A Windows handheld can install eligible PC versions from the Xbox app or Game Pass, Xbox Play Anywhere can carry supported purchases and saves between an Xbox console and Windows, Xbox Cloud Gaming can stream supported titles, and Xbox Remote Play can stream games from your own console. Those routes have different game catalogs, subscription requirements, internet needs and offline behavior.
The key question is not simply whether a device is called an Xbox handheld. It is which operating system it runs, which version of the game you own or subscribe to, and whether you want a local installation or a stream.

The four ways Xbox games reach a handheld PC
Xbox access on a handheld is best understood as four separate routes. A single game may support one, several or none of them.

Local PC installation
On a Windows handheld, open the Xbox app or Microsoft Store, sign in with the account that owns the game or has the appropriate Game Pass entitlement, and install the Windows PC version. The device remains a normal Windows computer, so you can also use other PC storefronts. ASUS documents Xbox Store and Game Pass installation on the ROG Xbox Ally, alongside access to Steam and Battle.net.

A PC Game Pass entitlement applies to eligible PC versions. It should not be described as automatic access to every console edition. A listing can have separate Xbox console and Windows PC products, different save support, or no PC version at all.
Xbox Play Anywhere
Xbox Play Anywhere is a license feature attached to particular games. For a participating title, one digital purchase supports play on Xbox consoles and Windows PCs, including compatible handheld PCs. Xbox says supported saves and achievements synchronize between those platforms when you use the same account.
Check the individual store listing for the Play Anywhere designation before buying. A digital Xbox purchase without that designation may not provide a Windows license, even when a similarly named PC version exists. Play Anywhere also does not make a game run natively on SteamOS; it supplies Xbox and Windows entitlements for participating titles.
Xbox Cloud Gaming
Cloud Gaming runs the game remotely and sends an interactive video stream to the handheld. You do not download the full game, so storage capacity is less important, but the title, subscription, device and country must all be supported. A cloud-capable subscription does not mean every game in the Xbox catalog is streamable.
Xbox Wire’s December 19, 2025 guide listed Windows PCs and several gaming handhelds as supported devices, with Steam Deck support described as beta. The same guide reported 29 supported countries at publication; that was a dated count, not a permanent worldwide total. Check the live regional and device lists before relying on availability.

Xbox Remote Play
Remote Play is different from Cloud Gaming: the game is installed on and runs from your own Xbox console. ASUS’s FAQ says the console must have remote features enabled and be powered on or set to Sleep mode. Both the console and handheld need internet access. Online multiplayer and membership requirements can vary by country, so verify the current terms for your account region.
How to install eligible Game Pass games on a Windows handheld
Use this procedure when you want the game stored on the handheld rather than streamed.

- Confirm Windows. Native Xbox PC installation requires a Windows handheld. A Steam Deck running SteamOS is not treated as a Windows PC installation target.
- Sign in. Use the Microsoft account that owns the game or holds the relevant Game Pass plan. If you use different accounts for the console and subscription, the entitlement may not appear.
- Open the Xbox app or Microsoft Store. Search for the exact game and inspect whether a Windows PC version is included. Do not assume that a console-only listing is installable on Windows.
- Check storage and hardware expectations. Large PC games can consume substantial space. Read the game’s requirements and look for the handheld-compatibility information before starting a long download.
- Install to internal or compatible expansion storage. Keep enough free space for the download, installation overhead and updates. Storage accessories or a USB-C dock are optional conveniences, not requirements for Game Pass.
- Launch and test controls. Some games identify the handheld’s controls automatically; others may need an in-game controller preset or Windows input adjustment.
Installed games can generally be played without continuously streaming them. They can still require an initial sign-in, periodic license validation, updates, or an online connection for multiplayer. “Installed” therefore means local gameplay is possible, not that every title is guaranteed to work indefinitely while completely offline.
What changes on Steam Deck?
Steam Deck is primarily a SteamOS device, so its Xbox path is currently streaming rather than native PC Game Pass installation. Xbox’s December 2025 guidance calls Steam Deck cloud support beta and says setup is more involved: you go to desktop mode and install Microsoft Edge using Microsoft’s browser instructions.
That distinction matters. Adding a browser shortcut for Cloud Gaming does not install the Windows PC build of a Game Pass title on SteamOS. The game remains on a remote server, and your experience depends on bandwidth, latency and regional service support. If local Game Pass installations are your priority, a Windows handheld is the more direct fit.

Windows handhelds, including the ROG Xbox Ally
The ROG Xbox Ally models combine a Windows operating system with an Xbox-focused front end. Xbox and Windows games can appear in an aggregated library, and the handheld-oriented controls are designed to reduce the need to navigate a desktop with a tiny touchscreen. Underneath that interface, however, it is still a Windows PC: storefronts, launchers, drivers and game compatibility vary by title.

ASUS documents browsing the Xbox Store or Game Pass and installing games on the handheld, while also documenting Steam and Battle.net access. This flexibility is useful if your library spans multiple stores, but it also means that a game’s launcher, anti-cheat system, controller support and display settings can affect the experience independently of Xbox licensing.
Handheld compatibility and the “optimized” label
Xbox’s Handheld Compatibility Program provides a game-level signal for Windows handheld users. A notice can appear before you install or buy a title that is not currently marked Handheld Optimized.
Treat the label as a suitability guide, not a performance guarantee. It does not promise a particular frame rate, battery life, resolution or fan-noise level. A title can be playable yet require lower graphics settings, a frame-rate cap, a larger text mode or a controller remap. Conversely, a game marked as suitable can still behave differently after an update or on a lower-power handheld.
Cloud Gaming: connection requirements and practical limits
Xbox Wire’s December 19, 2025 guide recommends at least 20 Mbps for stable cloud play. That is Xbox’s published recommendation, not a guarantee of low latency or perfect image quality. Distance from the service, Wi-Fi congestion, packet loss and other household traffic can matter as much as the headline speed.

- Use wired Ethernet through a compatible USB-C adapter or dock where practical.
- Pause large downloads and video streams on the same network.
- Prefer a stable connection over a brief speed-test peak.
Xbox reported a 45% year-over-year increase in overall Xbox Cloud Gaming hours in its December 2025 guide. That is Xbox’s own service-usage statement, not an independently audited market statistic. It indicates growing use, but it does not change the requirements for a particular game or country.
Choosing the right route for a specific game
- Identify the exact product. Is it an Xbox console game, a Windows PC game, a Play Anywhere title, a cloud-playable game, or a game installed on your own console?
- Check your entitlement. Confirm whether you own it digitally, receive it through a current Game Pass plan, or intend to stream it. Plan catalogs and features change by country and date.
- Decide whether local play matters. Choose a Windows handheld and an eligible PC version if you need play away from reliable internet. Choose Cloud Gaming or Remote Play when downloading the game is impractical.
- Check the device path. Windows supports Xbox PC installation; Steam Deck’s documented Xbox route is browser-based Cloud Gaming beta.
- Check compatibility before buying. Read the game’s handheld information and requirements. Do not infer battery life or frame rate from an Xbox label alone.
Offline play, saves and account checks
Local installations are the only route of the four that can support ordinary offline play, and even they are subject to the game’s own design and platform licensing. A first launch may require sign-in, and some games require periodic online validation. Cloud Gaming and Remote Play always need an active connection because the game is running elsewhere.
Play Anywhere synchronization works for participating titles when the Xbox and Windows installations use the same Microsoft account and the service can synchronize data. It is not a universal save-transfer system for every Xbox game.
Common problems and fixes
The game appears on Xbox but has no install button
Look for a Windows PC edition and confirm that your plan includes PC access. A console-only entitlement or a title absent from the PC catalog cannot be installed locally through the Xbox app.

Check the current plan, country, device support and the game’s cloud-play status. A supported handheld does not override regional restrictions or a title that is not enabled for cloud play.

Steam Deck setup does not work
Switch to desktop mode and follow the current Edge-based browser setup described by Xbox and Microsoft. Remember that this creates a streaming shortcut; it does not add native Game Pass PC installation to SteamOS.
Controls or performance are poor on Windows
Check the game’s handheld-compatibility notice, update Windows and controller drivers, and try the title’s controller preset or lower graphics settings. Compatibility labels do not specify a guaranteed frame rate or battery result.
Remote Play cannot find the console
Confirm that remote features are enabled, the console is powered on or in Sleep mode, both devices have internet access, and the account is using the current regional membership terms for Remote Play.

In an October 16, 2025 launch article, Xbox reported more than 1,000 Xbox Play Anywhere games. That count was accurate as described at that date and will change as titles are added or removed. Use the individual game listing—not the headline number—to determine whether a particular purchase includes Windows rights and synchronized saves.
Bottom line
A Windows handheld offers the broadest Xbox experience because it can install eligible PC versions, use Play Anywhere licenses and access cloud or Remote Play when local installation is not available. Steam Deck can access Xbox through Cloud Gaming’s beta browser setup, but that is streaming rather than native Game Pass PC installation. For every title, verify the exact edition, entitlement, region, device support and compatibility notice before assuming it will install, run offline or perform like an Xbox console.
