GST rules specify invoice particulars, not a required HTML template, PDF library, or special rupee-rendering method. A good-looking PDF alone does not establish legal compliance.
Separate GST invoice content from PDF rendering
Use the current text of CBIC’s CGST Rules, including Rule 46, to check which invoice particulars apply to your taxpayer and transaction. Treat the list below as a practical review checklist, not individualized tax advice: the rules contain conditions and exceptions.

- Supplier name, address and GSTIN.
- A consecutive serial number unique for the financial year, and the invoice issue date.
- Recipient details required for the transaction.
- HSN code for goods or Accounting Code for services, as applicable.
- Description, quantity and unit where relevant.
- Supply value, taxable value, applicable tax rate and tax charged.
- Where applicable, place of supply, delivery address, reverse-charge status, and supplier signature or digital signature.
The GST Council’s older explanatory flyer says that no invoice format is prescribed and only applicable fields need to be filled; use the current CBIC rule text for legal specifics. The flyer is available at Tax Invoice and other such instruments in GST.
Build HTML that prints predictably
Choose the PDF engine to fit your existing stack and deployment environment. Chromium-based generation and WeasyPrint are both options, but the available documentation does not establish a universal winner or a head-to-head test for rupee rendering. Compare their fit with your stack, font availability, pagination behavior, paper and margin controls, and how easily you can validate repeatable output.

Chromium-based conversion
Chromium uses print media by default in the documented Gotenberg HTML-to-PDF workflow. Define print styles explicitly, set the intended paper size and margins, and enable printed backgrounds if your design depends on them: backgrounds may otherwise be omitted. A minimal stylesheet might look like this:

Adjust page-break rules to the shape of your invoice rather than assuming a single-page layout. Check whether long line items, tables spanning pages, and totals remain readable and complete.

WeasyPrint
WeasyPrint’s documentation says it uses fonts available to Pango and embeds fonts in generated PDFs. That makes the fonts installed in the actual conversion environment important. Embedding does not prove that a particular font or deployment will render ₹ correctly, so verify the glyph in your own output.

The ₹ sign is Unicode U+20B9. The cited renderer documentation does not explicitly validate that glyph across engines, fonts, or PDF readers. Use a font that includes the character, make sure it is available to the conversion process, and wait for required font and other assets to load before capturing the page. Do not infer success merely because the HTML displays correctly in your development browser.

- Put the symbol in the invoice content as Unicode ₹ and select a font that supports it.
- Ensure the font is installed or otherwise available in the production rendering environment.
- Wait for fonts, stylesheets and other required assets to load in automated generation.
- Generate the PDF with deliberate print styles, page size and margins.
- Inspect the PDF visually and check that the symbol is selectable or appears correctly in extracted text.
Run a practical PDF quality check
Validate representative documents before relying on the workflow. This is a practical QA checklist, not a claim that the cited sources tested these cases.
- Check ₹ in totals and line items, including large amounts and decimal values.
- Include a long line-item description and confirm it wraps without obscuring values.
- Inspect multipage invoices, repeated table headings where appropriate, and page breaks around totals.
- If the design uses colored backgrounds, verify they appear in the PDF.
- Open and print the output in the PDF viewers and on the systems your recipients use; compare appearance and selectable or extracted text.
Account separately for GST e-invoicing
For issuers covered by e-invoice requirements, reporting invoice details and receiving an IRN is an upstream workflow distinct from converting HTML to PDF. Official e-invoice portal guidance says the issuer can create the recipient-facing document after receiving the IRN and make further customizations in ERP or billing software. The cited guidance does not establish current coverage or thresholds; check current official notifications for applicability rather than hard-coding an eligibility rule into a general conversion process.
