Alaska LNG would reach South Korea by pipeline and then by ship: gas from Prudhoe Bay on the North Slope would travel to a proposed export terminal near Nikiski, where it would be liquefied and loaded onto tankers. The published project construction estimate was $38.7 billion in 2020. That figure is not a current project budget or the price a South Korean buyer would pay for delivered gas.
How the proposed Alaska-to-Korea route would work
- Treat the gas at Prudhoe Bay. The project design starts with a gas treatment plant on Alaska’s North Slope.
- Move it south by pipeline. FERC’s 2020 authorization describes an approximately 807-mile, 42-inch pipeline from the North Slope to the Kenai Peninsula. The environmental review traces the proposed route generally alongside the Trans-Alaska Pipeline System and nearby highways toward Livengood, then south toward Nikiski, including a Cook Inlet crossing. FERC’s final environmental review provides the route details.
- Liquefy it near Nikiski. At the proposed Kenai Peninsula facilities, the gas would be cooled into liquefied natural gas (LNG) for export from a marine terminal.
- Ship it across the Pacific. Tankers would carry the LNG to overseas buyers. The project records reviewed do not specify a South Korean port, voyage distance, vessel, or seasonal route.
FERC describes design capacity of up to 3.9 billion cubic feet of gas per day in the pipeline and up to 20 million metric tons of LNG annually. These are proposed capacity figures, not evidence that the project has been built or is exporting. FERC’s authorization announcement summarizes those facilities and capacities.

What the $38.7 billion estimate covers
On June 25, 2020, the Alaska Gasline Development Corporation (AGDC) announced a $38.7 billion project construction estimate. AGDC said that was $5.5 billion, or 12.4%, below the $44.2 billion estimate compiled in 2015 by earlier project sponsors. The 2020 update followed a 14-month process that AGDC said incorporated third-party industry expertise. AGDC’s announcement is the source for the estimate and comparison.

The $38.7 billion is a dated estimate of project construction, not a price per unit of LNG and not a complete delivered-cost quote for South Korea. AGDC’s release does not give a South Korea delivery tariff, shipping charge, buyer price, or current 2026 project budget.

Why a South Korean delivered price cannot be read from the construction estimate
A delivered price would depend on costs and terms beyond building the Alaska facilities. A defensible figure would need, at minimum, current costs and financing for upstream gas and infrastructure, operating and liquefaction costs, shipping arrangements and route, the sales contract’s pricing terms, and South Korean terminal or regasification charges. The project records cited here do not establish a current price incorporating those elements, so the construction estimate cannot be converted into a buyer’s per-unit cost on its own.

FERC announced a conditional Natural Gas Act authorization on May 21, 2020, allowing AGDC to site, construct, and operate the project. The Department of Energy’s export docket records separate export authorizations, including a 2020 final order covering non-free-trade-agreement destinations and later rehearing actions through 2023. Those regulatory actions do not establish that construction has started, financing has closed, a buyer has committed, or an operating date is firm. The official pages cited do not provide a confirmed in-service date. See the FERC announcement and DOE export docket.

A DOE supplemental environmental review includes a scenario in which LNG is delivered to South Korea and used at a natural-gas combined-cycle power plant. It is an analytical scenario, not evidence of a buyer contract or a quoted delivered price. The DOE/NETL supplemental review appendix describes that scenario.
