Ads appeared outside the app that triggered them, interrupted unrelated tasks and, in some cases, continued after I had left the app. That is the point at which an ad becomes a usability and security problem—not merely an annoyance.
I am not naming the apps here because the available evidence does not establish the writer’s exact app list, device, Android version or country. Ad delivery changes by region, app version and auction. The useful test is the behavior: an ad that takes over another app, opens a store unexpectedly or cannot be dismissed is a red flag.

What “crossed the line” means on Android
Google’s Mobile Unwanted Software policy says developers must not show ads “in unexpected ways including impairing or interfering with the usability of device functions, or displaying outside the triggering app’s environment without being easily dismissable and adequate consent and attribution.” That standard separates a normal banner from an intrusive placement.

Play Protect treats disruptive advertising alongside data collection without consent, unauthorized use of system functions and ad fraud as forms of mobile unwanted software. That does not mean every irritating ad proves malware, but it gives users a practical threshold for action.
Why these campaigns can reach millions of phones
Utility disguises make bad apps look ordinary
A 2025 report from Bitdefender and IAS described at least 331 apps posing as QR scanners, expense trackers, health tools and wallpaper apps. Together they had more than 60 million downloads. Researchers reported out-of-context advertising and attempts to steal credentials or payment information. Those figures describe the campaign they investigated, not every app in those categories.

Ad fraud operates at advertising scale
HUMAN’s 2025 reporting identified 352 apps in the IconAds campaign. The apps could hide their icons and serve ads without proper context or consent; activity peaked at 1.2 billion bid requests per day. A bid request is an advertising-auction event, not a count of people, so it should not be read as 1.2 billion infected devices.
Google’s enforcement numbers show the size of the wider problem
Google said it prevented 2.36 million policy-violating apps from publication and banned more than 158,000 bad developer accounts in 2024. Its 2025 ecosystem report recorded more than 1.75 million prevented policy-violating apps and over 80,000 banned developer accounts. Prevention totals cover the broader Play ecosystem; they do not identify which apps displayed a particular ad on your phone.

How I would identify the app responsible
- Record the pattern. Note whether the ad appears only inside one app, over other apps, in a notification, or after the suspected app is closed. Capture the date, country, app version and screenshots.
- Review recent changes. Open Settings > Apps (the label may be See all apps), sort by recently installed or recently updated, and inspect utilities, wallpaper apps, QR readers and unfamiliar clones.
- Check the app’s permissions. Pay particular attention to permissions that do not fit the advertised purpose, such as drawing over other apps, notification access or accessibility control. Android menu names vary by manufacturer.
- Test in Safe mode if the source is unclear. Safe mode temporarily disables downloaded apps. If the pop-ups stop there, remove recently added apps in normal mode one at a time and test after each uninstall.
- Uninstall and restart. Use Settings > Apps > [app name] > Uninstall, then restart the phone. If the app has a device-administrator role, revoke that access first from the security settings.
What to do after removal
- Run Play Protect: In Google Play, tap your profile picture, choose Play Protect, then scan. Keep it enabled; a clean scan is useful but does not prove that every listing is harmless.
- Install updates: Apply available Android security updates and update remaining apps through Google Play or the vendor’s trusted store.
- Reinstall cautiously: Read the Play listing, permissions and Data safety section. Prefer an established alternative whose function does not require unrelated access.
- Report the listing: Use the Play listing’s menu to report inappropriate content or policy violations. Include package name, version, screenshots, date and country because ad behavior can vary.
- Protect accounts: If you entered credentials or payment details while a suspicious app was installed, change them from a trusted device and monitor account activity. The Bitdefender and IAS campaign report included attempted credential and payment-data theft.
Why turning off personalized ads is not a complete fix
Disabling Android’s advertising ID can reduce one form of ad personalization, but it does not stop an app from displaying disruptive ads or collecting data through other mechanisms. A 2024 study of 1,811 top-free US Google Play apps found no substantial change in observed data-selling and sharing practices after either an Android AdID opt-out or Global Privacy Control signal. Treat the setting as a privacy preference, not as an ad-removal or security control.
How to document an app before naming it publicly
Ad behavior is not stable enough for a timeless “worst apps” list. Before identifying an app, record the exact version, Android release, device model, country, installation source and date. Describe where the ad appeared, whether it was dismissible, whether it continued after closure and which permissions were granted. Check the same behavior after an update; an ad-network auction or app revision can change the result.

Voluntary rewarded advertising is materially different from forced or deceptive placements. An app that offers a clearly explained reward after an explicit tap should not be grouped with an app that takes over the screen without consent. The deciding issue is control, context and attribution—not simply the presence of advertising.
When uninstalling is the right call
Uninstall immediately when an app repeatedly displays ads over unrelated apps, hides its icon, reappears after removal, requests access unrelated to its purpose or continues advertising after it is closed. If the behavior is confined to a labeled banner or an opt-in reward inside the app, first check its settings for an ad-free option and decide whether the trade-off is acceptable. When the source cannot be identified, remove recent, unnecessary apps in stages rather than disabling core Android components.

Can an ad over another app be caused by a website notification?
Yes. A browser site can send notification ads, which appear in the notification shade rather than as a true overlay. Review notification permissions for browsers and recently installed apps, then revoke the offending site’s notification permission.

Will factory-resetting the phone always remove intrusive ads?
A reset removes downloaded apps and data, but restoring the same app or backup can bring the problem back. Identify and report the app first, back up essential data, and reinstall selectively.
