emergency procedures depend on one expert: train multiple shifts, document decision authority and rehearse with qualified responders.

A practical implementation sequence

  1. Baseline: inventory assets, dependencies, protection zones, current alarms, network connections and maintenance constraints.
  2. Set objectives: define service priorities, risk tolerances and measurable KPI targets.
  3. Design layers: align fire, physical security, power, cooling, environmental monitoring and cyber controls rather than buying isolated systems.
  4. Specify data: establish common asset names, units, timestamps, quality states, alarms and control permissions.
  5. Commission: verify sensor placement, measurement accuracy, failover logic, alarm routing and secure communications.
  6. Exercise: test faults, maintenance, emergency response and cyber incidents under controlled conditions.
  7. Improve: update risk assessments, KPI evidence, procedures and training after every test, change or incident.

The strongest resilience program treats safety systems, infrastructure controls and cybersecurity as one operational discipline. Standards provide the vocabulary and measurable structure; site-specific engineering, local codes and repeated exercises turn that structure into dependable service.
