How workload scheduling can shift AI computing to periods of lower grid demand

AI operators can reduce their contribution to local electricity peaks by delaying flexible jobs, moving them to another data centre, or coordinating computing with cooling, batteries and onsite generation. The method changes when or where electricity is drawn; it does not automatically reduce the energy required to complete the same computation.

The strongest candidates are advance-schedulable training runs and some inference workloads that are not latency-sensitive. Jobs with strict response-time targets, continuous-operation requirements, contractual deadlines or no operator scheduling control may have little flexibility.

Why timing matters as AI electricity demand grows

Data-centre electricity use is becoming large enough that the hour of consumption matters to utilities and site operators. The International Energy Agency (IEA) estimates global electricity generation serving data centres at 460 TWh in 2024, more than 1,000 TWh in 2030 and 1,300 TWh in 2035 in its Base Case. These are modeled outlook figures, not a meter reading from one facility. The IEA’s supply discussion is available in Energy supply for AI.

A data centre can be fully utilized yet still create a grid problem if many facilities increase demand during the same constrained hours. Conversely, the same computing can be less disruptive when scheduled for a period with spare transmission capacity or lower system demand. Workload shifting therefore targets coincident peaks, local congestion and reliability events rather than promising a universal reduction in total kilowatt-hours.

In its 2025 Energy and AI analysis, the IEA explains that virtualized workloads can be scheduled against grid conditions, prioritizing times or locations with lower congestion. That description applies most directly to AI training and to inference that can tolerate additional delay. It does not mean every model request can wait or move.

What “flexible” AI work actually means

Flexibility is the ability to change a job’s start time, execution rate, duration, or location without violating its service objective. Operators must also control the scheduler, infrastructure and relevant contracts. A workload is not flexible merely because it runs on virtual machines.

Training jobs

Large training runs are often planned in advance and can be assigned a completion deadline rather than a fixed start minute. A scheduler may pause between checkpoints, reserve a later window, or select a different site. The practical limits are still significant: pausing can reduce accelerator efficiency, checkpoints consume storage and network bandwidth, and a deadline can leave no room during a prolonged grid event.

Batch inference and data processing

Offline scoring, indexing, simulation and other batch tasks can usually be queued. Their scheduler can rank jobs by deadline and shift lower-priority work away from a constrained interval. The service contract must define how much lateness is acceptable.

Interactive inference

Chat, search, control and transactional inference are governed by response-time and availability targets. A request cannot normally be moved to tomorrow because the grid is busy. Flexibility may still exist in non-urgent precomputation, replica placement, model refreshes or routing to another site, but the latency budget and network path become binding constraints.

Continuous and contractual workloads

Some services require uninterrupted execution, deterministic timing or a fixed geographic location. Third-party agreements may prohibit relocation, and an operator may not have authority to alter a customer’s schedule. Those jobs should be treated as inflexible unless the service owner explicitly changes the commitment.

Temporal scheduling: moving work to a better hour

Temporal shifting compares a job’s deadline with forecasts for demand, congestion, prices, renewable output and facility conditions. The scheduler then chooses a feasible start or execution profile rather than simply filling every available accelerator immediately.

A practical control loop

  1. Classify the job. Record its earliest start, hard deadline, maximum pause duration, checkpoint behavior, accelerator type, data locality and service-level objective.
  2. Define an allowed window. A training run might be eligible for any six-hour period before a deadline; an interactive request may have only milliseconds of flexibility. The window must come from the workload owner, not from an assumed tariff signal.
  3. Ingest grid and site signals. Useful inputs include local demand or congestion alerts, electricity prices where applicable, renewable-availability forecasts, facility temperature limits and battery state of charge. A cleaner-looking hour is not automatically cheaper or lower-carbon.
  4. Reserve capacity and checkpoints. Ensure that a delayed run can still obtain the required accelerators and that checkpoint storage and network links can handle a pause or migration.
  5. Execute with guardrails. The scheduler should cap the amount of load that can be curtailed, protect critical services, and return jobs to their original plan when a forecast fails.
  6. Measure the event. Compare the facility’s load during the target interval with the counterfactual schedule, while recording completed work, deadline compliance and any energy used later to catch up.

This process shifts demand in time; it does not erase the computation. If a job is postponed from a peak hour to a later hour, total energy may be nearly unchanged, and extra checkpointing or repeated work can increase it.

Geographic shifting: moving work to another site

Virtualized workloads can also be routed among data centres. A site with spare electrical capacity or less local congestion may accept a training run while another site is constrained. The IEA identifies this time-and-location flexibility as a key use of virtualization.

Checks before relocating a job

  • Capacity: confirm that the destination has the right accelerator model, interconnect topology, storage and cooling headroom for the entire run.
  • Power-system conditions: evaluate the destination’s local congestion, connection limits and expected grid conditions rather than assuming that a different region is better.
  • Data movement: account for dataset transfer time, egress charges, privacy rules and bandwidth contention. Moving terabytes can consume time and electricity that outweighs the scheduling benefit.
  • Latency: interactive services may violate response targets if requests travel farther. Batch work is generally easier to relocate.
  • Carbon and cost signals: the receiving grid’s generation mix and tariff can differ by hour. A lower-carbon or less-congested location is a case-specific result, not a universal rule.

Geographic shifting can also spread risk. Keeping a second site available may improve resilience, but reserving capacity there has an opportunity cost and does not guarantee that both sites will be unconstrained during the same event.

Facility-side flexibility beyond software

Workload orchestration is only one lever. A 2026 Lawrence Berkeley National Laboratory (LBNL) overview identifies four complementary mechanisms: computational load shifting, changes in facility-infrastructure operation, energy storage and onsite generation. Its analysis appears in Integrating AI Data Centers with the Power Grid.

Cooling and thermal storage

Cooling can represent 10% to 30% of a data centre’s load, according to the IEA. With thermal storage lasting a few hours, operators can pre-cool or store cooling capacity during less-constrained periods and reduce chiller electricity during a grid event. The achievable reduction depends on weather, equipment limits, temperature set points and the duration of the event; pre-cooling is not free energy savings.

Batteries

Batteries can discharge during a short peak while servers continue running. Their useful duration is bounded by stored energy, power electronics, reserve requirements and recharge time. A battery changes grid draw during the event but introduces conversion losses, degradation and a replacement cost.

Onsite generation

Generators or other onsite resources can supply part of the load when the grid is constrained. Dispatch must comply with air-quality rules, fuel availability, maintenance schedules and interconnection requirements. Onsite generation may support reliability without changing the workload schedule, but its emissions and operating cost must be included in the evaluation.

Coordinated control

The largest response may combine a delayed training queue, a temporary cooling adjustment and battery discharge. Controls need a single priority order so that a reliability-critical service is protected when several resources are called at once.

How flexibility creates value for the power system

IEA 4E distinguishes several services in Data Centres and Flexibility. Market-serving flexibility adjusts consumption in response to supply-and-demand conditions. Grid-serving flexibility helps manage transmission or distribution bottlenecks. System-serving flexibility supports broader stability needs, such as balancing and fast response. A single data centre may provide one or more services, but each requires an eligible signal, a measurement method and an authorized counterparty.

The value can appear as avoided peak charges, reduced curtailment, faster connection of new load, improved reliability or better integration of variable renewable generation. Whether any of those benefits exceeds the operator’s costs depends on local tariffs, market rules, baseline definitions and the frequency of events.

Why a lower-demand hour is not automatically a lower-carbon hour

Moving a job can relocate or reschedule emissions rather than eliminate them. The receiving hour may use fossil generation, or the delayed job may run when the grid is cleaner but the facility must operate cooling harder. A credible carbon claim requires hourly or sub-hourly local grid data, a defined counterfactual and accounting for extra network transfers, storage losses and backup generation. No single hourly result applies to every data centre.

Economics: utilization versus flexibility

Accelerated servers are expensive assets. Keeping them busy improves utilization and can shorten a customer’s completion time, while waiting for a favorable grid condition leaves capacity idle or forces work into a later rush. The opportunity cost is especially high when a deadline or scarce accelerator type prevents the scheduler from filling the gap with another job.

An operator should compare the value of a flexibility event with:

  • lost or delayed compute revenue;
  • checkpoint, migration and data-transfer costs;
  • extra cooling, storage or battery cycling;
  • service credits or penalties if a deadline is missed;
  • tariff savings, congestion payments or reliability compensation;
  • the probability that the forecasted grid condition actually occurs.

Contracts determine who can make that trade. A cloud provider may control orchestration but not the customer’s deadline; a colocation customer may control jobs but not the building’s cooling plant. Governance must specify who receives a grid signal, who approves curtailment, how performance is measured and who bears service risk.

What the IEA’s 50-GW estimate does—and does not—mean

The IEA estimates up to 50 GW of technical data-centre flexibility by 2035, combining workload shifting with cooling-load management. The scenario assumes that 25% of accelerated workloads and 10% of conventional workloads can shift during daily demand peaks. It is a modeled potential, not measured deployed capacity, and the cooling contribution is included. The assumptions and estimate are documented in the IEA’s Energy and AI chapter.

The estimate should therefore be read as an upper-bound planning signal. Actual availability will vary with workload mix, latency obligations, site design, market access, contracts and the economic decision to leave accelerators idle. It cannot be cited as proof that 50 GW is currently dispatchable or that every region can obtain the same response.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

LBNL makes the complementary limitation explicit: demand flexibility can enable near-term deployment, but it cannot substitute for the long-term need for new bulk power generation. Flexible scheduling can relieve a peak or bridge an interconnection constraint; it cannot supply all the energy required by sustained growth.

A deployment checklist for operators and planners

  1. Map workloads to flexibility classes. Separate hard-real-time inference, deadline-bound batch work, interruptible training and workloads that cannot move for contractual or data reasons.
  2. Set measurable service limits. Define maximum delay, pause frequency, migration time, acceptable latency and completion guarantees for each class.
  3. Build the baseline. Record the load profile that would have occurred without intervention. Without a counterfactual, an apparent reduction may simply be a normal production variation.
  4. Connect trustworthy signals. Use local congestion, demand, price, renewable and facility telemetry with timestamps and documented forecast uncertainty.
  5. Test failure modes. Simulate a forecast miss, a communication outage, a battery that is unavailable, a destination site that fills up and a deadline that approaches faster than expected.
  6. Coordinate infrastructure. Align workload controls with cooling, storage and generation controls so one action does not undermine another.
  7. Verify results after every event. Measure grid import, work completed, deadline compliance, rebound load, energy overhead and any customer impact.
  8. Scale only where the business case works. Expand participation when avoided grid costs or reliability value consistently exceed lost utilization and operating costs.

EU and policy context

The European Commission’s overview of energy performance of data centres describes flexible facilities that adjust electricity use to grid conditions as a potential way to reduce system costs, improve stability and integrate renewable energy. Those are policy objectives and potential benefits, not guaranteed outcomes for every project. European operators must still meet applicable efficiency, reporting, environmental and market-participation rules.

Bottom line for an AI scheduling strategy

Start with workloads that have a genuine time window, then add geographic routing and facility controls where the grid signal and commercial authority are clear. Evaluate each event against a no-action baseline, include rebound and storage losses, and protect latency-critical services. The result is targeted peak and congestion management—not a claim that scheduling alone cuts total electricity use or replaces new generation.
