XRPL transaction fees and account reserves are different requirements. A transaction fee is the XRP amount in that transaction’s signed Fee field; it is destroyed when the transaction is included in a validated ledger. A reserve is the minimum balance an account is expected to maintain for its account entry and the ledger objects it owns.
On Mainnet, the currently documented reserve is 1 XRP per account plus 0.2 XRP for each applicable owned ledger object. A standard reference transaction has a 10-drop minimum cost (0.00001 XRP), but load conditions and transaction type can require more. Both fee and reserve settings are controlled by live network parameters, so check the network before making an account-specific calculation.

Fees and reserves at a glance
| Question | Transaction cost | Account reserve |
|---|---|---|
| What is it? | An amount specified in one signed transaction’s Fee field. |
A balance threshold based on the account and its owned ledger objects. |
| How often does it apply? | Every transaction that reaches validated inclusion and is charged a cost. | Continuously, while the account and its objects exist. |
| Where does the XRP go? | It is irrevocably destroyed; it is not paid to a validator or recipient. | It remains part of the account balance and can be consumed by fees. |
| Current documented Mainnet amount | 10 drops as the reference minimum before load scaling for a standard transaction. | 1 XRP base reserve plus 0.2 XRP per applicable owned item. |
| What changes the amount? | Network load, transaction type and, for multisigned transactions, the signature count. | OwnerCount, the network’s reserve parameters and the network on which the account exists. |
One XRP equals 1,000,000 drops. Fees are normally expressed in drops, while reserve guidance is often expressed in XRP; convert units before comparing them.

How XRP Ledger transaction fees work
The signed Fee field sets the charge
Every XRPL transaction includes a Fee field. Because that field is covered by the transaction signature, changing it after signing invalidates the signature. A client must therefore determine an appropriate fee, put it in the transaction, and then sign that exact transaction.

The fee is charged when the transaction is included in a validated ledger. It is not a payment to the account receiving a transaction, to a validator, or to another service. The XRP Ledger documentation describes the result plainly: “The transaction cost is not paid to any party: the XRP is irrevocably destroyed.”
Ten drops is a reference minimum, not a universal price
Current documentation uses 10 drops (0.00001 XRP) as the minimum cost for a standard reference transaction before load scaling. That figure is a starting point, not a guarantee that every transaction will cost exactly 10 drops or that a transaction using 10 drops will be accepted immediately.
When the network is busy, load scaling can increase the fee needed for propagation or inclusion. The open-ledger cost can be queried with the fee method. A server’s server_info response exposes an unscaled base fee and load factor; server_state exposes base-fee and load values that can be used to calculate the local load-based amount. Applications should use values from the same network and at the time the transaction is prepared.
Some transaction types have higher or special costs
Do not apply the reference minimum indiscriminately. The documentation lists a 200,000-drop cost before load scaling for transaction types including AccountDelete and AMMCreate. Multisigned transactions use a cost that reflects the number of signatures. Other transaction types can have their own rules, so fee estimation must account for the transaction type and signing mode.
Failed transactions can still consume the fee
A transaction that reaches a validated ledger can incur its specified cost even when its result is a tec (ter) code indicating a transaction-level failure. The ledger records the failure and charges the transaction cost. By contrast, a transaction rejected before validated inclusion does not alter the shared ledger balance. Wallet software should distinguish a validated tec result from a submission or transport error.

What the XRPL account reserve is
Base reserve plus owner reserve
The reserve requirement is calculated from two parts:
- Base reserve: the amount associated with the account entry itself.
- Owner reserve: an increment for each applicable ledger object the account owns.
The documented formula is:
reserve requirement = reserve_base_xrp + (OwnerCount × reserve_inc_xrp)
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
For current documented Mainnet settings, that is 1 XRP plus 0.2 XRP for every counted item. OwnerCount is maintained on the account’s ledger entry and represents the objects that contribute to the account’s reserve requirement.
What counts as an owned object
Objects such as trust lines, offers and other account-owned ledger entries can increase OwnerCount. The exact count is account-specific; it is not the number of transactions the account has made. Adding an object can raise the required balance, while reducing the set of owned objects can reduce the requirement when the ledger permits that change.
The first two trust-line exception
The reserve documentation describes a special case for the first two trust lines when an account is created with exactly the 1 XRP base reserve. If the account is funded with more than 1 XRP, normal reserve charges apply to those first two trust lines. This exception matters only when evaluating that precise account-creation and trust-line scenario; it should not be generalized to every trust line.

These are live settings, not permanent constants
The current 1 XRP and 0.2 XRP figures are documented Mainnet settings. They replaced the former 10 XRP base reserve and 2 XRP owner increment in a change that took effect on 2024-12-02; the change was reported on 2024-12-12. Validators can change fee and reserve settings through the fee-voting process, and different XRPL networks can expose different parameters. Treat the values as a snapshot of the network you are querying, not as protocol constants that can be hard-coded forever.

For a real account estimate, obtain the account’s OwnerCount and the reserve parameters from the same network, preferably against a validated ledger. Do not combine an account value from one network or time with reserve settings from another.
- Query the account. Call
account_infofor the account and inspectaccount_data.OwnerCount. Request a validated ledger when your client supports an explicit ledger selector. - Query reserve parameters. Call
server_infoand readreserve_base_xrpandreserve_inc_xrp, or callserver_stateand readreserve_baseandreserve_incin drops. - Use consistent units. If the parameters are in drops, keep the entire calculation in drops. If you use the documented Mainnet values in XRP, convert the final result to drops only after the arithmetic.
- Apply the formula. Multiply the owner increment by the returned
OwnerCount, then add the base reserve. - Compare the result with the post-transaction balance. Subtract the proposed transaction fee and account for any ledger objects the transaction will create before deciding whether the transaction is allowed.
A generic JSON-RPC request for the account looks like this:
{
"method": "account_info",
"params": [{
"account": "r...",
"ledger_index": "validated"
}]
}
Use the returned OwnerCount rather than an estimate based on wallet history. A separate server_info request supplies the network’s current reserve fields, while server_state is useful when the values are exposed in drops and load information is also needed.
Can you spend XRP that is counted as a reserve?
Yes. The reserve is not a frozen sub-account or a separate lockbox. Transaction fees reduce the account’s ordinary XRP balance, and those fees can take the balance below the calculated reserve. The reserve documentation summarizes this by noting that the reserve is not dormant and can be used to pay transaction fees.

Going below the reserve does not delete the account. It does, however, restrict what the account can do. An account below its required reserve cannot send XRP to another account or create additional objects that would increase its reserve requirement. It may still submit transactions that are permitted in its current state, provided it can pay the applicable transaction cost and the transaction satisfies all other ledger rules.
Because a fee can consume the last available margin, a wallet should check both conditions before signing: the transaction must have enough XRP to pay its fee, and the resulting balance must be compatible with any reserve restrictions triggered by the transaction.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.How fees and reserves interact in common situations
A simple payment
For a payment that does not create a new owned object, evaluate the account’s current balance, the payment amount and the selected fee. The fee is destroyed, while the payment amount is delivered according to the transaction’s rules. A payment can fail because the account cannot satisfy the reserve-related restrictions even when the fee itself is tiny.
Creating an account-owned object
A transaction that creates an object can increase OwnerCount. The account must have enough balance for the object’s additional owner reserve as well as the transaction fee. The reference fee alone is not a substitute for checking the reserve increase.
Deleting an object
When an operation removes an account-owned object and the ledger permits the deletion, the account’s owner count can fall. Recalculate the requirement from the resulting ledger state rather than assuming that every transaction has the same reserve effect.
Best Value
A failed transaction with a tec result
Even though the intended ledger change does not succeed, a validated tec transaction can still burn its fee. Repeated retries can therefore reduce the account balance and leave less headroom for the reserve requirement.
How to choose and verify a fee before submitting
- Identify the transaction type and whether it is single-signed or multisigned.
- Query the current open-ledger fee with the
feemethod or obtain the relevant load data from the server. - Set the transaction’s
Feefield in drops, then sign the transaction. - Do not edit the fee after signing; create a new signature if the fee must change.
- Submit the signed transaction and monitor its validated result, not only the initial submission response.
- If the result is a validated
tec, account for the burned fee before retrying.
A fee estimate is not an inclusion guarantee. Load can change between estimation, submission and validation, and a transaction can also fail for reasons unrelated to fee size.
Why fee voting matters
Validators express preferences for fee settings, and the network’s fee-voting process can adjust the reference transaction cost and reserve requirements. The current settings are represented in the network’s fee configuration, including the FeeSettings ledger entry. Client software that displays “minimum balance” or calculates a sendable amount should query live values instead of embedding the 1 XRP, 0.2 XRP or 10-drop figures permanently.

Quick Recap
Troubleshooting fee and reserve errors
| Symptom | Likely cause | What to check |
|---|---|---|
| The wallet says the account cannot send XRP. | The balance is at or below the reserve needed for the account and its objects, or the proposed payment would cross the restriction. | Query OwnerCount, current reserve parameters and the post-fee balance. |
| A 10-drop transaction is not accepted. | Load scaling raised the open-ledger cost, or the transaction type has a special cost. | Use fee, inspect load data and verify the transaction type. |
| The balance fell after a failed attempt. | The transaction reached validation with a tec result, so its fee was charged. |
Inspect the validated transaction result and its Fee field. |
| The signed transaction is rejected after changing the fee. | The fee was changed without re-signing. | Update the fee, sign again and submit the new signed blob. |
| The calculated reserve does not match a wallet display. | The wallet used stale parameters, a different network or a different ledger state. | Compare the network, retrieval time, reserve fields and OwnerCount. |
A practical pre-submission checklist
- Confirm whether the account is on Mainnet or another XRPL network.
- Read the current base and owner reserve values from that network.
- Read
OwnerCountfromaccount_info. - Estimate the fee for the exact transaction type and signing method.
- Convert XRP and drops consistently.
- Check the balance after subtracting the fee and any payment amount.
- Consider whether the transaction creates or removes owned ledger objects.
- Sign only after the fee is final, then verify the validated result.
