Hurricane Evacuation vs. Sheltering in Place: How to Decide What’s Safest

Follow your local evacuation order or advice, leave promptly, and use the designated route. If no evacuation instruction applies, decide based on flood exposure as well as wind: storm surge, inland flooding, or water that could cut off your escape can make staying unsafe. If you shelter, use a sturdy indoor place away from windows that is also above likely floodwater. Keep receiving official alerts and prepare for possible outages and isolation.

This is general U.S. guidance. Local evacuation zones, routes, transportation assistance, and shelter openings vary and can change during a storm; check current instructions from your local emergency officials.

How to decide: check instructions, then assess water risk

  1. Check local instructions first. If authorities advise or order you to evacuate, leave promptly and follow designated routes. Do not take shortcuts or drive around barricades. Your zone and route depend on local plans. See Ready.gov’s evacuation guidance and FEMA’s hurricane guide.
  2. Consider flooding and your way out, not only wind. Storm surge and flooding can threaten areas inland, and a property or access road can become unsafe as water rises. Move to higher ground before floodwater arrives; do not wait until it blocks your route. A sturdy house is not a safe choice if water could reach it or trap you.
  3. If you stay, choose a place suited to both hazards. Use a sturdy building and get away from windows and doors. A designated storm shelter or an interior room without windows is preferable where available. Choose the lowest level that is not likely to flood. If water enters, move to a higher level; do not climb into a closed attic where rising water could trap you. FEMA covers hurricane sheltering in its Hurricane Ready fact sheet (FEMA P-2143, August 2024).
  4. Account for household needs and isolation. Staying can mean losing power or water and being unable to leave for several days if roads are impassable. Consider mobility, medical equipment, medication, pets, transportation, and whether household members can manage an outage. Have supplies for several days, including food, water, medication, charging methods, and protected important documents.
  5. Keep receiving official information. Monitor local alerts and official weather updates through channels such as the Emergency Alert System (EAS), NOAA Weather Radio, or local alert systems. A NOAA Weather Radio can be one way to receive information, not a replacement for evacuation instructions. FEMA’s app page says it can provide National Weather Service alerts for up to five locations and help find nearby shelters; check the current app details and confirm a shelter’s status locally: FEMA app information.

When evacuation is the safer choice

Evacuate when local officials tell you to, and take flood exposure seriously even when wind is your main concern. A location exposed to storm surge, rising water, or flooding access roads can become dangerous before the strongest winds arrive. Leave while routes are passable, and follow the route officials designate rather than improvising.

If you encounter floodwater, do not walk, swim, or drive through it. Ready.gov warns that six inches of fast-moving water can knock a person down and one foot of moving water can sweep a vehicle away. Its guidance sums up the rule: “Turn Around. Don’t Drown!” See Ready.gov flood safety guidance.

When sheltering in place may make sense

If no local evacuation instruction applies and your location is not exposed to likely flooding, sheltering in a suitable sturdy building may be an option. It is not simply staying wherever you happen to be: the shelter needs to offer protection from wind and avoid likely floodwater. If you cannot identify a place that meets both needs, seek current local advice about evacuation, assistance, or an appropriate open shelter.

Prepare for outages and use equipment safely

Plan for several days without power or water and for roads that may be impassable. Include household-specific supplies and a way to receive alerts. If using a generator, FEMA says to place it outdoors at least 20 feet from doors, windows, and vents; never operate it indoors. This distance is from FEMA’s August 2024 Hurricane Ready fact sheet.

A practical comparison when there is no contrary local instruction

Factor What to check
Flood exposure Storm surge, coastal or inland flood risk, rising water, and whether your property or access road could flood.
Wind shelter Whether a sturdy building and an appropriate interior room are available.
Time and route safety Whether you can evacuate before dangerous conditions or road closures, using the designated route.
Household needs Mobility, medical equipment, medication, pets, transportation, and ability to manage outages or isolation.
Information and support Access to official alerts, nearby help, and an open shelter appropriate for your household.

These factors help organize the decision; they are not a numerical risk score and do not override emergency instructions. The official materials cited here do not establish a universal percentage by which evacuation or sheltering is safer. Local hazards and the suitability of a specific building matter.
