Its documented workflow uses a physical Wii U and Dumpling to copy games and related data to USB storage or an SD card; owning a console or game does not, by itself, settle every legal question.
What Wii U emulation does—and what it does not provide
Cemu is software that emulates Wii U games and applications on a PC. It recreates parts of the console environment so compatible Wii U software can run on computer hardware. It is separate from the games themselves: installing Cemu does not give you game files, updates, downloadable content (DLC), or permission to obtain them.

Cemu’s current homepage lists version 2.6. The project directs users to its dumping guide for game installation. Its FAQ explains that WUD and WUX images require decryption keys, which Cemu says are copyrighted and are not included with the emulator. The FAQ recommends WUA as a smaller format that does not require keys. What you need to get started
- A PC: Cemu’s published baseline is Windows 7 x64 or later, OpenGL 4.5 or Vulkan 1.2, and 4 GB of RAM minimum, with 8 GB or more recommended. The homepage also lists the Microsoft Visual C++ 2017 x64 Redistributable. These are Cemu’s stated requirements, not independent performance-test results.
- A graphics setup: The project lists support for NVIDIA and AMD graphics with recent drivers and recommends Vulkan for Intel graphics. It advises avoiding OpenGL on older AMD cards because of poor performance, and recommends OpenGL when a graphics card has less than 2 GB of memory. Actual results vary by computer and game.
- Your game files and related content: Cemu’s documented Dumpling workflow requires access to a Wii U. Dumpling copies games, updates, DLC, saves, and account data to a PC.
- For that workflow, FAT32 storage: The guide specifies a FAT32-formatted USB storage device or SD card with a 32 KB allocation size. Capacity depends on what you choose to copy; the guide does not name a universal size. Choose USB or SD based on the compatible port or card slot and capacity you already have.

How to copy your Wii U games with the documented workflow
The Cemu Guide describes using Dumpling on a Wii U to copy content. This is an account of the project’s instructions, not a guarantee that copying is lawful in every jurisdiction or circumstance.
- Prepare the storage device. Use a USB storage device or SD card formatted as FAT32 with a 32 KB allocation size, as specified by the guide.
- Run Dumpling on the Wii U. Follow the guide’s instructions to select and copy the game disc and any other content you intend to transfer. Dumpling can copy games, updates, DLC, saves, and account data.
- Transfer the copied files to your PC. Keep the files organized so you can identify the game and any related content you copied.
- Install the content in Cemu. Use the project’s installation instructions for games, updates, and DLC rather than sourcing commercial game files or keys from unofficial download sites.

What Cemu’s folders and file formats mean
WUD, WUX, and WUA
WUD and WUX images need proper decryption keys according to Cemu’s FAQ; the project does not supply those keys. Cemu recommends WUA as a smaller alternative that does not require keys. The format a file uses does not establish where it came from or whether you may legally use it. Cemu FAQ

Cemu’s mlc01 directory represents emulated internal memory. It can contain system files and apps, installed games, updates and DLC, and user-created saves. Deleting the folder removes its contents, so do not treat it as disposable cache unless you are prepared to lose what is stored there. Cemu Guide

How controls and the Wii U GamePad work
Cemu emulates the GamePad, Pro Controller, and Classic Controller; Wiimote support is partial. The project lists keyboard and USB controller input. GamePad touchscreen input can be controlled with a left mouse click, while gyro input requires a supported controller or can be controlled by dragging with the right mouse button.
To show the GamePad screen, Cemu’s FAQ says to hold Tab, map the view to a controller button, toggle it with Ctrl+Tab, or display it in a separate window. Controls and screen behavior can depend on the game and your setup. Cemu project homepage · Cemu FAQ

Settings and performance: what to expect
Cemu says its default settings are a reasonable starting point and recommends Vulkan with asynchronous shader compilation for many games to reduce shader stutter. It also documents game-specific performance packs, including FPS++ for The Legend of Zelda: Breath of the Wild and an Improve performance pack for Paper Mario: Color Splash. These are project recommendations, not a promise of smooth performance: results depend on the title, hardware, drivers, and settings. Cemu FAQ

Cemu’s FAQ says connecting to official servers requires system files dumped from a Wii U. The Cemu Guide’s online instructions also require a physical Wii U associated with a Nintendo Network ID (NNID) and describe dumping console files. Cemu says Pretendo support is experimental and limited to 2.0 experimental releases; service and project support can change, so do not assume a particular online feature will be available.

The guide warns that cheating, sharing online files, or playing on both the console and Cemu can lead to a console ban. Check the current project instructions and applicable service terms before attempting online play. Cemu FAQ · Cemu Guide online-play instructions
Is Wii U emulation legal?
There is no single answer established here for every country, file, or method. The Cemu Guide states: “We do not support piracy here and obtaining games without dumping them from your own console is illegal.” That is the guide’s policy statement, not a jurisdiction-neutral legal ruling. Cemu Guide
Nintendo of America’s Wii U User Agreement says that use, sale, transfer, or licensing of a Wii U system does not transfer ownership of Nintendo intellectual property. It also describes restrictions on certain activity involving Nintendo network services, including emulating or redirecting communication protocols and circumventing access controls, while qualifying conduct “except as otherwise expressly permitted by law.” This agreement is Nintendo of America’s terms; it does not determine the law for every reader or jurisdiction. The sources cited here do not resolve whether a particular person may make a personal backup, circumvent a technological measure, download a file, or use a dump under local law. Owning a Wii U or a game does not, on its own, answer every legal question. Check the rules that apply where you live and avoid unauthorized distribution.
