The visible exhibit barrier—such as a moat, mesh, wall or glass panel—is backed by secure shifting spaces, lockable doors, staff procedures and repeated inspections.
Exact dimensions are not universal. They depend on the species, its climbing and jumping behavior, the site, local regulations and a qualified risk assessment. Indian, North American and Scottish guidance illustrates the range of accepted approaches without creating one worldwide blueprint.

Containment is a system, not a viewing wall
A big-cat enclosure has to solve two different problems at once: keep the animal inside and keep visitors and employees outside the animal’s reach. The Association of Zoos and Aquariums (AZA) describes tiger containment in those terms and treats staff access, doors and shifting areas as separate safety concerns. A beautiful viewing barrier is therefore only the public-facing layer of a larger system.
Designers normally map the animal’s possible routes and the people’s possible routes before choosing materials. The analysis considers climbing, jumping, digging, impact, pushing against a barrier, entanglement in mesh, access to door mechanisms and the consequences of a fractured viewing panel. The result may combine several barriers so that one damaged component does not immediately create an escape path.

Primary visitor-side barriers
The front of an exhibit may use a dry or wet moat, a fence or mesh screen, a rock wall, or selected glass viewing panels. Sightlines, visitor circulation and the available footprint influence the choice. A moat can provide a wide stand-off without putting bars between people and the animal, while mesh and glass can provide closer views where a moat is impractical.
Secondary and service-side containment
Behind the display area are holding rooms, shift pens and keeper corridors. These spaces allow staff to move an animal out of the public exhibit before cleaning, veterinary work or maintenance. Doors between spaces must be secure, observable and capable of being locked; the keeper should never have to rely on an animal remaining still while a gate is opened.
Barrier configurations and what each one must withstand
| Configuration | How it is used | Important advantages | Known concerns |
|---|---|---|---|
| Dry or wet moat | A recessed gap at the visitor-facing edge; Indian guidance lists a V-shaped front moat for tigers and Asiatic lions. | Creates distance and can preserve an unobstructed view. | Its width, depth, edge geometry and drainage must prevent jumping, climbing or crossing; a moat is not automatically safe for every species or site. |
| Metal bars | Rigid vertical or horizontal containment, sometimes used where a transparent view is not required. | Strong and relatively low maintenance, according to the AZA Tiger Care Manual. | Incorrect spacing can trap a limb or head, or let neighboring cats reach one another and fight. |
| Welded wire or chain-link mesh | Fencing for rear or side boundaries, shift pens and some viewing fronts. | Can provide ventilation and visibility with less visual mass than a solid wall. | Mesh must be strong, correctly installed and small enough to prevent teeth, claws or limbs becoming caught. |
| Rock or solid wall | High rear or side boundary, often shaped as part of the exhibit landscape. | Resists climbing when designed without usable footholds and can blend into a naturalistic setting. | Joints, ledges and maintenance gaps still require inspection; a textured wall may create footholds if its geometry is not assessed. |
| Safety glass | Viewing panels at selected visitor points or as an alternative where there is not enough room for a moat. | Offers a close, clear view while maintaining a physical separation. | Requires cleaning and inspection and can fracture; framing and attachment are as important as the pane itself. |
The Central Zoo Authority of India guidance lists a V-shaped dry or wet moat at the front, with glass viewing structures at selected points. It also describes a U-shaped dry moat, high rock walls or chain-link fencing at the rear. Where a moat cannot fit, the document describes mesh fencing with glass viewing panels as an alternative. It notes that hot wire may discourage an animal from entering a moat, but an electric element is a supplementary deterrent rather than a substitute for primary containment.

Dimensions are recommendations tied to a source and jurisdiction
Published measurements are useful design references only when their scope travels with them. The following figures come from Indian guidance or the 2012 AZA tiger manual; they are not universal legal requirements.
| Figure | Publisher and scope | What it describes |
|---|---|---|
| 5 m depth; 8 m horizontal top width | Central Zoo Authority of India; guidance for tiger and Asiatic lion exhibits. | Front V-shaped dry or wet moat. |
| 5 m fence height; 1.5 m inward overhang at 60 degrees | Central Zoo Authority of India; rear containment option. | Chain-link fence geometry intended to deter climbing out. |
| 5 × 10 cm, 7.6 × 7.6 cm or 10 × 10 cm openings; no less than 6-gauge composition | Association of Zoos and Aquariums, Tiger (Panthera tigris) Care Manual, 2012. | Mesh recommendations for specified tiger-fence construction. |
Before using any number on a real project, a zoo must check the current edition of the applicable law, regulator guidance, accreditation requirements and engineering advice. A tiger manual should not be treated as a specification for every large cat, and Indian dimensions should not be presented as requirements in another country.
How doors and shifting spaces prevent keeper escapes
Many serious incidents occur during routine access rather than while visitors are watching the exhibit. Zoos therefore design a sequence of doors and holding areas that lets staff move an animal without sharing an open space with it.

Double-door entry
Scottish Government guidance for dangerous wild animals states: A double door must always be used to prevent the animals escaping past the keeper as the gate is opened.
In practice, the keeper enters one secured vestibule, closes and checks that door, and only then opens the next gate. The arrangement creates a physical interlock: at least one barrier remains closed during normal passage.
Lockable keeper and shifting doors
The AZA Tiger Care Manual says keeper-access and shifting doors should be capable of being locked and that the layout should permit safe staff access to animal areas. Locks, hinges, tracks and viewing slots need to be positioned so an animal cannot reach the operating mechanism. A door that is strong but cannot be positively secured is an operational weakness.
Controlled animal movement
Shift pens let keepers isolate an animal before entering the exhibit. A safe sequence normally includes confirming the animal’s location, closing the destination gate, securing the intermediate door, checking the lock or indicator, and communicating status to every person who could enter the area. Written procedures should identify who has authority to open a gate and how an abnormal condition is reported.

- Account for every animal. Verify the identity and location of each cat using direct observation or an approved monitoring method.
- Clear the area. Confirm that no keeper, contractor or visitor is inside the space the animal will enter.
- Close and secure the receiving space. Check the latch, lock and visual position indicator before operating another door.
- Shift the animal. Use the designated gate or guillotine door; do not improvise with a service opening.
- Reconfirm containment. Observe the animal, inspect the closed barrier and record the movement when the facility’s procedure requires it.
Material choices and their failure modes
Bars and rigid frames
Bars tolerate impact and are comparatively easy to inspect. Spacing is critical: an opening that appears too narrow for a whole animal may still admit a paw, head or jaw. Adjacent cats must not be able to reach one another through the barrier, because contact can cause injury even when neither animal can escape.
Mesh and chain-link
The AZA manual accepts welded wire mesh when it is sufficiently strong and correctly installed. It warns that unsuitable material or poor installation can trap limbs, heads or teeth. Scottish guidance likewise requires mesh openings small enough to prevent entanglement and fencing capable of withstanding an animal climbing or jumping against it. Inspectors should look for broken wires, widened openings, loose fasteners, corrosion and edges that have become sharp.

Glass
Glass gives visitors a clear view but adds cleaning and inspection demands. A crack, damaged edge or failed frame can turn a viewing panel into a penetration point. Facilities need a documented inspection interval, a way to restrict access if damage is found and a replacement plan that does not require staff to work in an occupied animal area.
Best Value
Electric deterrents
Hot wire may discourage a cat from approaching a moat or fence, but the AZA manual cautions against relying on electric fencing alone as primary containment. Power loss, contact failure or an animal’s behavior can remove the deterrent. Physical barriers and secure doors must remain capable of containing the animal without it.
Inspection and daily operation are part of the barrier
Construction cannot compensate for an unchecked gate or a damaged panel. A facility’s inspection program should match the ways the enclosure could fail and should record defects until they are corrected.
- Before opening: inspect locks, hinges, tracks, mesh tension, bar spacing, wall edges, moat surfaces and glass for damage or unusual conditions.
- During operation: keep communication clear, limit access to authorized staff and use positive lock indicators where installed.
- After weather or maintenance: recheck drainage, fallen branches, undermined soil, ice, flooding, temporary barriers and tools left near the perimeter.
- After an abnormal event: stop movement, secure the area with the next available barrier and escalate according to the emergency plan.
AZA’s Safety Committee Resource Center identifies its sample documents as educational resources. They are not mandatory unless applicable law makes them so, and they do not establish a universal standard of care. Each facility remains responsible for professional judgment appropriate to its animals, design and operating conditions.
Which rules apply depends on where the zoo operates
Regulatory status matters as much as the engineering detail. The UK Department for Environment, Food & Rural Affairs describes its Standards of Modern Zoo Practice as minimum standards expected of zoos; that page was updated on 20 January 2026. Scottish dangerous-wild-animal guidance applies within its own legal context. The European Association of Zoos and Aquaria operational-document index says members are obliged to comply with its listed standards, while its best-practice guidance compiles expert husbandry knowledge for enclosure planning.
These categories should not be conflated. A statute or regulator rule can be enforceable; an accreditation requirement can bind participating members; an association manual or sample checklist can guide design without being law. A project team should document which authority controls each requirement and obtain a current, qualified review before construction or alteration.
A practical design review for a new or modified enclosure
- Define the animal and behavior profile. Identify species, age classes, social grouping and known climbing, jumping, digging or pushing behaviors.
- Map every route. Draw visitor, keeper, contractor and animal paths, including maintenance access and emergency exits.
- Choose the primary barrier. Compare moat, mesh, bars, wall and glass against available space, sightlines, drainage and likely failure modes.
- Add independent layers. Provide holding areas, shift doors, keeper vestibules and lockable service access so one component is not the only defense.
- Specify materials and interfaces. Check mesh gauge and opening, bar spacing, glass framing, fasteners, foundations, overhangs and transitions between different materials.
- Write operating controls. Define who may open each door, how animal location is confirmed, how locks are checked and what happens when equipment fails.
- Test and document. Conduct commissioning checks, emergency drills and scheduled inspections; retain defect and repair records.
- Reassess after change. A new climbing feature, neighboring exhibit, viewing platform or shift-door modification can create a risk that the original design did not address.
Common design mistakes and safer corrections
- Treating the visible barrier as the whole enclosure: add secure holding and shifting spaces, not just a stronger front fence.
- Copying a published dimension blindly: identify its species, authority, date and jurisdiction, then obtain a current local review.
- Using mesh with convenient but oversized openings: select a tested specification and inspect for deformation, sharp edges and entanglement points.
- Relying on an electric wire as the main defense: retain a physical barrier that remains effective during a power or equipment failure.
- Providing a single keeper gate: use a double-door vestibule or equivalent interlock so a keeper is never opening a gate directly onto an uncontained animal.
- Ignoring maintenance access: design inspection and replacement work so staff can service glass, locks and mesh without entering an occupied space.
The safest enclosure is therefore not the one with the most dramatic wall or the deepest moat. It is the one whose physical layers, doors, staff workflow, inspection schedule and governing standards all address the animal’s actual behavior and remain dependable when a component needs repair.
