How Underwater Archaeologists Document Shipwrecks Without Damaging Them

Underwater archaeologists usually document a shipwreck in situ—in place on the seabed—instead of lifting its objects. Divers, remotely operated vehicles (ROVs), autonomous vehicles and sonar collect overlapping images, measurements and notes. Photogrammetry then turns those observations into a scaled 3D model, point cloud, textured mesh or plan-view photomosaic that researchers can measure, archive and compare over time. The approach minimizes contact and disturbance; it does not mean excavation or recovery is never justified.

What “without damaging” means in underwater archaeology

“Without damaging” is best understood as minimizing disturbance, not promising that a site will never be touched. NOAA Ocean Exploration explains that “Maritime archaeologists now prefer to document underwater sites in situ, or in place, right where they are found on the seabed.” (NOAA Ocean Exploration)

Leaving a wreck where it lies preserves relationships that disappear when objects are moved: the position of a hull section, the distribution of cargo, the angle of a cannon, or the way sediment surrounds a human-made feature. A digital survey can capture those relationships while limiting diver contact, anchoring, scraping and unnecessary handling.

The international framework is the UNESCO Convention on the Protection of the Underwater Cultural Heritage. It says non-destructive survey methods should be preferred to object recovery and that project activity should not adversely affect underwater cultural heritage more than necessary. The convention still recognizes excavation or recovery when it is needed for scientific study or the ultimate protection of the heritage. Such work must use methods as non-destructive as possible, contribute to preservation and be fully documented. It also calls for avoiding unnecessary disturbance of human remains and venerated sites, keeping proper records, and preparing environmental safeguards so the seabed and marine life are not unduly disturbed. The convention does not replace national laws, permits or project-specific professional standards. NOAA pages describe U.S. government practice and examples, not a single mandatory workflow for every wreck.

Step 1: Define the archaeological question and site conditions

A team begins by deciding what the record must answer. A broad reconnaissance survey may need coverage of an entire site. A conservation project may focus on hull deformation, exposed timbers or an area threatened by erosion. The question determines the equipment, image scale, route and amount of detail required.

Choose people, vehicles or remote sensing

Divers can work close to the structure and collect detailed photographs, measurements, notes and drawings. An ROV can carry cameras across a site when depth, current, visibility or diver safety makes direct access difficult. Sonar or a combination of methods can cover areas that are too large, dark, turbid or hazardous for close photographic work. NOAA’s maritime-archaeology overview describes this combination of visual recording and remote sensing rather than a one-size-fits-all tool choice. (NOAA Ocean Exploration)

Conditions matter as much as the question. Teams consider depth, currents, weather, visibility, seabed relief, expected site size and whether the vehicle can maintain a stable route. There is no published universal depth or visibility threshold at which one method automatically becomes superior; the survey design must fit the site.

Step 2: Capture overlapping images systematically

Photogrammetry works because the same feature appears in several photographs from different positions. Software identifies common points, calculates the camera positions and reconstructs the geometry. A diver or underwater vehicle therefore follows planned passes rather than taking a random collection of attractive pictures.

Plan the imaging route

The operator moves around the wreck at a controlled distance, keeping enough overlap for every important feature to appear in multiple frames and angles. A complete record can require hundreds or thousands of still images. NOAA’s photogrammetry guidance emphasizes planned, overlapping coverage and explains how the resulting images become a measurable digital record. (NOAA Ocean Exploration, “Photogrammetry”)

Distance and angle are chosen for the feature being recorded. Close passes reveal fasteners, planking, tool marks or objects partly exposed in sediment. Wider passes establish the relationship between those details and the whole site. The team may repeat a route if glare, suspended sediment, motion blur or a camera obstruction leaves gaps.

Use panoramic photography as a complement

Panoramic photography can provide an understandable visual overview of a space and help communicate the site to people who cannot dive it. It complements, rather than automatically replaces, overlapping photogrammetric imagery. NOAA describes panoramic photography among the techniques used to document maritime heritage. (NOAA Ocean Exploration, “Archaeological Documentation Through Photography”)

Keep physical interaction to what the survey requires

Recording in place does not mean a team can ignore scale or location. Archaeologists may position measuring tapes, take measurements and make observations without moving the artifact itself. NOAA identifies measuring tapes and underwater cameras as standard recording tools. (NOAA Ocean Exploration, “What tools does a marine archaeologist use?”)

Step 3: Record spatial context, not just images

A photograph shows what a camera saw; archaeology also needs a defensible record of where that observation belongs. Field teams combine photographs with measurements, site plans, notes, drawings, sections, video and other media. The UNESCO convention identifies those categories as part of minimum documentation requirements. (UNESCO Convention)

Context records can note the position of an object relative to the hull, its orientation, nearby objects, sediment cover, visible damage and environmental conditions during the dive. A plan or section gives later researchers a map against which they can check the model. These records also preserve provenance if software processing is revised or a model is replaced.

Underwater documentation is therefore more than making a virtual tour. The digital model is an interpretation and measurement resource built from observations; it is not a substitute for field notes, original photographs, plans or provenance records.

Step 4: Turn images into a measurable digital record

Image alignment and point cloud

Photogrammetry software first aligns overlapping images by matching common visual features. It estimates the position and orientation of each camera and generates a point cloud: a large set of calculated points representing the wreck’s surfaces.

Mesh and texture

The point cloud can be converted into a polygon mesh that represents continuous surfaces. The software can project the original image pixels onto that mesh to create a textured model with recognizable color and detail. NOAA’s photogrammetry explanation describes this progression from aligned photographs to point cloud, mesh and textured 3D output. (NOAA Ocean Exploration, “Photogrammetry”)

Photomosaic or orthophoto

A photomosaic assembles many site images into a single plan-view representation. An orthophoto is a geometrically corrected image that can be used like a map when the processing and scale are appropriate. A 3D model helps viewers inspect surfaces and measure shapes; a plan-view mosaic makes the distribution of features easy to annotate and compare.

Check the model against the field record

Processing does not turn every pixel into certainty. Gaps, low visibility, moving sediment, featureless surfaces and inadequate overlap can produce holes or distortions. Researchers inspect the output against measurements, drawings and photographs, document how it was produced, and retain the original imagery. The model should support interpretation, not conceal uncertainty.

Which documentation method fits which problem?

Photogrammetry, panoramic imagery and sonar answer different survey needs. The examples below describe practical trade-offs, not a universal ranking.

Method Most useful when Typical output Important constraints Physical interaction
Close-range photogrammetry Researchers need detailed visual texture, object relationships and measurements of accessible surfaces. Point cloud, 3D mesh, textured model, photomosaic or orthophoto. Requires systematic overlapping images; visibility, currents, depth and vehicle stability affect coverage. Usually limited to the diver or vehicle carrying a camera and any necessary measuring equipment.
Panoramic photography A team needs a broad, intelligible visual record or a complementary overview of a site. Panoramic views that support interpretation and public communication. It does not by itself provide the same geometric reconstruction as a complete photogrammetric survey. Non-destructive imaging, subject to normal diver or vehicle movement.
Sonar, including autonomous-vehicle surveys Researchers need remote sensing where visibility, access, depth or site scale limits close photography. High-resolution sonar imagery and, in some projects, a 3D representation. Sonar records acoustic responses rather than the photographic color and surface texture of close imagery; it is not a universal replacement for visual recording. Can collect data without placing a diver next to every feature.

NOAA’s examples include both diver photogrammetry and autonomous sonar imaging. The appropriate choice depends on the survey question, site access, water conditions, required coverage and whether close visual texture or broader remote sensing is most important. (NOAA Ocean Exploration, “Photogrammetry Collection”; NOAA Monitor National Marine Protected Areas Center)

Case study: documenting USS Monitor in two ways

USS Monitor illustrates why method selection is site-specific. NOAA reports that divers used photogrammetry to produce a detailed and accurate site plan that could be manipulated for precise measurements. The wreck lies at roughly 230 feet, and strong currents and difficult weather were practical challenges in the 2015 account. (NOAA Office of National Marine Sanctuaries, “Getting a Clear View of the USS Monitor”)

Separately, the Monitor sanctuary describes a collaboration using an autonomous underwater vehicle equipped with synthetic aperture sonar. That system captured high-resolution imagery and created a 3D representation of the site. (NOAA Monitor National Marine Sanctuary, “USS Monitor Technology for Conservation”)

These are complementary examples, not evidence that sonar always outperforms divers or that photogrammetry is always sufficient. Diver imagery can supply close visual texture and precise context; autonomous sonar can add remote coverage where conditions make close work difficult.

Step 5: Archive, compare and share the record

A wreck model is valuable after the expedition ends. Researchers can revisit the digital site to take measurements, test interpretations and prepare plans without repeatedly sending people to the seabed. Remote access also allows students, conservators and specialists to inspect a site without a physical visit.

Repeat surveys turn a single model into a monitoring record. Comparing models or mosaics from different dates can reveal changes caused by erosion, currents, natural processes or human disturbance. NOAA presents repeat documentation as a way to identify how sites change over time. (NOAA Ocean Exploration, “Photogrammetry Collection”)

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Good stewardship means preserving the original photographs, field notes, measurements, processing information and final derivatives together. A compressed web viewer is useful for education, but it should not be the only copy of the evidence. Access can also be managed when publishing precise site information could increase the risk of looting or other harm.

What can still damage a wreck during a “non-destructive” survey?

  • Contact: A diver, camera rig, tether or vehicle can strike fragile wood, metal or sediment if buoyancy and route control are poor.
  • Entanglement and anchoring: Lines, anchors and equipment must be managed so they do not drag across archaeological material or marine habitat.
  • Sediment disturbance: Fins, thrusters and prop wash can obscure a site and expose or bury material, making later interpretation harder.
  • Repeated visits: Even careful work adds traffic to a fragile environment, which is why a detailed baseline record and remote re-use are valuable.
  • Unplanned recovery: Removing an object without recording its exact position destroys contextual information even if the object itself survives.

Environmental planning is part of the archaeological method, not an optional add-on. The UNESCO convention specifically calls for safeguards to prevent undue disturbance of the seabed and marine life. Teams must also follow the permits, protected-area rules and heritage laws that apply to the wreck’s location.

A practical documentation sequence

  1. Set the objective: Define whether the project needs a reconnaissance map, detailed object recording, conservation measurements, condition assessment or long-term monitoring.
  2. Assess conditions: Document depth, currents, weather, visibility, access, seabed and likely hazards. Decide whether divers, an ROV, sonar or a combination is appropriate.
  3. Plan coverage: Establish passes and viewpoints so important features appear in overlapping images. Decide where panoramic views, measurements and broader remote sensing will add value.
  4. Capture systematically: Follow the route, maintain stable camera movement and record hundreds or thousands of overlapping stills when photogrammetry is required. Repeat obscured sections rather than guessing later.
  5. Record context: Add measurements, notes, plans, drawings, sections, video and observations about object relationships and site condition.
  6. Process transparently: Align images, generate the point cloud and mesh, apply textures and create photomosaics or orthophotos. Preserve the original files and processing information.
  7. Validate and archive: Check the digital outputs against field measurements and photographs, record limitations, store master data securely and create access copies for analysis or education.
  8. Monitor when needed: Repeat the survey using a comparable route and recording standard so changes can be distinguished from differences caused by equipment or processing.

Equipment: why professional context matters

NOAA’s field-tool overview identifies underwater cameras among archaeological recording equipment, and its photography guidance discusses underwater digital-camera systems. (NOAA Ocean Exploration; NOAA Ocean Exploration) A consumer camera or housing is not automatically suitable for professional documentation. The system must match the camera, expected depth, lighting, visibility, navigation and project requirements. Reliability, scale control, data storage and the ability to recover from a failed pass matter more than simply having a high-resolution specification.

The central principle

Underwater archaeologists protect shipwrecks best by treating documentation as a carefully designed measurement project: observe in place, disturb as little as possible, preserve context, and make the record reusable. Photogrammetry provides a detailed visual and geometric snapshot; panoramas improve overview and communication; sonar extends documentation into conditions where close photography is difficult. Together with field records and repeat surveys, these methods let researchers learn from a wreck while leaving the archaeological evidence on the seabed.
