How universities can teach AI literacy without making AI use mandatory

Universities can make AI literacy a learning outcome without requiring every student to use an AI product. The workable distinction is between understanding and judging AI—which every student should be able to demonstrate—and operating a live tool, which can remain optional unless it is essential to a clearly stated course outcome.

Start with literacy outcomes, not a required app

A mandatory login is not the same thing as AI literacy. A student may know how to enter a prompt yet be unable to explain training data, recognize fabricated information, assess bias, protect confidential material, or judge whether an automated recommendation is appropriate. Conversely, a student can learn those concepts and exercise sound judgment without ever submitting a prompt to a commercial system.

  • Explain core ideas such as data, models, training, inference, probability and automation in language appropriate to their discipline.
  • Identify limitations, uncertainty, bias, privacy risks, security concerns and likely failure modes.
  • Evaluate a claim about AI or critique an output supplied by the instructor, citing evidence and explaining what would need to be checked.
  • Discuss human-centred, ethical and social consequences, including who benefits, who bears risk and who is accountable for a decision.
  • Recognize, at a high level, how AI systems are designed, deployed, monitored and governed.

These goals align with UNESCO’s AI competency framework for students, published in 2024 and shown on its web page as updated 16 January 2026. UNESCO organizes student competence into four dimensions: a human-centred mindset, ethics of AI, AI techniques and applications, and AI system design. Its progression—understand, apply and create—can be adapted for higher education rather than treated as a university mandate. The framework is principally aimed at school students and curriculum actors, so a university should explain how it is adapting the ideas to its own courses and learners.

What students can do without a live AI tool

Optional use does not mean passive learning. Students can work with carefully documented materials selected by an instructor, and those materials can make evaluation more visible than an unobserved prompt-and-answer exercise.

Explain a documented system

Give students a short description of a recommendation system, image classifier, language model or predictive model. Ask them to identify the input data, intended task, likely users, possible errors and the people responsible for reviewing its decisions. A student demonstrates conceptual understanding without creating an account or uploading personal data.

Critique a supplied output

Provide an AI-generated paragraph, image caption, code fragment or summary together with the original source material. Require students to mark unsupported claims, missing context, ambiguous wording and questions that need human verification. The assessment measures evaluation, not the ability to produce a similar output.

Analyze an ethical case

Use a case involving automated hiring, student surveillance, medical triage, welfare eligibility or authorship. Students can map stakeholders, identify competing values, propose safeguards and state who should retain decision authority. No tool operation is needed to reason about accountability or harm.

Compare claims with evidence

Present two conflicting statements about an AI system’s accuracy, fairness or environmental impact. Students should identify what each claim actually measures, distinguish correlation from causation, ask what population or conditions were studied and list evidence still missing. This exercise makes uncertainty a normal part of literacy.

Trace a system’s design choices

Students can create a flow diagram from data collection through model development, deployment, feedback and human review. They can then identify where consent, data quality, security, accessibility or governance decisions enter the process. A paper diagram or accessible digital equivalent is sufficient.

Offer equivalent routes to every assessed outcome

For each assignment, define the outcome first and then provide more than one way to show it. An optional tool route and a non-tool route should be judged against the same rubric, not treated as an easier and a harder track.

Learning outcome Optional live-tool route Equivalent non-tool route Evidence to grade
Identify limitations and uncertainty Test a tool on a prepared set of questions and document failures. Analyze a supplied set of outputs and source documents. Accuracy checks, explanation of uncertainty and appropriate follow-up verification.
Apply ethical reasoning Evaluate a proposed use of a tool in a professional scenario. Evaluate the same scenario from a case packet. Stakeholder analysis, harms, benefits, safeguards and accountability.
Understand system design Annotate the stages of a simple tool workflow. Annotate an instructor-provided workflow or diagram. Correct identification of data, model, deployment and human-review decisions.
Communicate a justified conclusion Report what a tool produced and how it was checked. Compare two documented claims or outputs. Use of evidence, clear reasoning, disclosure of limits and discipline-appropriate communication.

Tell students exactly what “optional” means. If a tool is available for enrichment, say whether its use is ungraded, whether disclosure is expected, what data may not be entered and what support is available. If an assessment requires a capability that genuinely depends on operating a system—for example, a computing course on model deployment—explain that professional outcome before enrollment and design an accessible alternative where institutional policy requires one. Do not call tool use optional while quietly awarding participation points or assuming every student can obtain the same account, device or connectivity.

Use a progression from understanding to creation

UNESCO’s student framework uses three progression levels that translate well into a university sequence:

Understand

Students define concepts, interpret a system description, distinguish training from use, and identify common risks. Introductory modules, annotated readings and short explanations work well here.

Apply

Create

Students design a policy, audit plan, research protocol, prototype workflow or public explanation that specifies human oversight and failure handling. “Create” need not mean building a model or generating content with one; it can mean creating a responsible design around AI.

A first-year seminar might reach understand and apply. A professional programme could require create in a capstone while still permitting a non-tool design route. Make the level explicit so students are not penalized for declining an activity that is not part of the intended competence.

Prepare instructors, not just students

Optional-use teaching fails when instructors are expected to answer technical, ethical and pedagogical questions without support. UNESCO’s AI competency framework for teachers (2024; web page updated 16 January 2026) identifies 15 competencies across five dimensions: human-centred mindset, ethics of AI, AI foundations and applications, AI pedagogy, and AI for professional learning. Its progression levels are acquire, deepen and create.

Professional development should therefore include more than demonstrations of popular tools. A useful programme gives instructors time to:

  • Build a shared vocabulary for models, data, uncertainty, evaluation and system limits.
  • Practice reviewing AI outputs and designing answerable, source-based critique tasks.
  • Discuss privacy, copyright, accessibility, bias, academic integrity and professional accountability under local policy.
  • Rewrite an existing assignment so students who decline live-tool use can meet the same outcome.
  • Plan how to disclose optional use, handle a suspected fabricated citation and support students who lack reliable access.
  • Share discipline-specific cases and moderation standards with colleagues.

In the foreword to UNESCO’s teacher framework, Assistant Director-General for Education Stefania Giannini wrote: “Teachers urgently need to be empowered to better understand the technical, ethical and pedagogical dimensions of AI.” The same foreword reports that, as of 2022, only seven countries had developed an AI competency framework or professional-development programme for teachers. That is a historical figure reported in the 2024 framework, not a current count of countries.

Adapt the common framework to each discipline and learner group

UNESCO says its student framework should be tailored to curriculum readiness, the learning environment, teacher preparedness, and the prior knowledge and capacities of student groups. Universities can keep common outcomes while changing examples, evidence and support.

Humanities and social sciences

Students might compare machine-generated interpretations with primary texts, investigate representation in training data, or examine how automated classification changes whose voices are visible. Assessment can emphasize source criticism, context and power.

Science, engineering and computing

Students can inspect evaluation measures, data leakage, reproducibility and failure cases. A tool-optional pathway might analyze a supplied experiment or code review, while students who choose hands-on work test a controlled system under the same evaluation rubric.

Health, law and professional programmes

Cases should foreground confidentiality, informed consent, safety, documentation and professional responsibility. Students can reason through a de-identified scenario without entering client or patient information into a live service.

Students with different access needs

Provide accessible documents, screen-reader-compatible materials, captions, extra processing time where appropriate and a route that does not depend on a particular interface, paid tier, device or high-bandwidth connection. Ask whether the task measures AI literacy or merely dexterity with an interface.

Common outcomes do not require identical examples. Publish the outcome and rubric centrally, then let departments choose cases that reflect their knowledge, language, profession and community.

Compare teaching approaches before choosing one

The following is a design comparison, not a validated ranking or an empirical finding about student outcomes. It uses five decision axes: concepts and limitations, ethical judgment, an equivalent non-tool route, contextual fit, and instructor support.

Approach Concepts and limits Ethical and critical judgment Can students decline live use? Best fit and support needed
Case-based seminar Strong when cases include system descriptions and evidence. Strong through stakeholder and consequence analysis. Yes; discussion and written analysis can demonstrate outcomes. Broad introductory or interdisciplinary courses; instructors need curated cases and moderation guidance.
Output-critique workshop Strong for error patterns, uncertainty and verification. Strong when prompts include privacy, bias and accountability questions. Yes; the instructor supplies outputs and source material. Writing, media, policy and professional courses; instructors need examples at appropriate difficulty.
Optional hands-on lab Strong for applied understanding when testing is controlled. Depends on the lab rubric and debrief. Yes, if a matched analysis packet is assessed equivalently. Technical or practice-oriented courses; requires access planning, data safeguards and technical support.
Tool-required production assignment Can teach operation, but may under-assess underlying concepts unless evaluation is explicit. Varies; risks treating output production as literacy. No, unless a genuinely equivalent pathway is designed in advance. Only when tool operation is an essential, declared professional outcome; requires the strongest accessibility and policy review.

Set institutional expectations clearly

A university-wide statement should explain why AI literacy matters, what students must be able to do and why live-tool use is not automatically required. Course outlines should then specify the local rules:

  • Which activities are optional, prohibited or required, and how each is assessed.
  • Whether students must disclose optional use and what form that disclosure takes.
  • What confidential, personal, unpublished or copyrighted information may not be entered into a service.
  • How academic-integrity, accessibility, privacy and assessment policies apply.
  • Where students can obtain non-tool materials, technical help, accommodations and clarification.
  • How an instructor will handle an inaccurate output, unavailable service or a student’s conscientious objection.

The cited UNESCO material does not determine any institution’s legal duties or policy wording. Check current law, collective agreements, accessibility requirements, data-protection rules and academic-integrity procedures in the relevant jurisdiction before publishing a binding policy.

A practical implementation sequence

  1. Inventory existing curriculum. Identify where students already encounter data, automation, evidence evaluation, ethics or professional responsibility.
  2. Write observable outcomes. Use verbs such as explain, identify, evaluate, justify, compare and design; avoid “use an AI tool” unless operation is itself the outcome.
  3. Map outcomes to the four student dimensions. Note whether each task addresses human-centred thinking, ethics, techniques and applications, or system design.
  4. Build paired activities. For every live-tool exercise, prepare a non-tool case, output set or workflow that demonstrates the same competence.
  5. Publish the rules before assessment. State access, disclosure, privacy and alternative-route expectations in the syllabus and assignment brief.
  6. Prepare and moderate instructors. Use the teacher framework’s five dimensions to identify development needs and calibrate rubrics across sections.
  7. Review evidence and burden. Check whether grades reflect reasoning rather than account ownership, interface fluency or unreliable tool output. Revise examples with student and accessibility feedback.

This sequence preserves student choice while keeping standards visible. It also makes a course resilient when a service changes its interface, terms, availability or output quality.

What success should mean

A student who never opens a live AI system should still be able to explain what a system is intended to do, identify where it can fail, question an unsupported claim, weigh human and social consequences, and propose responsible oversight. A student who does use a tool should be held to those same standards rather than receiving credit merely for producing an output.

That is the central design test: remove the live tool from the assignment and ask whether the intended learning can still be demonstrated. If the answer is yes, tool use can remain a meaningful option. If the answer is no, state the professional rationale, provide appropriate access and support, and ensure the requirement is genuinely tied to the course outcome rather than to novelty.
