Illegal Fungus Release Reveals the Tangled History of Australia’s Decades-Long Battle With Blackberry

In the summer of 1983–84, someone secretly and illegally released blackberry rust—the fungus Phragmidium violaceum—in Australia, apparently hoping to suppress blackberry plants. The perpetrator was never identified. The first reported infection appeared near Yarram in southeastern Victoria in February 1984, followed within days by finds in the Dandenong Ranges and Melbourne’s eastern suburbs.

The episode was striking because authorities were already considering the same biological-control strategy. After years of quarantine and safety review, government agencies carried out controlled releases in Victoria in 1991 and New South Wales in 1992. The unauthorized release therefore sits at the intersection of environmental science, weed politics, public oversight and a much older argument about whether blackberry was solely a pest—or also a useful plant.

What the illegal release did—and did not do

Blackberry rust did not eradicate blackberry. The fungus attacks leaves, causing defoliation that weakens plants and reduces their capacity to spread and reproduce. It is a biological control agent, not a one-step destruction mechanism.

That distinction answers the most common misunderstanding about the story. Introducing the rust was intended to make blackberry less vigorous over time, not to make every blackberry plant disappear immediately. The historical account does not establish a current national measure of rust’s effectiveness or today’s distribution.

Why blackberry had become a target

Australian settlers cultivated blackberry from the 1840s, valuing its fruit and its use as a hedge. By the late 1880s, however, agricultural authorities increasingly treated it as a serious problem. Victoria’s campaign developed through successive legal declarations: Victorian shires declared against blackberry in 1894, the declaration expanded across Victoria in 1908, and Queensland followed in 1911.

Over time, blackberry was framed as both an agricultural and an environmental threat. Government efforts to control it long predated the 1983–84 incident, so the illegal release was not the beginning of Australia’s blackberry policy. It was an unsanctioned intervention in an already established conflict.

Why rust was controversial before anyone released it

Researchers and agencies had been investigating blackberry rust as a possible biological-control method before 1983. Introducing a foreign organism raised quarantine and ecological-safety questions, delaying official approval. Those concerns explain why a clandestine release was legally different from the later government program, even though both pursued suppression of the same weed.

Approach Timing and location Oversight Intended or observed role
Secret introduction Summer 1983–84; first report near Yarram, Victoria, in February 1984 Deliberate and illegal; responsible person or people unknown Spread blackberry rust to weaken plants
Official dissemination Victoria in 1991; New South Wales in 1992 Government-controlled releases after quarantine and safety review Use rust as an approved biological-control agent

The chronology created an awkward historical impression: private action appeared to anticipate a control approach that authorities later adopted through formal channels. That resemblance does not make the illegal release lawful, nor does it prove that the two programs had identical methods or outcomes.

How the 1983–84 spread was discovered

The first reported specimen was found near Yarram in southeastern Victoria in February 1984. Within days, additional specimens were located in the Dandenong Ranges and Melbourne’s eastern suburbs. The speed and pattern of those discoveries contributed to the conclusion that the fungus had been deliberately introduced rather than arriving through an ordinary, documented approval process.

No person or group was identified. The historical study records the act as intentional and clandestine but does not resolve who carried it out or exactly how the fungus was distributed.

Blackberry was never only a weed

The dispute was also about values and language. In the 1980s, invasion ecology was becoming more influential, while Australia was reassessing a long history of biological control and the settler-colonial ideas that shaped judgments about which organisms belonged.

Blackberry could damage agriculture, but it also offered habitat for native wildlife, cover for livestock, pollen for bees, and food for people and birds. Canberra Times columnist Veronica Angus captured that tension in 1991: “The problem for me is that I have always viewed blackberries as anything but noxious.” Her view was rooted in food and memories of foraging, not a claim that blackberry caused no agricultural problems.

Official rhetoric often presented the plant in much harsher terms. In 1976, senior Victorian government bureaucrat G.B. Hoatson called blackberry “an insidious, dominant plant”, an “evil plant”, and a “cancer of the land.” Those are political and moral descriptions, not neutral scientific classifications.

The legislation that followed the controversy

The episode helped expose why biological-control decisions needed public rules as well as technical expertise. John Kerin, then Minister for Primary Industry, described the purpose of 1984 legislation this way: “the legislation has been developed to resolve equitably conflict concerning any biological control program on the basis of public benefit.”

That wording points to the central policy problem: a control organism can promise broad benefits while also creating risks or imposing costs on people who did not consent to its release. Formal review, quarantine safeguards and public-interest tests were intended to make that conflict visible and governable.

What the historical record establishes today

Simon Farley’s scholarly article in History Australia, published online on 12 April 2026, establishes the core chronology and the competing interpretations of blackberry. It does not, by itself, establish Australia’s current national distribution of blackberry rust, its present regulatory status, or a modern nationwide effectiveness figure. Those questions require up-to-date regulatory and ecological sources.

The lasting lesson is therefore narrower—and more revealing—than a simple story of a successful act of sabotage. An unknown person released a fungus illegally; the fungus weakened rather than killed blackberry; and official agencies later authorized related releases after review. Around that sequence sits a century of weed law and a continuing argument over whether controlling an introduced plant can itself create unacceptable ecological or social consequences.
