If you are laid off in Finland, register as an unemployed jobseeker through Job Market Finland with the employment services of your municipality of residence no later than your first day without work (or your first day of temporary layoff). Then apply to the correct payer: your unemployment fund for earnings-related allowance if you meet its membership and work requirements, or Kela for the general social security benefit (yleistuki) if you do not qualify for earnings-related allowance.
Keep the registration active, follow employment-service instructions, submit status reports on time and report changes such as starting work or changes in your circumstances. The exact entitlement depends on your work history, wages, fund membership, layoff pattern, residence and the employment authority’s statement.

What to do on the first day of unemployment
Kela states that you can receive an unemployment benefit only if you have registered as an unemployed jobseeker. Register online through Job Market Finland with the employment services of your municipality of residence. The deadline is no later than the first day of unemployment or temporary layoff; do not wait for your final payslip, severance payment or a benefit decision. The same deadline applies when an employer temporarily suspends your work and wages.
- Open the jobseeker registration. Use Job Market Finland and provide the requested information about your employment ending or being suspended.
- Check the start date. State the first day you are unemployed or laid off. A later registration can delay the period for which you are considered available for benefits.
- Read the employment-service instructions. The municipality’s employment services may request information, appointments or agreed activities. Record every deadline.
- Apply to the payer after registering. Submit an application to your unemployment fund or to Kela, depending on the route for which you qualify.

Which institution pays you?
The practical choice is normally determined by eligibility, not preference. Finland has two separate routes, and the same person cannot receive earnings-related allowance from an unemployment fund and Kela’s general social security benefit for the same period.

Being a fund member does not automatically establish entitlement. The work requirement and other rules still have to be met. Kela’s current unemployment information lists earnings of at least EUR 15,481 in 2026 and EUR 15,128 in 2025 as relevant thresholds for the employee work requirement. The applicable assessment depends on the rules in force and your actual employment and wage history; the figures are not a guaranteed benefit amount.

How the Kela benefit changed in 2026
On 1 May 2026, Kela introduced the general social security benefit, called yleistuki. It replaced Kela’s basic unemployment allowance (peruspäiväraha) and labour market subsidy (työmarkkinatuki). Older web pages and advice may still use those abolished names, so check the date of the information you are reading.

Yleistuki is not the same payment as an earnings-related allowance from an unemployment fund. A person moving directly from earnings-related allowance to yleistuki does not complete a new seven-working-day waiting period, according to Kela’s customer guidance. The fund allowance must nevertheless have ended and the person must satisfy the conditions for Kela’s benefit.

How much is the general social security benefit?
Kela lists the 2026 general social security benefit at EUR 37.21 per day, paid for five days per week. Kela gives an approximate monthly equivalent of EUR 800, but that is only a rough average: the payable-day count, income adjustments, tax withholding and individual circumstances determine the actual amount you receive.

Kela sets out the rate and income treatment on its general social security benefit FAQ. Use the decision in your own case, rather than multiplying EUR 37.21 by a calendar month, to determine what will be paid.

What a temporary layoff means
A temporary layoff is not the same as termination. Kela describes it as a temporary interruption of work and wages while the employment relationship remains in force. The employer can set the layoff for a fixed period or until further notice. During the interruption, unemployment benefits may be available if you register and satisfy the other requirements.
The way the layoff is implemented matters. A complete suspension of work is different from a reduction in hours. If you continue working reduced hours, the earnings and the payable unemployment days can affect the calculation, so do not assume that a full benefit will be paid. Describe the arrangement accurately in your registration and application.

Registration is an ongoing obligation, not a one-time form. Remain available for work and comply with the instructions and deadlines agreed with employment services. Kela may require unemployment status reports through OmaKela at the interval stated in your case. Your fund will provide its own application and reporting schedule.

Report changes promptly
Tell Kela or your fund when you start work, your hours or wages change, the layoff ends, you receive other relevant income or your family circumstances change in a way the payer asks you to report. A change can affect the amount or whether you remain eligible. Keep copies of submitted reports and the confirmation of registration.
Understand the consequences of missed duties
Failure to follow jobseeker obligations can produce a sanction separate from any ordinary waiting rule that applies when a claim begins. Kela’s summary of changes effective 1 March 2026 describes a seven-day waiting period for a first infraction and a six-week work obligation for a second infraction. These consequences concern failure to meet employment-service duties; they are not a description of every initial waiting rule in the benefit system. Read the employment authority’s notice and the payer’s decision to see what applies in your case.

Application workflow and records to keep
The authorities do not publish one universal document checklist that fits every applicant. Your fund or Kela may request different information depending on your employment history, layoff arrangement and other benefits. A careful record set makes it easier to answer those requests.

- Save proof of registration. Keep the Job Market Finland confirmation, the start date and all messages from municipal employment services.
- Save the employment decision. Keep the layoff notice or termination notice, the employer’s stated dates and whether work continues at reduced hours.
- Keep wage records. Retain payslips, working-time information and payment dates so earned income can be reported accurately.
- Submit the correct application. Use OmaKela for Kela’s benefit when instructed, or the application channel supplied by your unemployment fund. Do not send the same period to both payers.
- File status reports. Follow the interval and format in the payer’s instructions, even when nothing has changed.
- Answer follow-up requests. Supply additional information by the deadline and keep a copy of what you sent.
Applications are normally made only after registration, but the payer’s instructions control the exact first application date and reporting period. If a decision is unclear, contact the decision-maker—Kela or your fund—rather than guessing which route to use.
Examples of how the routes work
Fund member with an eligible work history
You register on the first day your work stops, remain available and apply to your unemployment fund. If the fund confirms the work requirement and other conditions, it calculates an earnings-related allowance from your wages. Kela does not pay yleistuki for the same period while that fund entitlement is in force.
Worker without earnings-related entitlement
You still register by the first day. If you do not meet the fund route’s conditions, you apply to Kela for yleistuki. The 2026 starting point is EUR 37.21 per payable day, five days per week, before income adjustments and tax. Your own earned income can reduce the payment.

Person whose fund allowance ends
When the fund’s maximum payment period is exhausted, Kela’s general social security benefit may become the relevant route if its conditions are met. Kela says a direct move from earnings-related allowance to yleistuki does not require a new seven-working-day waiting period.
Part-time work during a layoff
If your employer stops only some work or you take another job during the layoff, report the hours and wages. The benefit calculation can differ from a complete work stoppage, and the published full daily rate should not be treated as an automatic award.
Common mistakes and how to avoid them
- Registering after the first day: complete the Job Market Finland registration immediately, even if the employer has promised a later document.
- Applying to the wrong payer: fund membership points to a possible earnings-related claim, but the work requirement must also be met; otherwise Kela may be the correct payer.
- Using obsolete Kela names: for periods from 1 May 2026, check whether the relevant benefit is yleistuki rather than the former basic allowance or labour market subsidy.
- Assuming the headline rate is net pay: EUR 37.21 is a daily Kela rate before the effects of payable days, income adjustments and tax.
- Ignoring a reduced-hours layoff: state exactly how much work continues; a partial layoff can change the calculation.
- Missing employment-service deadlines: unanswered instructions can trigger sanctions, including the 2026 seven-day waiting period for a first infraction or six-week work obligation for a second infraction.
- Failing to report new work: notify the payer when work starts or wages change to prevent incorrect payments and later recovery claims.
What cannot be determined from the headline facts
No general article can calculate your award without your fund membership and dates, employment and wage record, age, residence, layoff pattern, other income and the employment authority’s assessment. The daily Kela rate does not answer whether you qualify, how many days are payable or what your net payment will be.
For a personal decision, verify the jobseeker registration and obligations with your municipal employment services, confirm earnings-related eligibility with your unemployment fund, and ask Kela about yleistuki and income reporting.
