Hybrid work can improve work–life balance when people have real control over where and when they work. But flexibility does not guarantee time off: frequent after-hours messages, unfinished workloads, and unpredictable schedules can make the working day spill into personal time. The hidden cost is the loss of dependable rest—not simply having a laptop at home.
Why hybrid work can make it harder to switch off
Hybrid arrangements change where work happens, but they do not automatically change how much work there is or when colleagues expect a response. When communication continues outside agreed hours, or tasks regularly exceed the time available, workers may find their workday stretched or broken into fragments.

Eurofound’s 2026 report describes both sides of the picture: teleworking and working-time autonomy are associated with better work–life balance and less burnout or exhaustion, while remote workers remain more exposed than workers only on employer premises to longer hours, work in free time, irregular schedules, inadequate rest, and constant availability. Frequent after-hours contact is among the factors with the strongest negative relationships with stress, mental strain, and work–life balance. These are associations, not proof that hybrid work itself causes a particular health outcome.
The distinction is control. A worker who can shape a predictable schedule is in a different position from someone whose hours shift at short notice or whose nominal flexibility means staying reachable indefinitely. Eurofound also finds that highly flexible schedules without worker autonomy can be more detrimental than fixed schedules.

How common is after-hours contact?
In Eurofound’s 2023 company-level survey of workers in Belgium, France, Italy, and Spain, eight out of ten respondents in companies both with and without a right-to-disconnect policy said they regularly received work-related communications outside working hours. Close to one fifth said such contact led them to work additional hours. These figures describe that four-country survey, not workers worldwide or current prevalence everywhere.
Workload was another pressure point: 37% of respondents said they worked additional hours to complete tasks they could not finish during working time. That points to a work-design problem when tasks routinely do not fit the hours available; it should not be treated simply as an individual failure to set boundaries.
Eurofound summarized the concern in its 2023 report, Right to disconnect: Implementation and impact at company level: “The ‘always on’ culture and working additional hours, which often lead to insufficient rest periods, have been shown to be detrimental to work–life balance, health and well-being, and workplace satisfaction.”

What a disconnect policy can—and cannot—do
A written policy can clarify when workers are not expected to read or answer work messages. But having a policy is not the same as putting it into practice. In the same Eurofound survey, 45% of respondents said their company had a disconnect policy. Among respondents in those companies, 80% said it applied to them, while only half knew of implementation actions.
Workers in companies with a policy reported better outcomes: 92% reported good work–life balance, compared with 80% in companies without a policy; very high job satisfaction was reported by 29% and 15%, respectively. These are differences between survey groups, not evidence that the policy alone caused the outcomes. Eurofound cautions that a policy by itself is insufficient to create cultural change.
For a policy to mean something in daily work, managers and teams need shared expectations: when messages may be sent, whether a response is expected, what counts as urgent, and how workload is handled when tasks cannot be completed within scheduled hours. The workplace also needs a way to identify why people are staying connected after hours and to check whether changes are working.

What employers can change
Useful measures address the conditions that keep work spilling into personal time rather than placing the burden solely on each worker. Eurofound recommends making expectations explicit, establishing workable contact and response norms, training managers and workers, investigating the reasons for over-connection, matching workloads to working time, limiting or preventing out-of-hours delivery where appropriate, and monitoring results with worker representatives.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Set clear communication norms. Define expected response times and how genuinely urgent matters are handled, so ordinary messages do not imply an after-hours duty to respond.
- Make schedules predictable and worker-led where possible. Provide advance notice of work location and hours, and give workers meaningful say over their schedules.
- Check workload against available time. If unfinished tasks repeatedly require extra hours, review priorities, staffing, deadlines, and task allocation.
- Make the policy visible in practice. Explain what it covers, train managers, and ask workers whether the arrangements work as intended.
- Review outcomes with workers. Use worker feedback and representative discussions to find out whether contact, workload, and recovery time are improving.
EU-OSHA’s review of hybrid work identifies advance notice, clear implementation conditions, suitable equipment, worker autonomy, and supportive management as helpful organizational factors. It also says the evidence on hybrid work’s mental-health effects remains limited and varied; hybrid arrangements do not always help people reconcile work with family and social demands.

Workers may find it useful to mute non-urgent notifications outside agreed hours, use a shutdown routine, or keep work and personal devices separate if that is practical. These are options to try, not proven substitutes for manageable workloads, clear expectations, or effective management. They cannot solve a situation in which a worker is expected to remain available or cannot finish assigned work during scheduled hours.

If after-hours work has become routine, a practical starting point is to make the pattern concrete: note when work extends beyond schedule, what prompted it, and which tasks remain unfinished. That can help a worker and manager discuss whether the cause is urgent coverage, unclear response expectations, workload, or schedule coordination—and agree on a change that addresses it.
Safety responsibilities and the law depend on location
For UK employers, Health and Safety Executive guidance says the same health and safety responsibilities apply to home workers as to other workers, and explicitly includes people who split time between home and the workplace. It advises employers to consider stress and poor mental health, safe computer and laptop use, and the working environment, and to consult workers. See the HSE’s Managing home workers’ health and safety guidance.
Legal rights to disconnect are not universal. Eurofound’s 2026 report says 13 countries had national right-to-disconnect provisions in 2025. That does not establish the rule for every country, sector, or employment arrangement. Workers and employers should check current local law, applicable collective agreements, and official guidance rather than assume a single standard applies everywhere.
How to judge whether a hybrid arrangement is working
When comparing a fixed hybrid schedule with a more flexible arrangement, “more flexible” is not enough to decide which is better. Consider who controls the hours, how much notice people receive, whether the workload fits the scheduled time, how often work messages arrive after hours, whether workers get reliable rest, and who bears the coordination burden for caregiving or other responsibilities. A good arrangement makes location and timing workable without turning availability into an unspoken requirement.
