Give each one a job: read soon, keep as a reference, or delete. Add a few words about why you saved it, then use a small, regular review to keep the useful links findable. This turns a neglected pile into a practical library without requiring an elaborate system.
Decide what each saved link is for
A reading queue and a reference library solve different problems. A reading queue holds articles you intend to read; a reference library keeps useful sources you may want to find again. Some links deserve neither place.

Work through the backlog in manageable batches. For each link, make one choice:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- Read soon: It is still relevant and you genuinely want to spend time with it. Keep it in an active reading queue.
- Keep as reference: You may need its information, argument, example, or source later, even if you do not plan to read it now.
- Delete: It is outdated, duplicated, no longer relevant, or only saved because it seemed important at the time.
This is a practical way to sort links, not a workflow shown to have a measured success rate. The point is to stop letting an old “read later” click make decisions for you.

Add the reason you saved it
A URL by itself rarely preserves the thought that made you save it. Add a short note in your own words: “compare these two approaches,” “use this example in the client brief,” or “check the original source for the figures.” That sentence can make the link useful months later.
ResearchPocket’s project documentation describes notes as a way to retain context and puts the principle plainly: “A useful library is more than a list of URLs.” Its documentation describes a local library with notes, tags, and search, plus optional sync. Its README also cautions that the library stores links and bounded excerpts, not PDFs, attachments, or full-page archives; browser storage is tied to the browser profile. ResearchPocket documentation

- Mark pages with no interference; the narrow body of the page tab fits perfectly within margins of books, notebooks and documents
- Easily view underneath the clear index tabs body as you bookmark chapters, separate important documents, highlight notes and more
- Stick securely to any page or document; the durable and repositionable tab is strong enough to turn a page, but removes easily for quick and clean changes
- Get crisp and clear writing on both sides of the smudge-resistant tab when using most pens, pencils, markers and highlighters (due to varied ink dry times and possible ink lifting, test ink before application)
- Organize with style when you create bible tabs, bullet journal tabs, report tabs, recipe tabs and more with the pack of 6 red, 6 yellow, 6 green and 6 blue color tabs
Use a few tags, not a taxonomy project
Tags help when a link belongs to more than one useful category. A piece about remote work might be tagged both “management” and “examples.” Start with topics or purposes you already search for, and add a tag only when it improves retrieval. Folders can still work for broad divisions; tags are useful when items cross those boundaries.

Instapaper supports tags alongside folders. Its October 30, 2024 announcement said tags were free to use and described tag search as a Premium feature; because that feature boundary comes from a dated announcement, check the current plan details before relying on it. Keep the reading queue separate from the library
An unread queue is for the things you may actually read next. A library is for material worth retaining whether or not you read it from beginning to end. Mixing them makes the queue feel endless and obscures reference material among articles waiting for attention.
Instapaper describes its Home view as an unread queue and its Archive as a place for finished or set-aside articles that remain searchable. It also documents syncing across devices, offline reading, and Kindle and Kobo destinations. These features can suit article reading, but an e-reader is optional; organizing saved links does not require separate hardware. Instapaper getting-started documentation

Make the active queue small enough that you will revisit it. During a regular review, move an article to the reference library if its value is keeping it rather than reading it, or delete it if you no longer need it. The review habit is advice, not a documented product outcome.

Know what a saved copy can—and cannot—preserve
A bookmark is a pointer to a web page. An archived copy can preserve content that may later change or disappear, but it is not a guarantee of permanent access. Raindrop.io’s documentation says its web archive saves page content, text, images, and formatting, but does not capture video, audio, or embedded iframes. It lists other failure cases, including inaccessible or login-protected pages, automated-access blocks, files larger than 70 MB, and some scrolling pages. Raindrop.io archive documentation
The same documentation says web archiving requires Pro. If a subscription expires, archived copies become inaccessible and are permanently deleted after about a month. It estimates that after a first Pro upgrade, existing bookmarks are queued in bulk at roughly 1,000 every 30 minutes; that is the vendor’s estimate, not a guarantee. Raindrop.io’s product page says its free tier starts at $0 and includes unlimited bookmarks, collections, and devices, while premium features require an upgrade. Plan terms can change, so check the current product details before choosing based on price or archive access. Raindrop.io product page
ResearchPocket’s README says its browser library lives in that browser profile and warns against clearing browser storage unless the library is synced or no longer needed. If you use local storage, take the backup and sync implications seriously before clearing browser data or changing profiles. ResearchPocket documentation

A lightweight routine to keep the collection useful
- Pick one batch. Open a portion of the backlog rather than attempting to process every link at once.
- Assign a job. Put each item in the active reading queue, retain it as a reference, or delete it.
- Record the context. Add a brief “why I saved this” note to links worth keeping.
- Make it retrievable. Add one or two tags only when they will help you find the item later.
- Revisit the queue. At a cadence you can sustain, read, reclassify, or remove items that no longer belong in the active queue.
There is no established success rate for this workflow, and a large backlog is not proof that you need a more complicated app. Treat the saved links as raw material: some are for reading, some are for reference, and many can be let go.
