Variable rate reverse repo (VRRR) auctions absorb surplus funds from banks for a stated period at an auction-determined rate. That absorption changes short-term liquidity and can influence money-market rates. Deposit and loan rates are affected only later, through a broader transmission process that also includes the RBI policy rate, funding competition, credit demand and each bank’s pricing decisions.
A VRRR result therefore does not translate into a fixed or immediate change in a savings rate, fixed-deposit rate, home-loan rate or business-loan rate. It is one instrument in the Reserve Bank of India’s liquidity-management framework, not a standalone retail-rate switch.

What a VRRR auction is
VRRR stands for variable rate reverse repo. In the operation, eligible banks place surplus funds with the Reserve Bank of India (RBI) for the tenor announced in the auction notice. The RBI absorbs that money temporarily and the interest rate is discovered through the auction rather than being set as one permanently fixed rate.
The operation is designed for liquidity management. When the banking system has more cash than banks need for immediate payments and lending, the RBI can absorb part of that surplus. When conditions instead call for an injection, the RBI can use a variable rate repo (VRR), in which funds flow from the RBI to banks. VRRR and VRR are therefore opposite-direction tools, and the RBI can use either as conditions evolve.

| Operation | Direction of liquidity | Typical purpose in the framework | Rate and tenor |
|---|---|---|---|
| VRRR (variable rate reverse repo) | Bank funds move to the RBI; liquidity is absorbed for the operation period. | Drain surplus liquidity when the RBI considers absorption appropriate. | Auction-determined rate; amount and tenor are specified in each notice. |
| VRR (variable rate repo) | RBI funds move to banks; liquidity is injected for the operation period. | Provide liquidity when system conditions warrant an injection. | Auction-determined rate; amount and tenor are specified in each notice. |
The RBI’s operating framework uses the weighted average call rate (WACR) as its operating target and seeks to keep it aligned with the policy repo rate. Liquidity operations are the first link between the RBI’s policy stance and interest rates in financial markets.
How the liquidity channel works
1. Banks place surplus funds with the RBI
An auction notice states how much the RBI intends to absorb and for how long. Banks decide how much of their available cash to place and submit bids. The auction establishes a cut-off rate for the accepted operation. The funds remain with the RBI until the stated reversal date, when they return to the banking system.
2. System liquidity changes for the stated tenor
Money committed to a VRRR cannot be used by participating banks for other transactions during that operation period. The banking system consequently has less immediately available surplus cash. The practical effect depends on the size of the operation relative to the system’s liquidity, other RBI operations, government cash balances and banks’ payment and credit needs.
3. Short-term market rates respond
With less surplus cash competing for short-term placements, money-market rates can move higher. The change is not a guaranteed one-for-one adjustment: market participants also respond to expectations about the policy rate, tax flows, government spending, foreign-exchange operations, credit demand and the terms of other instruments.

Historical RBI data illustrates this channel. In 2021–22, the RBI reported that larger amounts absorbed through VRRR auctions and higher auction cut-offs coincided with a higher effective reverse-repo rate. Money-market rates also moved upward during that period. This evidence supports a liquidity-to-market-rate relationship; it does not provide a universal numerical effect for every auction.
4. Market rates feed into bank funding decisions
Banks compare the return available in money markets with the cost and stability of deposits, certificates of deposit, wholesale borrowing and other funding sources. If short-term market rates remain higher, a bank may have more reason to raise selected deposit rates to attract or retain funds. Another bank may leave rates unchanged if it already has ample deposits or if loan demand is weak.
5. Retail deposit and lending rates may adjust later
Retail rates are the final part of this chain. Deposit pricing depends on the bank’s funding requirement, maturity profile, liquidity position and competition. Lending rates depend on the policy-rate setting, the benchmark used for the loan, the bank’s funding cost, operating expenses, credit risk, capital costs and demand for credit. A VRRR auction can influence these conditions indirectly, but an auction cut-off cannot be converted into a precise deposit or loan-rate change.

The figures show that rates in several money-market segments moved relative to the effective reverse-repo rate. They do not say that a bank had to raise its one-year deposit rate by the same number of basis points, or that a borrower’s loan rate moved by the auction cut-off.
Why deposit rates do not move automatically
Funding need differs by bank
A bank with a large, stable deposit base may not need to pay more for new deposits even when market rates rise. A bank seeking funds to support loan growth or replace maturing wholesale borrowing may respond more quickly.
Tenor and customer mix matter
VRRR is conducted for a specified operation tenor, while deposits range from overnight balances to multi-year term deposits. A short-term liquidity operation does not dictate the price of every maturity. Banks also price savings accounts, recurring deposits and term deposits differently because customers behave differently in each segment.

Competition and expected policy changes matter
Deposit pricing reflects what competing banks offer and what banks expect the RBI to do next. A bank may raise a promotional term-deposit rate in anticipation of future funding pressure, or hold rates steady when it expects liquidity to ease.

One auction is too small a signal by itself
The announced amount, accepted amount, cut-off and reversal date must be considered alongside other liquidity operations and market conditions. A single VRRR auction can be offset by a later VRR, another liquidity facility, government cash movements or changing deposit flows.

Benchmark and reset rules
Some floating-rate loans reset against an external benchmark, while others use an internal benchmark or a lending-rate framework with scheduled reset dates. Even when a benchmark changes, the borrower’s contractual spread may remain unchanged. Fixed-rate loans do not reprice merely because a VRRR auction occurs.
Policy rates are a separate driver
The RBI’s 2022 discussion covered policy-rate increases, higher benchmark lending rates, rising term-deposit rates and liquidity conditions together. It did not isolate VRRR auctions as the cause of those bank-rate changes. Policy-rate decisions therefore need to be analyzed separately from liquidity-absorption operations.

A bank can keep loan rates unchanged when it is competing aggressively for borrowers, even if its short-term funding cost has risen. Conversely, a bank may reprice loans because of borrower risk, capital requirements or a change in its own benchmark, even when a VRRR auction is unchanged.

How to read a VRRR auction notice
Use the notice as a dated operational record, not as a permanent schedule.
- Check the auction date. This tells you when the operation is conducted and prevents a historical notice from being mistaken for a current facility.
- Check the notified amount. The amount is specific to that operation and does not establish how much the RBI will absorb in the next auction.
- Check the tenor. Note whether funds are absorbed for one day or another stated period. The tenor determines when liquidity returns.
- Check the cut-off rate. It is the auction outcome for that operation, not a mandated retail deposit or loan rate.
- Check the reversal date. The banking system’s liquidity position can change when the RBI returns the funds.
- Check other operations and the backdrop. Interpret the result with contemporaneous VRR operations, standing facilities, policy-rate decisions and market conditions.
A dated example
An RBI notice scheduled a one-day VRRR operation for ₹50,000 crore on August 7, 2025, with reversal on August 8, 2025. Those amount and dates describe that particular notice. They are an example of how to report an operation precisely, not a standing amount, a current auction timetable or a prediction of bank-rate changes.
Where SDF and MSF fit
The RBI describes the Standing Deposit Facility (SDF) and Marginal Standing Facility (MSF) as the lower and upper bounds, respectively, of the liquidity-adjustment corridor. They help frame overnight money-market conditions around the RBI’s operating target. VRRR auctions operate within this broader corridor framework and should not be analyzed as if they were the only source of liquidity or the only overnight rate-setting instrument.

What this means for savers and borrowers
If you are choosing a deposit
- Compare the bank’s actual rate, maturity, compounding terms and withdrawal conditions; do not infer them from a VRRR cut-off.
- Look for the effective date of any rate change and whether the quoted rate is a temporary offer or the bank’s standard schedule.
- Use auction news as context for short-term funding conditions, not as a promise that every bank will raise deposit rates.
If you have a floating-rate loan
- Check the loan agreement for the benchmark, spread, reset frequency and next reset date.
- Ask the lender which contractual event changes your rate; a VRRR auction by itself may not be one of them.
- Separate a policy-rate change, a benchmark reset and a bank-specific spread revision when reviewing an instalment change.
If you are forecasting bank rates
Track a sequence rather than one announcement: the RBI’s policy stance, liquidity absorption or injection, money-market rates, deposit competition, credit growth and each bank’s published rate sheets. This approach is more reliable than multiplying an auction cut-off by an assumed pass-through percentage that the RBI has not established.
The central distinction: market-rate effect versus retail-rate effect
Monetary transmission is the route from policy-rate changes through financial-market interest rates to bank deposit and lending rates, then to spending, inflation and growth. The RBI’s Annual Report 2021–22 defines it as follows: “Monetary transmission is the process through which changes in the policy repo rate are transmitted through the structure of interest rates across various market segments to changes in banks’ deposit and lending rates, which, in turn, influence aggregate spending behaviour, and eventually to the final goals – inflation and growth.”
A VRRR auction can affect the liquidity and market-rate portion of that route. The downstream movement in retail rates is conditional, delayed and bank-specific. Historical evidence from 2021–22 supports the first link, while the available statements do not isolate a numerical VRRR contribution to household deposit or loan rates.
Bottom line
VRRR auctions remove surplus liquidity from banks for a specified tenor, which can place upward pressure on short-term money-market rates when other conditions are unchanged. Deposit and loan rates may respond later if banks’ funding costs, competition, policy expectations or lending conditions change. No auction amount or cut-off should be presented as a mechanical forecast of a customer’s next deposit or loan rate; use the dated RBI notice together with current bank disclosures and the loan or deposit contract.
