On the XRP Ledger, transfer behavior depends on both the asset type and the settings on the accounts involved. XRP is native and does not use trust lines, while stablecoins and other issued tokens are identified by an issuer address plus a currency code and move through trust lines. Four controls matter most: Require Auth determines who may hold an issuer’s tokens, Deposit Authorization determines who may send funds to a destination account, freeze settings can stop movement of issued tokens, and clawback can let an issuer reclaim eligible balances. Each has a different scope, activation window and reversibility.
The transfer model: XRP is not a trust-line token
Before evaluating any control, identify the asset. XRP is the ledger’s native asset. Stablecoins and other fungible issued assets are trust-line tokens: a trust line connects an account to an issuer for a particular currency and records a shared balance and settings. The issuer address and currency together identify the token, so two assets with the same currency code but different issuers are different assets.

That distinction explains why a setting can affect a stablecoin but not XRP. Issuer controls apply to the issuer’s trust-line tokens. Destination-account controls can apply to incoming XRP and tokens, subject to transaction-specific exceptions. A transfer that appears to be a simple payment therefore depends on the asset type, the sender’s and recipient’s trust-line state, issuer settings and account-level flags.

What an account records
An account’s AccountRoot stores its XRP balance and account settings. Flags include RequireAuth, DepositAuth, GlobalFreeze, NoFreeze and clawback state. These ledger flag names describe account state; the flag values used in an AccountSet transaction are a separate interface. Do not copy an AccountRoot flag name into a transaction without checking the current transaction documentation.

Why trust-line settings are shared
A trust line is associated with two accounts. Each side has its own limit and authorization-related fields, while the balance is shared between the two sides. The issuer can authorize a holder’s line, and a holder can establish a line before or after authorization, depending on the issuer’s onboarding process. Offers and other ledger objects can also change balances indirectly, which is important when analyzing deposit restrictions.
Require Auth: an issuer allow-list for holders
Require Auth is an issuer-level policy. When enabled, an account may hold that issuer’s trust-line tokens only after the issuer authorizes the account’s trust line. It does not restrict XRP and does not automatically control tokens from other issuers.
Typical authorization flow
- Customer registration: the prospective holder completes the issuer’s onboarding and, where required, provides identity information.
- Trust-line creation: the customer creates a trust line for the issuer’s currency. The issuer may also create or participate in the corresponding
TrustSetoperation. - Issuer authorization: the issuer authorizes the customer’s trust line after its eligibility checks.
- Payment: the issuer or another holder can send the token once the line is authorized and other payment conditions are satisfied.
The customer and issuer trust-line transactions can occur in either order in the documented onboarding pattern. The important condition is that the issuer’s authorization exists before the customer receives a balance that requires an authorized line.

Require Auth is an early design decision. An issuer can enable it only while it has no trust lines and no offers. After a trust line is authorized, the issuer cannot simply revoke that authorization while the line remains active. If the line returns to its default state and is automatically deleted, its authorization status resets; a later trust line can then be handled as a new authorization decision.
This makes Require Auth suitable for permissioned distribution, such as a stablecoin limited to verified customers, but inconvenient for an issuer that expects unrestricted, permissionless holding. The issuer should define its eligibility, record-keeping and offboarding rules before issuing any tokens.

Deposit Authorization: a rule on the destination account
Deposit Authorization is a destination-account setting, not an issuer allow-list. When enabled, it generally blocks transfers from accounts that the destination has not preauthorized. The rule can cover incoming XRP as well as issued tokens, so it is broader than Require Auth in asset scope but narrower in purpose: it governs deposits to one account rather than who may hold a particular issuer’s token.
The official documentation describes it as an optional account setting in the XRP Ledger. Enabling it does not mean that every possible path into the account is closed. The transaction rules include exceptions for certain operations the destination account initiates or controls.

For an ordinary Payment, a sender that has not been preauthorized will normally be unable to deposit funds into a DepositAuth-enabled account. The recipient must authorize the sender first. This can affect customer deposits, exchange hot wallets and treasury accounts even when the token issuer has no Require Auth policy.
Documented exceptions
A DepositAuth account can still receive funds through specific mechanisms. The documentation identifies receiving funds from a Check and completing an Escrow as examples of transactions that the account itself participates in. These are not loopholes to assume for every transaction; the exact transaction type and current amendment rules determine whether an exception applies.
Why DepositAuth is not a complete “no deposits” switch
Ledger activity can also change balances through offers and trust-line behavior. In particular, offers and trust lines without No Ripple can create routes for balances to change. An operator who needs strict inbound controls must review those objects, not just the account’s DepositAuth flag. Monitoring should include trust-line creation, offer placement and other balance-changing transactions.

Freeze controls: stopping movement of issued tokens
An issuer that has retained its freeze powers can freeze an individual trust line or activate a global freeze for its issued trust-line tokens. Freeze affects the token issued by that account; it does not freeze XRP. It is also different from DepositAuth: a frozen token balance concerns whether issued units can move, while DepositAuth concerns whether an account can receive deposits.

Individual and global effects
- Individual trust-line freeze: targets a particular holder’s line. The issuer can use it to stop that holder’s token activity while other holders continue operating.
- Global freeze: affects the issuer’s issued trust-line tokens broadly. It is an emergency or policy control with consequences for every holder and counterparty using that asset.
Under the documented freeze behavior, direct transfers back to the issuer remain possible. A freeze therefore does not erase a balance or guarantee that a holder can redeem an off-ledger stablecoin claim. It only changes ledger transfer permissions. The issuer’s solvency, reserves and redemption obligations are separate questions that the ledger setting cannot answer.
No Freeze is permanent
No Freeze permanently gives up the issuer’s ability to freeze trust lines and to disable global freeze. The choice cannot be reversed. It is mutually exclusive with trust-line clawback, so an issuer must choose between permanently surrendering freeze powers and retaining the option to use clawback before either policy is locked in.
Clawback: issuer recovery authority
Clawback is disabled by default for trust-line tokens. If enabled, it gives the issuer a protocol mechanism to reclaim eligible issued tokens from a holder under the feature’s rules. It does not apply to XRP.
Prerequisites that must be met before issuance
- The network must support the Clawback amendment.
- The issuer must enable Allow Trust Line Clawback before issuing any tokens.
- The issuer’s owner directory must be empty. That means no trust lines, offers, escrows, payment channels, checks or signer lists.
- The issuer must accept that the setting cannot be reversed.
Because the owner-directory condition is strict, an issuer cannot wait until a stablecoin has circulated and then add clawback as an emergency feature. The decision belongs in the asset’s initial launch plan, alongside freeze and authorization policy.

Clawback is not a general transaction reversal
Clawback is issuer authority over the issuer’s eligible token balances; it is not a way to reverse XRP payments or rewrite arbitrary ledger history. Issuers should publish the circumstances in which they may use it, such as a legal seizure or account-compromise response, and keep operational controls around who can authorize a clawback transaction.
Other incoming-object flags
AccountSet documents flags that reject incoming checks, NFT offers, payment channels or trust lines. These flags are object-specific. They should not be described as a replacement for DepositAuth, because they do not generally block ordinary payments in the same way. Their availability and behavior depend on the applicable amendments, so operators should verify support on the network they use before relying on them.
Control comparison
| Control | Primary scope | Main transfer effect | When it must be chosen | Can it be undone? | Applies to XRP? |
|---|---|---|---|---|---|
| Require Auth | Issuer and its trust-line token | Only authorized trust lines may hold the issuer’s token | Before the issuer has trust lines or offers | Authorization cannot be revoked while an active line remains; the issuer policy is an early configuration choice | No |
| Deposit Authorization | Destination account | Blocks ordinary deposits from unapproved senders, with documented exceptions | When the account is configured for controlled inbound funds | The account setting can be changed through account management | Yes, subject to transaction exceptions |
| Individual freeze | One issuer trust line | Stops affected token activity while issuer freeze powers remain | After issuance, if the issuer retained freeze authority | Depends on the issuer’s freeze operation and current rules | No |
| Global Freeze | Issuer’s issued trust-line tokens | Stops broad token movement; direct transfers back to the issuer remain possible under documented behavior | After issuance, if not disabled by No Freeze | Available only while freeze powers are retained | No |
| No Freeze | Issuer policy | Permanently removes freeze and global-freeze powers | Before the issuer needs those powers | No | No |
| Allow Trust Line Clawback | Issuer’s eligible trust-line token balances | Permits issuer recovery of eligible issued tokens | Before issuance, with an empty owner directory and amendment support | No | No |
How to choose a control policy for a stablecoin
Permissioned distribution
If only verified customers may hold the token, Require Auth is the primary control. Pair it with a documented identity and authorization workflow. DepositAuth may still be useful on the issuer’s own treasury or redemption accounts, but it does not replace holder authorization.
Open distribution with emergency intervention
An issuer that wants broad holding but retains the ability to respond to incidents may avoid Require Auth and retain freeze powers. If recovery of specific balances is also required, clawback must be selected before issuance, and No Freeze cannot be selected. These choices should be disclosed because holders face different operational and governance risks depending on them.
Irreversible “no intervention” posture
An issuer that chooses No Freeze permanently gives up freeze authority. That can reassure users that balances will not be frozen by issuer action, but it also removes an emergency control. Because No Freeze conflicts with clawback, the issuer cannot later add clawback as a substitute.

Operational checklists
Issuer launch checklist
- Decide whether holders must be authorized before creating balances.
- Check that the issuer has no trust lines or offers before enabling Require Auth.
- Choose between retaining freeze powers, selecting No Freeze, or enabling clawback before issuance.
- If using clawback, confirm the Clawback amendment and an empty owner directory, including the absence of signer lists and other listed objects.
- Document which account flags protect treasury, redemption and customer-facing addresses.
- Test payment, trust-line, offer and exception paths on the target network before production issuance.
Holder and integrator checklist
- Verify the issuer address and currency; a matching currency code alone is not enough.
- Check whether your trust line is authorized when the issuer uses Require Auth.
- Check whether the destination account has DepositAuth and whether you are preauthorized.
- Distinguish a failed payment caused by destination policy from one caused by a frozen trust line or missing trust-line authorization.
- For a stablecoin, evaluate redemption terms and issuer disclosures separately from ledger controls.
Common scenarios and failure analysis
A verified customer cannot receive a new stablecoin
First confirm that the customer established the correct trust line for the issuer and currency. If Require Auth is enabled, verify that the issuer authorized that line. If the destination account also has DepositAuth, confirm that the sending account is preauthorized or that the attempted transaction falls within a documented exception.
An XRP payment is rejected even though no token freeze exists
Token freeze settings do not govern XRP. A rejection may instead reflect DepositAuth on the destination account, an account-level incoming-object restriction or ordinary payment conditions. Inspect the destination’s account settings and the transaction type rather than looking only at the token issuer.
A token holder can send units to the issuer but not to another holder
This pattern is consistent with freeze behavior: direct transfers back to the issuer can remain possible while holder-to-holder movement is restricted. It does not prove that the issuer can redeem the token for an off-ledger asset or that reserves are adequate.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesAn issuer wants to add clawback after launch
That is not supported by the documented prerequisites. Clawback must be enabled before issuance while the owner directory is empty, and the setting is irreversible. A post-launch issuer must operate within the controls selected at creation and any other available account policies.
Limits of what these controls prove
Ledger controls show what transactions the protocol will permit; they do not establish a stablecoin’s legal status, reserve quality, redemption capacity or compliance with a particular jurisdiction’s rules. Require Auth can enforce an issuer’s allow-list, but it does not verify identity by itself. DepositAuth can restrict inbound transfers, but it does not prevent every balance-changing route. Freeze and clawback can alter token control, but neither makes an issuer solvent.
Amendments and implementation details can change. Before enabling a setting or designing production transaction flows, consult the current XRP Ledger network documentation and confirm that the amendment is active on the network you target. Treat irreversible choices—No Freeze and Allow Trust Line Clawback—with formal change control and explicit holder disclosures.
