Wind farms reduce wildlife impacts most effectively when developers avoid sensitive habitat first, design the remaining infrastructure around animal movement, and monitor results long enough to change operations. Wyoming studies show that pronghorn can continue migrating through wind-energy facilities, but some animals alter stopover choices, routes, or movement near turbines. Those findings support site-specific mitigation—not a universal setback distance or a claim that every project is harmless.
Why wind energy can create wildlife impacts
Wind power can reduce greenhouse-gas emissions and air pollution compared with fossil-fuel generation, yet turbines and their supporting infrastructure still change landscapes. The visible risk is collision mortality, especially for birds and bats. Less visible effects include habitat loss, displacement from formerly undisturbed areas, altered behavior, and fragmentation caused by roads, transmission corridors, fences, and turbine arrays.

Impacts occur across the project life cycle. Construction brings grading, vehicle traffic, noise, and temporary disturbance. Operation maintains roads, towers, lighting, and power systems over decades. Decommissioning can restore some ground but may leave roads, compacted soil, or altered vegetation. A 2025 USGS review also emphasizes that population consequences remain difficult to estimate because survival, reproduction, movement, and cumulative development interact.

A 2019 USGS review described scenarios in which meeting U.S. carbon-reduction goals would require a four- to five-fold expansion of land-based wind energy from 97 gigawatts by 2050. That figure is a dated scenario, not a current capacity total or forecast. It illustrates why avoiding high-conflict locations before construction matters: many small decisions can accumulate across a region.

What pronghorn studies in Wyoming actually found
Two USGS studies provide a useful, but geographically specific, picture of pronghorn responses in south-central Wyoming. They do not establish a universal reaction for all herds, landscapes, or turbine designs.
| Study | Animals and period | Main finding | How to interpret it |
|---|---|---|---|
| Seasonal habitat selection, 2021 | GPS-collared female pronghorn; 166 monitored across five summers and 142 across five winters; study periods spanning 2009/10–2020 | No consistent negative turbine effect across years; some individuals avoided turbines, with a trend toward increased displacement during the study | Responses differed among individuals and years in the Shirley Basin; the study did not prove a population decline |
| Migration, 2023 | 286 migration sequences from 117 individuals in south-central Wyoming | Pronghorn continued migrating through wind facilities but changed some movement, route-fidelity, and stopover-selection patterns relative to turbines | Passing through a facility does not demonstrate zero impact, and behavioral adjustment does not by itself demonstrate population-level harm |
Seasonal habitat selection is variable
The seasonal study tracked female pronghorn during five summers and five winters. Across years, turbine proximity did not produce one uniform response. Some animals selected areas away from turbines, while others showed little detectable change. The reported trend toward greater displacement over the study period is a reason to examine changing development and landscape context, not a basis for saying that all pronghorn avoid turbines.
Migration can continue with behavioral adjustments
The migration study found that animals still crossed wind-energy facilities. However, the route taken, the fidelity to previous paths, and the choice of spring or winter stopovers could change with season and distance from turbines. A corridor that remains passable may therefore function differently: animals may spend less time in it, use more energetically costly routes, or bypass particular resting and foraging areas.
Why these results cannot be turned into a single setback rule
Both studies were conducted in Wyoming and used particular animals, years, landscapes, and turbine arrangements. Responses can depend on individual experience, season, snow and forage conditions, nearby roads and fences, and the amount of alternative habitat. The evidence does not define one distance that protects every pronghorn population, nor does it quantify a universal population effect.

Start with avoidance and better site selection
The strongest mitigation opportunity occurs before a project location is fixed. Avoidance removes risk rather than trying to manage it after turbines, roads, and transmission lines are committed.
- Map sensitive habitat. Identify seasonal ranges, fawning areas, winter concentration areas, wetlands, nesting and roosting sites, and other places where wildlife density or vulnerability is high.
- Map movement at the landscape scale. Include migration routes, daily movement paths, stopovers, bottlenecks, and connections between seasonal ranges. A map of habitat occupancy alone can miss a narrow route used only during migration.
- Compare alternative development scenarios. Spatial decision-support tools and impact studies can test different turbine envelopes, access-road alignments, transmission routes, and no-build areas before permitting.
- Account for existing development. Evaluate how a proposed array would interact with nearby turbines, roads, fences, mines, housing, and other barriers. A project with a small direct footprint can still close a movement corridor when added to surrounding infrastructure.
- Document uncertainty and revisit assumptions. If data are sparse, use additional field surveys and conservative planning rather than treating an absence of observations as proof of low risk.
Avoidance is not limited to excluding an entire county or range. It can mean shifting a turbine string away from a stopover, keeping a road out of a bottleneck, or concentrating infrastructure in already disturbed areas. The appropriate scale depends on the species and the movement process being protected.
Design the facility around movement, not just turbine spacing
After unsuitable areas are excluded, layout decisions determine how much functional habitat remains. Turbine locations, substations, roads, laydown yards, transmission lines, and fences should be evaluated as one system.

Keep corridors connected
Leave broad, continuous routes between seasonal ranges and avoid turning a passage into a series of narrow gaps. Examine whether animals can move around the array without encountering a road network, steep cut, fence line, or repeated human activity. A corridor that looks open between turbine towers may be functionally blocked by supporting infrastructure.

Protect stopovers as well as routes
Migration is not only travel from point A to point B. Pronghorn may need places to rest and feed during spring and winter movements. The Wyoming migration study found changes in some stopover selections, so planners should map and protect these areas even when a route remains technically passable.
Reduce unnecessary roads and barriers
Use existing roads where feasible, shorten new alignments, and place temporary construction areas where they can be restored. Fence design and placement deserve species-specific review because a fence can compound the effect of turbines by blocking or redirecting movement. The goal is to reduce the combined barrier effect, not merely count turbine pads.
Monitor with a decision in mind
Monitoring is useful when it answers a management question, such as whether animals are avoiding a corridor, whether a stopover is losing use, or whether fatalities rise under particular weather conditions. It should not be presented as proof that impacts have been eliminated.

- Collect a baseline. Measure movement, habitat use, and relevant wildlife activity before construction, across the seasons in which risk is expected.
- Use a comparison design. Pair the project area with suitable reference areas or pre-construction tracks so that weather and regional population changes are not mistaken for turbine effects.
- Track multiple indicators. GPS movements can reveal route changes and stopover use; field surveys can document habitat occupancy; carcass searches and other detection systems can address bird and bat mortality; cameras or acoustic tools may add species-specific information.
- Set management triggers in advance. Define what pattern would prompt a layout review, additional protection, temporary shutdowns, or other action. Triggers should reflect uncertainty and detection limits.
- Review results over several years. The Wyoming seasonal study found responses varied by year, so a single season can miss delayed or context-dependent effects.
The U.S. Department of Energy’s National Renewable Energy Laboratory describes its ECO Wind program as supporting infrastructure and instrumentation for wind-wildlife monitoring and minimization research. Available capabilities and program details can change, so project teams should verify current offerings directly.

Match operational measures to the documented risk
Operational mitigation is most defensible when monitoring identifies a specific risk, species, season, or operating condition.
Detection and deterrence
Detection systems can identify approaching wildlife, while deterrence attempts to steer animals away from turbines or other hazards. The 2025 USGS review lists both as mitigation categories, but the evidence summarized here does not establish one technology as effective for every species, weather condition, or facility. Performance, false alarms, detection range, maintenance, and the risk of shifting animals into another hazard must be tested at the site.
Curtailment
Curtailment means reducing or stopping turbine operation during periods of elevated collision risk. It may be considered when monitoring links fatalities or near misses to predictable conditions such as season, wind speed, darkness, or migration activity. Curtailment has energy and revenue costs, and an operating threshold that helps one species or site may not work elsewhere. The threshold should therefore follow site-specific evidence and regulatory requirements.
Habitat replacement
Replacing or restoring habitat can address some lost area, and the review identifies it as an available mitigation approach. Replacement does not automatically recreate the original movement function, forage quality, seasonal timing, or landscape connectivity. Plans should specify what function is being replaced, where, on what schedule, and how success will be measured.
Best Value
Evaluate projects with the same questions every time
When comparing locations or design alternatives, use a consistent set of decision axes rather than relying on turbine count or a single wildlife survey.
| Decision axis | Questions to ask |
|---|---|
| Sensitive habitat and movement | Does the option overlap seasonal range, migration routes, stopovers, bottlenecks, or high-use habitat? |
| Season and project stage | Are construction, operation, and decommissioning scheduled during periods of heightened use or vulnerability? |
| Total infrastructure | What are the combined effects of turbines, roads, substations, transmission lines, fences, and nearby development? |
| Species-specific risk | Which species face collision, displacement, barrier, or habitat-loss risks, and how strong is the local evidence? |
| Monitoring and duration | Can the project detect movement changes and fatalities before and after construction across multiple seasons and years? |
| Mitigation feasibility | Is avoidance possible, or would the plan depend on operational adjustment, detection, deterrence, or habitat replacement? |
| Population uncertainty | What is known about survival, reproduction, abundance, and cumulative effects, and which conclusions remain uncertain? |
Apply mitigation through every project stage
During construction
- Keep heavy equipment, temporary roads, and worker activity out of mapped sensitive areas where practicable.
- Schedule disruptive work to avoid critical seasonal periods identified in permits and field studies.
- Control temporary lighting, traffic, dust, and waste that can attract or disturb wildlife.
- Restore temporary work areas promptly with locally appropriate vegetation and erosion controls.
During operation
- Continue movement and habitat-use monitoring rather than ending surveys after commissioning.
- Inspect roads and fences for new barriers or changes in animal use.
- Use detection, deterrence, or curtailment only where the risk signal and operating rule are documented.
- Review results with agencies, tribes, landowners, and independent wildlife specialists so management can change when evidence changes.
During decommissioning
- Plan removal of towers, pads, roads, and fences together; leaving supporting infrastructure can preserve fragmentation after turbines are gone.
- Measure whether reclamation restores vegetation, movement, and stopover use rather than counting only acres disturbed.
What a responsible conclusion looks like
Wind farms can be compatible with pronghorn and other wildlife when planning starts with avoidance, treats movement and habitat as connected, and uses monitoring to adjust decisions. The Wyoming evidence supports a nuanced statement: pronghorn may pass through facilities, yet some animals change where and how they move. Neither universal avoidance nor universal harmlessness is supported.
For birds and bats, collision risk may dominate; for pronghorn, displacement, route changes, stopover loss, and cumulative barriers may be more important. A credible project therefore combines regional siting analysis, species-specific fieldwork, infrastructure design, and operational measures whose effectiveness is checked at that location. Population-level outcomes remain uncertain in many settings, so claims of success should be limited to the indicators actually measured.
