Does WoW Forever stay at level 60?
That is the direction Blizzard has announced. Its announcement says players will “adventure to level 60, and continue progressing through new stories, experiences, and updates.” The wording describes an ongoing level-60 world, not a promise about a particular release cadence, the amount of future content, or how long the game will remain commercially available. Blizzard’s announcement is the source for that broad framing.

In practical terms, the level cap acts as a design boundary: future progression can come from stories, activities, regions, and systems rather than from repeatedly raising the maximum level. Blizzard has not established every implementation detail, so announced features should not be treated as a complete or final feature list.

Blizzard’s panel recap points to progression beyond the character’s level number. It describes systems and content intended to support the full level 1–60 journey, including alternate-character play, shared outdoor activities, and additions to the world. These are announced directions, not confirmation that every element has shipped in final form.

Legacy progression and alternate characters
The Legacy system is described as supporting players who enjoy leveling and making alternate characters. That suggests a reason to revisit the leveling journey even after one character reaches the cap, rather than treating the path to 60 as a one-time hurdle.
Camping and shared outdoor play
Camping is described as a way for adventurers to contribute to shared outdoor campfires. Players can stop, contribute through professions, and share campsite buffs. The idea adds a social activity to the world outside dungeons and conventional endgame encounters.

The panel recap also mentions new regions and dungeons, plus visual options and gamepad support. Together, these examples show how Blizzard could add experiences around a fixed level range; the recap does not establish final availability or detailed specifications for each feature.
How Forever differs from other WoW Classic paths
“Classic” is not one universal progression rule. Blizzard describes Classic Era as the original World of Warcraft experience, while its Anniversary Edition announcement distinguishes realms pursuing a level-60 journey from realms that progress into Burning Crusade Classic. Hardcore realms follow Classic Era phases. Forever is a separate announced direction, so its level-60 premise should not be generalized to every Classic realm.

The premise may suit players who want a Classic-style world that can gain new activities and stories without moving the character-level ceiling. Someone who prefers a higher cap or expansion progression should check the rules for the specific realm or version they intend to play; Forever’s announced direction does not define those other paths.
