What investigators have said about the cockpit attack
On October 3, UAE Attorney General Hamad Saif Al Shamsi said investigators found that the co-pilot attacked the captain with the cockpit’s crash axe and tried to take control of the aircraft. He described the incident as an attempted terrorist act. What a pilot generally needs to fly in the UAE
Al Jazeera’s October 1 explainer described the standard UAE General Civil Aviation Authority (GCAA) framework as requiring a valid professional pilot licence, the relevant aircraft type rating, a current Class 1 medical certificate, English-language proficiency, and required flight experience. The medical process covers physical and mental health, and some concerns can lead to further assessment. These are general requirements, not confirmation of this co-pilot’s records. EASA told Reuters that Flydubai’s certification and safety oversight are the responsibility of the UAE GCAA, including applicable requirements concerning crew and fitness to fly, according to Al Jazeera’s explainer. What AP reported about his earlier employment
The Associated Press reported October 3, citing a regional official and a person familiar with the matter who spoke anonymously, that Oman had barred the co-pilot from flying because of concerns that he had adopted extremist views, and that he moved to an administrative job at Oman Air. AP also cited a person familiar with the matter who said Flydubai later hired him. The report said it was not immediately clear how extensively Flydubai vetted him. A Gulf diplomat told AP that the co-pilot had undergone standard security checks, which appeared focused on criminal convictions rather than signs of radicalization. AP’s reporting does not establish what information Flydubai received from Oman Air or authorities, or what its decision-makers knew. Why formal qualification and background vetting are different questions
A licence, type rating, medical certificate, language proficiency, and flight experience address whether a pilot meets specified professional and fitness requirements. Employer checks may examine employment history and other background information; security services may have separate screening responsibilities. Passing regulatory requirements would not, on its own, demonstrate that an employer knew about a concern previously raised elsewhere—or that such a concern was shared through an applicable channel.
Al Jazeera reported that Israel’s security department is responsible for security screening of foreign flights and aviation security arrangements, but its published responsibilities did not specify routine individual background vetting of foreign commercial pilots or cabin crew. Other reported details do not fill those gaps. AP said Royal Air Maroc stated that he completed three months of theoretical training in 2025 as part of pre-employment processing but was not selected. A Buckinghamshire New University spokesperson said he completed an aviation-management distance-learning course there, not pilot training. Neither account establishes how Flydubai assessed him. The most accurate answer is therefore limited: reporting describes both formal UAE pilot requirements and an allegation about a prior employer’s decision, but it does not reveal how those processes intersected in this case. The investigation remained open as of October 3, 2026.
