A compliant U.S. import starts with the individual SKU, not a generic “kitchen and bath” checklist. Before a faucet, sink, cabinet, countertop, fitting or finish ships, document its construction and use, assign and verify its HTSUS classification, confirm origin and marking, screen for agency rules, prepare the correct entry documents, and calculate current duties and fees. The importer of record remains responsible even when a customs broker files the entry.
Use the workflow below for every product and shipment. It is designed for commercial imports into the United States; classification, rates, permits and filing requirements must be confirmed against the current facts and official guidance for the shipment.

What this checklist does—and what it cannot decide
There is no single rule set that covers every kitchen or bath SKU. Requirements change with materials, construction, function, manufacturing operations, country of origin, value and shipping method. U.S. Customs and Border Protection (CBP) directs importers to identify the requirements for the specific goods, rather than relying on a category label. See CBP’s requirements guide.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesThis checklist is a control framework. It does not, by itself, determine a tariff number, duty rate, country of origin, agency jurisdiction, certification or permit. Those decisions require product-level facts and, where necessary, advice from CBP, the responsible agency or a qualified trade professional.

1. Build a complete product record for every SKU
Create one record for each distinct product before asking a broker or classification specialist to review it. CBP says import specialists need a full description and that importers should be ready to explain origin, manufacturer, composition, use and pricing or payment information. Use CBP’s Tips for New Importers and Exporters as the starting reference.
Required product fields
- Commercial name and a plain-language description of what the article is and does.
- Materials and composition, including the relative presence of metal, plastic, ceramic, glass, stone, wood, coatings, adhesives or electronic parts where relevant.
- Construction and operating features: dimensions, components, power source, connection type, finish and whether parts are sold together or separately.
- Intended use and installation context—for example, a residential fitting, commercial fixture, replacement part or decorative article.
- Manufacturer, factory and country where the article was made or underwent its relevant manufacturing operations.
- Transaction price, assists, payment terms, currency, quantities and any other value information needed for entry.
- Images, engineering drawings, technical sheets, bills of materials and purchase documents that make the description verifiable.
Keep the record versioned. If a material, supplier, finish, packaging configuration or manufacturing step changes, treat the SKU as needing a fresh compliance review rather than assuming its old treatment still applies.
2. Determine and validate the HTSUS classification
All goods imported into the United States are subject to the Harmonized Tariff Schedule (HTS), which contains the tariff and statistical provisions used for trade. CBP explains the schedule in its Harmonized Tariff Schedule general information. Classification is foundational: the code can affect the duty rate, statistical reporting, quota, trade-program eligibility and restrictions.
Classification workflow
- Start with the legal description of the product, its objective characteristics and its principal function—not the supplier’s preferred code or a similar item found in an online marketplace.
- Review the relevant HTSUS headings, notes, subheadings, unit of measure and statistical suffix. Record the reasoning and the evidence used.
- Check whether the proposed provision has country-specific rates, additional duties, quotas, exclusions or other conditions that apply to the product’s origin.
- Have a person with relevant classification experience challenge the result, especially where the item combines materials, has multiple functions, is a set, or could fit more than one provision.
- If uncertainty could materially change duty or admissibility, use CBP’s CROSS rulings database and consider a written ruling request. Preserve the exact specifications submitted with the question.
Do not copy a classification from a supplier invoice without independently validating it. A ruling or specialist response is tied to the facts presented; a later design change can change the analysis.

3. Confirm origin, tariff treatment and restrictions
Country of origin is a separate analysis from the country that ships the goods or the country stated informally by a supplier. Manufacturing operations, materials and processing may affect origin, and the correct origin must be considered with the classification when evaluating duty programs, quotas and restrictions.
Origin controls to document
- Factory location and the countries in which components were produced.
- Manufacturing steps performed in each country, with enough detail to explain the finished article.
- Any claimed preference, exemption or special tariff program and the evidence supporting eligibility.
- Whether an order is transshipped or routed through an intermediate country.
- Any origin-specific trade remedy, quota or import restriction associated with the classification.
Never treat a supplier’s statement that a product is “duty free” or qualifies for a preference as conclusive. Verify the claim against the current HTSUS and CBP requirements before entry.
4. Assemble the entry and shipment file
Choose the entry type and filing route for the shipment, identify the importer number, and give the filer a consistent document set. CBP’s guidance on formal entry filing explains that formal entries commonly apply to goods valued at $2,500 or more, but the applicable procedure depends on the shipment and current rules; do not use that value as a universal threshold.
Core documents
- Commercial invoice with seller, buyer, precise description, quantities, values, currency, terms of sale and country of origin.
- Packing list, when available, showing cartons, weights, dimensions and SKU-level contents.
- Bill of lading, air waybill or other transportation document.
- Purchase order, payment or valuation support and any assists needed to substantiate the declared value.
- HTSUS classification and origin records, including ruling references where applicable.
- Agency-specific certificates, declarations, permits, test reports or labels when the product or agency requires them.
- Bond information and powers of attorney or other broker authorization documents, as applicable.
Confirm filing deadlines, entry type, bond requirements and electronic submission details with CBP or the broker handling the shipment. Requirements vary by mode, commodity and entry circumstances.

5. Review country-of-origin marking before goods leave the factory
Marking is an admissibility issue, not merely a branding choice. CBP’s published Importing into the United States material describes English-language country marking that is conspicuous, legible and durable where required, subject to exceptions and remedies. Because that publication includes older revision information, verify the current rule for the exact article.
Marking checks
- Determine whether the article itself must be marked or whether packaging marking is permitted.
- Check statutory exceptions and whether a component, set or repacked item changes the marking result.
- Inspect the proposed mark for placement, permanence, contrast and legibility through normal handling.
- Ensure the marked origin matches the documented origin analysis and entry data.
- Obtain corrective instructions before shipment if marks are missing, misleading or likely to be removed.
Do not assume that customs release cures a marking problem. Noncompliant goods can face additional duties, detention or corrective action, subject to the applicable exceptions and procedures.
6. Screen for other U.S. agency requirements
Customs clearance does not establish compliance with every federal product rule. Ask, for each SKU, whether its materials, intended use, chemical content, electrical or transport characteristics, consumer-facing claims or packaging trigger requirements administered by the Food and Drug Administration (FDA), Environmental Protection Agency (EPA), Department of Transportation (DOT), Consumer Product Safety Commission (CPSC), Federal Trade Commission (FTC) or Department of Agriculture (USDA). CBP’s licenses and permits guidance and its specific-goods requirements guide are screening references, not a conclusion that every kitchen or bath product is regulated by all of these agencies.

Questions to ask for each product
- Does the product contain a substance, coating, antimicrobial claim, wood or agricultural material that needs agency review?
- Is it a consumer product with labeling, safety, testing or certification obligations?
- Does it contain batteries, pressurized components, refrigerants or other features relevant to transport rules?
- Do advertising, performance or environmental claims require substantiation or special disclosures?
- Does the packaging or treatment introduce a separate regulated material?
Record the agency decision, the person or office consulted, and the documents that support it. If the answer is unclear, obtain product-specific advice before shipment rather than relying on a generic “not regulated” assumption.

7. Calculate the current landed import cost
Build a shipment-level estimate from current facts. CBP states that duties, taxes and other fees depend on the commodity, entry type and transportation mode; rates and fees change. Its duty, tax and fee guidance is the appropriate starting point for a current calculation.
| Cost component | What to verify |
|---|---|
| Customs duty | HTSUS classification, entered value, unit of measure, origin and any additional or preferential provisions. |
| Taxes | Whether a product- or entry-specific tax applies under current rules. |
| User fees | Applicable fee type, entry method, mode and current rate or cap. |
| Broker and filing charges | Scope of service, disbursements, bond costs and any agency-document work. |
| Transportation and insurance | Terms of sale, freight, insurance, destination charges and handling outside the customs calculation. |
Label every number with its date, currency, source and assumptions. Do not reuse an old fee table or quote a promotional or one-time treatment as a recurring cost. Recalculate when the classification, origin, value, entry type or shipping mode changes.

A broker can prepare and file an entry, but the importer of record remains accountable for the correctness of the entry and for applicable duties, taxes and fees. CBP states: “Remember, even when using a broker, you, the importer of record, are ultimately responsible for the correctness of the entry documentation presented to CBP and all applicable duties, taxes and fees.”

Broker due-diligence questions
- Does the broker regularly handle the product’s materials, function and ports of entry?
- Can it explain how it researches classifications and when it recommends a CBP ruling?
- What filing, bond, agency-document and post-entry services are included?
- How are uncertain classifications, holds, exams and requests for information escalated?
- Which duties remain with your team, and how are fees and disbursements itemized?
- Is the broker properly licensed for the customs business it will conduct on your behalf?
Compare providers on these capabilities, geographic coverage, response process and transparent pricing—not on an unsupported promise of the lowest duty.

9. Check intellectual-property and distribution rights
Before importing branded or private-label goods, confirm that your company is authorized to use the relevant trademarks, copyrights and designs and to distribute the goods in the United States. CBP notes that contractual restrictions can affect distribution and that some goods may be seized when imported contrary to exclusive distribution rights. Keep supplier authorization, distribution agreements and brand-owner permissions with the SKU file.
10. Escalate unresolved questions before shipment
Do not force a definitive answer when the facts are incomplete. Contact the relevant port or CBP import specialist with a precise description, drawings, composition, use, origin, value and manufacturing narrative. For material classification uncertainty, consider a binding ruling and retain the submitted specifications. CBP’s importer tips and entry guidance explain these routes: importer tips and formal-entry guidance.
Hold the shipment when
- The product description cannot distinguish it from another tariff provision.
- Origin or preference evidence is incomplete or contradictory.
- Required marks, agency documents or permits are missing.
- The declared value, quantity or transaction terms cannot be supported.
- A design or supplier change invalidates the previous classification or agency conclusion.
Operational checklist for release approval
- SKU record completed and matched to the purchase order and physical product.
- HTSUS classification, unit of measure and rationale approved.
- Origin analysis and any preference or restriction review documented.
- Marking inspected and corrected before packing.
- Agency screening completed with supporting documents attached.
- Invoice, packing list, transport document, value evidence and importer number verified.
- Entry type, bond and filing deadline confirmed for the shipment.
- Current duty, tax, fee, broker and logistics costs calculated with assumptions shown.
- Broker instructions reviewed, while importer-of-record accountability remains assigned internally.
- IP authorization and distribution rights checked for branded products.
- Open questions escalated to CBP, the responsible agency or qualified counsel before loading.
Keeping the checklist current
Review the checklist whenever a tariff schedule, fee, entry process, agency rule, supplier, factory, material, finish, packaging format or shipping route changes. Official CBP pages are the control points for current procedures, but tariff, fee and agency requirements are volatile. A dated record of the classification basis, origin evidence, markings, agency decision and cost assumptions gives the next shipment a defensible starting point without treating an old entry as a permanent precedent.
