Unexpected CFC-11 emissions slowed the gas’s atmospheric decline after 2012, raising concern that ozone-layer recovery could be delayed. Later measurements showed emissions fell sharply from 2018 to 2019, restoring the earlier downward trend. That historical decline is not proof that illegal production stopped everywhere, and the sources available do not establish whether it is active in 2026.
Why did CFC-11 emissions rise after the ban?
CFC-11, or trichlorofluoromethane, is an ozone-depleting chlorofluorocarbon once used in foam production, refrigerants, solvents and aerosol propellants. Under the Montreal Protocol, its production was globally phased out by 2010. Yet atmospheric measurements showed that its decline slowed after 2012.

In May 2018, UN Environment reported that the rate of decline had slowed by approximately 50 percent since 2012. The atmospheric signal was consistent with unreported production, but it was not a direct count of factories or a complete inventory of producers: measurements show what entered the atmosphere, while production records show what was reported. UN Environment’s 2018 statement warned that emissions continuing unabated could put ozone recovery at risk.
How much did eastern China contribute?
Studies attributed a substantial share of the emissions increase to eastern China, but the estimates are uncertain and do not mean that every emission came from that region.

- A 2023 Montreal Protocol meeting document estimated that eastern China accounted for 60 ± 30 percent of observed global CFC-11 emissions since 2018. The meeting document gives the estimate and its uncertainty.
In June 2018, UN Environment said investigations pointed to eight factories in China as a primary source, while noting that further research into other causes was needed. That was a contemporary investigative finding, not proof that those sites explained all emissions. UN Environment’s statement provides that qualification.
Did CFC-11 emissions keep rising?
No. Global emissions dropped sharply between 2018 and 2019. The Ozone Secretariat said the fall was comparable to the earlier increase and restored the long-term downward trajectory. It also said a substantial delay in ozone recovery had been avoided. The Secretariat’s account covers the change in emissions.

A 2021 Nature study made its conclusion conditional: if the sharp reduction in unexpected global emissions and unreported production persisted, the associated future ozone depletion would likely be limited. That does not establish that illicit production ended in every location. The study explains the conditional finding.

Is illegal CFC-11 production slowing ozone recovery now?
The evidence summarized here documents a historical episode: unexpected emissions rose after 2012, then fell sharply from 2018 to 2019. It does not establish whether illegal CFC-11 production or emissions are active in 2026. The 2018 warning described a risk if elevated emissions continued; it should not be read as proof of a confirmed current resurgence.

What does this mean for ozone-layer recovery?
The ozone layer recovers gradually, and the schedule differs by region. The 2018 WMO/UNEP assessment reported early recovery signals, including an increase in upper-stratospheric ozone of about 1–3 percent per decade since 2000. It projected a return to 1980 levels in Northern Hemisphere mid-latitudes during the 2030s, in Southern Hemisphere mid-latitudes around mid-century, and over the Antarctic in the 2060s. These are projections from the 2018 assessment, not current guarantees. The assessment summary reports the measurements and projections.
Ozone recovery does not mean the Antarctic ozone hole has already disappeared. The 2018 assessment described it as an annual feature while projecting a gradual regional return to earlier levels. The emissions episode matters because additional ozone-depleting substances could slow that long-term process; the subsequent decline in CFC-11 emissions reduced the projected risk.

Why atmospheric measurements matter
The episode illustrates why emissions monitoring complements production reporting. A country’s declared production figures cannot by themselves reveal unreported output. Atmospheric observations can detect unexpected changes in the gases reaching the atmosphere, prompting investigators to examine where emissions may have originated. Regional attribution then adds evidence about likely sources, but it remains an estimate rather than a direct tally of production.
