Zero-trust access treats every request to an application, database, API, or other resource as untrusted until it is authenticated and authorized. A server’s location inside a corporate data center, private cloud, or trusted subnet does not grant access by itself.
Across multiple data centers and cloud regions, the model combines identity-aware policy, gateways or service proxies, device and workload signals, and continuous monitoring. A policy decision point evaluates each request; a policy enforcement point allows, denies, or constrains the connection where it reaches the protected resource.

What zero-trust access means in a multi-data-center environment
Traditional perimeter security often assumes that traffic inside a data center or virtual network is safer than traffic from outside. Zero trust removes that assumption. NIST’s Zero Trust Architecture (SP 800-207, published in 2020 and updated on NIST’s publication record in March 2021) says, “Zero trust focuses on protecting resources (assets, services, workflows, network accounts, etc.), not network segments.”
That distinction matters when an organization operates several facilities, colocation sites, private clouds, and public-cloud environments. A user may access a service in Data Center A, while an API call is routed to Data Center B and a database runs in a cloud region. The access decision must follow the resource and the request, not rely on the route, subnet, or building.

NIST SP 800-207A (finalized September 13, 2023) puts the principle this way: “One of the basic tenets of zero trust is to remove the implicit trust in users, services, and devices based only on their network location, affiliation, and ownership.”
The request-level access model
Zero trust separates two functions that are often confused: authentication proves or establishes who or what is making a request, while authorization determines what that subject may do with a particular resource under current conditions.
1. A subject requests a specific resource
The subject can be a human user, an application, a background job, or a device acting on behalf of a service. The request identifies a target such as a web application, API method, database, file service, or administrative interface. “Being on the corporate network” is not itself a sufficient authorization fact.

2. Identity and context are collected
Policy can use user identity, device or asset state, application identity, service identity, requested resource, action, time, location, and security telemetry. The exact attributes depend on the organization’s architecture and risk model. A managed device with current security controls may receive a different decision from an unknown device, even when both use the same user account.

3. A policy decision point evaluates the request
In NIST’s abstract model, the policy decision point (PDP) evaluates the request against policy and returns a decision such as allow, deny, or allow with restrictions. The PDP may be implemented as a centralized service, a distributed set of services, or coordinated components. NIST’s model is conceptual; it does not require one physical appliance or one network topology.
4. A policy enforcement point applies the decision
The policy enforcement point (PEP) sits in the access path and applies the PDP’s result. It can terminate a connection, require stronger authentication, limit an action, issue a short-lived credential, or pass the request to the service. Enforcement may occur at an application gateway, API gateway, identity-aware proxy, host agent, service-mesh sidecar, or another control close to the resource.
5. The request and resource state are observed
Monitoring records access events and relevant resource status. SP 800-207A describes using telemetry to refine access rights and trigger step-up authentication. A decision can therefore change when a device becomes noncompliant, a workload identity is revoked, a service behaves abnormally, or a protected system enters a higher-risk state.

A multi-location design needs both identity-tier and network-tier controls. Identity policy answers who or what may perform an action. Network policy limits where traffic can go and which paths are reachable. Neither layer should be treated as a replacement for the other.

Identity-tier controls
- Authenticate users through an enterprise identity system and apply least-privilege roles or attributes.
- Authenticate applications and services with workload identities rather than shared passwords or static network allowlists.
- Bind permissions to the requested resource and action, not merely to a data-center address range.
- Revoke, rotate, or shorten the lifetime of credentials when a user, device, service, or workload changes state.
Network-tier controls
- Segment networks and limit east-west reachability between services, locations, and environments.
- Use routing, firewalls, and security groups to reduce unintended paths, while recognizing that a reachable address is not an authorization grant.
- Apply equivalent controls across on-premises sites, private clouds, and public-cloud virtual networks.
Gateways provide a practical place to combine these controls. A gateway can authenticate the caller, consult policy, inspect the target service and action, and forward only an approved request to the appropriate data center. For cloud-native applications, API gateways, sidecar proxies, and service-identity infrastructure can enforce rules at service boundaries.
Why service identity is as important as user identity
Human sign-in does not explain every connection in a distributed system. A payment service may call an account service, which calls a fraud engine; scheduled jobs and event consumers create additional machine-to-machine requests. Zero-trust policy therefore needs identities for applications and services as well as for people and devices.
SP 800-207A discusses authentication and authorization based on application and service identities in addition to user and network attributes. SPIFFE is one example of service-identity infrastructure mentioned in that publication. A workload identity should be issued to the workload, have a defined lifetime and scope, and be revocable when the workload is replaced or compromised.

Service identity also prevents a common failure mode: treating every process in a trusted subnet as equivalent. Two services in the same facility can have different identities and permissions, while one service can retain its policy when it moves to another data center or cloud region.

Centralized and distributed enforcement patterns
There is no universal topology in NIST guidance. Compare candidate designs against the location of enforcement, identity coverage, policy scope, telemetry, and operational complexity.
| Pattern | How it works | Strengths | Trade-offs |
|---|---|---|---|
| Central policy, local enforcement | A shared PDP evaluates policy while gateways, agents, or proxies in each site enforce the result near resources. | Consistent rules with fast local blocking and reduced cross-site data traffic. | Each site must maintain reliable policy-cache, identity, and enforcement integrations. |
| Distributed policy and enforcement | Each location runs policy and enforcement components that synchronize rules and identity data. | Can continue operating during some inter-site outages and fit strongly autonomous sites. | Policy drift, synchronization errors, and duplicated operations are harder to control. |
| Gateway-centric access | Users and services enter through identity-aware gateways before reaching applications. | Useful for legacy applications that cannot enforce modern identity controls themselves. | Gateway capacity, routing, and high availability become critical; direct paths must be blocked or governed. |
| Service-mesh or proxy-based access | Sidecar or node proxies enforce service-to-service identity and authorization close to workloads. | Fine-grained east-west controls and strong workload identity in cloud-native systems. | Introduces certificate, proxy, policy, and troubleshooting overhead, especially for mixed legacy estates. |
Organizations can combine these patterns. For example, a central policy service may issue decisions while local proxies enforce them, and a gateway may protect an older application that cannot support service identity internally.
A practical zero-trust request flow
- Discover the target. Resolve the application, API, or data service and identify the data center, cloud account, or region currently serving it.
- Authenticate the subject. Verify the user, device, application, or workload with the organization’s approved identity mechanism. Do not substitute a source IP address for identity.
- Gather policy attributes. Include the requested resource and action, user or service role, device or asset posture, workload identity, time and risk signals where available.
- Evaluate authorization. The PDP checks the attributes against policy and returns an allow, deny, or constrained result.
- Enforce at the resource path. A PEP, gateway, agent, or proxy applies the decision and prevents an unapproved direct route.
- Apply session controls. Limit scope, duration, commands, or data operations; require step-up authentication when policy or telemetry raises risk.
- Record and reassess. Send access events and resource-status signals to monitoring systems so permissions can be adjusted or the session interrupted when conditions change.
Implementation steps for organizations with several sites
1. Inventory resources and dependencies
Map applications, APIs, databases, administrative interfaces, service-to-service calls, and the sites or clouds where they run. Record which systems can support modern identity protocols and which require a gateway or host-level control.
2. Define identity classes
Specify how employees, contractors, devices, applications, containers, virtual machines, and scheduled jobs obtain identities. Document issuance, rotation, expiration, revocation, and ownership. Shared accounts and long-lived credentials should be treated as migration risks.
Best Value
3. Establish policy decision and enforcement points
Choose where policy is evaluated and where it is enforced for each resource class. Ensure that every approved path passes through a PEP and that alternate direct paths are removed, filtered, or governed by equivalent controls.
4. Write resource-level policies
Start with explicit subjects, resources, actions, and conditions. A policy should distinguish read, write, administrative, and service-to-service operations. Keep network segmentation as a limiting control, not as proof that a request is trusted.
5. Deploy telemetry and response
Collect successful and failed authentication, authorization decisions, gateway and proxy events, workload identity changes, device posture, and relevant resource status. Define which signals trigger denial, session termination, permission reduction, or step-up authentication.
Quick wins for a faster PC:

Begin with a small set of high-value resources and observable dependencies. Run policy in a monitoring or decision-only mode where safe, correct identity and dependency gaps, then enforce. Expand by application and data center rather than changing every location at once.
7. Test site and identity failures
Exercise inter-data-center link loss, an unavailable policy service, expired certificates, revoked workload identities, stale policy caches, and a compromised device. Decide in advance which requests fail closed, which low-risk operations may continue with cached policy, and how operators regain access without bypassing controls.
Operational pitfalls and fixes
- “Inside the network” remains an allow rule. Replace location-based exceptions with named identities, resources, and actions.
- Only users receive identity controls. Add application and service identities for east-west traffic and automated jobs.
- One central dependency can block every site. Design highly available policy and identity services, local enforcement, and carefully bounded cache behavior.
- Policy differs by data center. Use versioned policy, change review, synchronization monitoring, and tests that compare effective rules across locations.
- Legacy systems cannot authenticate directly. Put an identity-aware gateway or proxy in front of them, restrict backend reachability, and plan a longer-term modernization path.
- Telemetry is collected but not actionable. Define which events change authorization, require step-up authentication, or open an incident, and test those automations.
- Network segmentation is mistaken for zero trust. Segmentation reduces blast radius; it does not replace per-request identity and authorization.
How to evaluate an architecture
Use these questions when comparing designs:
- Where are PDP and PEP functions located relative to each resource, and what happens when a site-to-site link fails?
- Are user, device, application, and service identities all covered, with practical rotation and revocation?
- Does policy follow a workload when it moves between on-premises facilities and cloud locations?
- Can operators see resource status, access events, denied requests, and the policy version that produced a decision?
- How will legacy applications, unmanaged devices, emergency access, and third-party services be handled?
- What is the operational burden of gateways, proxies, certificates, policy testing, and incident response?
NIST SP 1800-35, published in June 2025, documents 19 example implementations developed with 24 collaborators under Cooperative Research and Development Agreements. These examples show ways to integrate commercially available technology; they are implementation models, not proof that one product or topology is suitable for every organization.
What zero trust does not guarantee
Zero trust does not make a system breach-proof, eliminate the need for network controls, or provide a universal performance statistic. The cited NIST publications describe architecture and implementation guidance, not a measured effectiveness rate for organizations operating multiple data centers. The benefit is a more limited and observable authorization boundary: compromising one identity, workload, or network segment should not automatically authorize access to unrelated resources.
